(Baonghean) - To maintain clear roads and sidewalks, ensure urban order, especially during the Lunar New Year 2020, Vinh City is focusing on directing and implementing many synchronous solutions. At the same time, many roads are also being upgraded and renovated so that people can enjoy Tet and welcome Spring.

Resolutely clear encroachment on traffic safety corridors

Sidewalk clearance and urban beautification work were regularly carried out by Vinh City in 2019 with many campaigns, recording encouraging results.

However, the reality shows that at the end of the year, people's purchasing power increases, and the situation of occupying sidewalks, roadsides, and curbs is common on many streets. In response to this reality, the People's Committee of Vinh City has directed functional forces to coordinate with the authorities of wards and communes to carry out a peak campaign to clear traffic safety corridors and sidewalks so that people can celebrate Tet safely and healthily.

According to the plan, the city's forces, with the core being the Urban Order Management Team, will organize three peak campaigns to clear corridors and sidewalks before, during and after Tet.

Specifically, the first phase takes place from November 25, 2019 to January 14, 2020. During this time, every day the City Urban Order Management Team arranges working groups, coordinates with the People's Committees of wards, communes and the City's Rapid Response Team to organize propaganda plans and regularly inspect and advise on handling violations of urban order, traffic safety and environmental sanitation in the city.

Phase 2 lasts from January 15, 2020 to January 22, 2020 (ie from December 21 to December 28 of the Lunar calendar, the year of the Pig 2019), this is considered the peak week. The order management team coordinates with the People's Committees, Police of wards, communes and Vinh City Police to focus on inspecting, clearing and handling acts of encroachment on roads, sidewalks, traffic safety corridors for displaying and trading goods, dumping household waste, construction waste in the wrong places; dismantling illegal canopies and tents on sidewalks, placing all kinds of advertising signs in the wrong places; handling acts of encroachment on public land, sidewalks, traffic safety corridors; cases of illegal construction of houses, works, encroachment on public land, agricultural land...

The third campaign will start from January 30, 2020 to February 28, 2020 (from January 6, 2020 to February 5, 2020, Lunar calendar, Canh Ty year 2020), assigning forces to regularly inspect roads, resolutely and strictly handle acts of re-encroachment on sidewalks and traffic corridors after Tet. Especially, during Tet, people from all regions flock to the city to sell flowers and ornamental plants to serve people's Tet shopping needs. Therefore, the forces have the task of guiding people to do business, display goods, flowers, and ornamental plants to serve the needs of welcoming the New Year in the right places, ensuring urban order and civilization, absolutely not allowing chaos and traffic insecurity to occur.

The city also directed the People's Committee of Hong Son Ward to develop a plan, concentrate forces, coordinate with the Vinh Market Management Board and the city's functional forces to organize, manage and ensure traffic order and safety, sidewalks in Vinh Market and Cao Thang Night Street, especially before, during and after the Lunar New Year 2020; The People's Committee of Truong Thi Ward developed a plan, concentrated forces, coordinated with the city's functional forces to ensure order in the Truong Thi walking street area after the walking street is put into operation.

"Understanding the city's direction, we have directed the forces to mobilize maximum human and material resources to propagate and focus on clearing traffic safety corridors, promptly detecting and handling violations of encroachment on sidewalks, roadsides and curbs for business and trading during the end of the year. Especially hot spots with frequent violations such as: Quan Banh market area, Nghi Phu commune; Cua Bac market; Vinh bus station area; Vinh train station market; Ben Thuy market; Area in front of the Provincial General Hospital of Friendship, Nghi Phu commune; areas where the city arranges flower and ornamental plant selling points... In addition to clearing, the city also focuses on maintaining order after clearing. At hot spots, forces will be assigned to patrol and monitor to avoid re-encroachment."

Beautifying the streets for Tet

Along with clearing the traffic safety corridor and sidewalks, Vinh city will invest in and beautify the streets to create a landscape for Tet and Spring. The city will allocate funds to decorate with fresh flowers on main roads, create miniature landscapes along Ho Tung Mau, Truong Thi, Le Mao streets... arrange flowers and miniature landscapes at major roundabouts of the city and around Ho Chi Minh Square, in front of Nguyen Tat Thanh Park... This promises to be a place to attract people and tourists to visit and take photos.

In 2019, the Vinh City Urban Order Management Team alone handled 1,666 cases related to urban order, collecting nearly 7.5 billion VND for the budget; of which, regarding construction order alone, handled 1,235 violations, collecting 6.9 billion VND for the state budget.

One of the city's typical projects that will be inaugurated at the end of the year is Vinh City's walking street. This street began construction and upgrading in October 2019, aiming to open on New Year's Day 2020. The total investment in the walking streets is over 33 billion VND, taken from the city budget.

Along with decorating flower and ornamental tree streets and completing walking streets, the city will install electrical systems to decorate the streets, upgrade and repair old and damaged decorative lights and lighting clusters, creating a sparkling and brilliant atmosphere when Tet comes and Spring comes.
