Vinh City: Movement after establishing order in traffic safety corridor

Remove multiple violations

Dong Vinh Ward currently has 4 roads intersecting with the railway: Nguyen Truong To, Nguyen Tiem, Tran Nhat Duat and Ho Phi Tich. In addition, there are some residential crossings that have been established for a long time. Closing these residential crossings requires coordination between the Ward People's Committee and the functional forces of the City People's Committee and the railway industry.

Currently, in Dong Vinh ward, there are 4 roads with a large amount of traffic intersecting with the railway, but only Nguyen Truong To street has a barrier.

Meanwhile, Kenh Bac market located in Ha Huy Tap ward has been quite hot recently with people encroaching on the new road - behind Kenh Bac market to do business.

Mr. Ngo Xuan Nam - Vice Chairman of the Ward People's Committee said: "After the encroachment situation appeared, causing traffic obstruction at Kenh Bac market on the new road, the ward has deployed propaganda work, coordinated with the City People's Committee's rapid response team to eliminate the encroachment situation. Up to now, this problem has significantly reduced, no longer causing traffic congestion like before".

Preventing re-encroachment of sidewalks and roadsides

Vinh City Party Committee issued Decision No. 327-QD/Th.U dated March 23, 2017, establishing Vinh City Urban Order Steering Committee; The City Urban Order Steering Committee developed and issued Plan No. 62/2017 on clearing violations of traffic safety regulations on roads, railways, and sidewalks in Vinh City and implementing the theme "Urban Order Year 2017"; Establishing a Rapid Response Team according to Plan No. 69/2019 of the City People's Committee.

In particular, Vinh City People's Committee assigned responsibilities to the People's Committees of wards, communes and units in ensuring traffic safety and order, urban order, environmental sanitation during the year and proposed solutions for implementation.

Mr. Hoang Van Tuan - Vice Chairman of Nghi Lien Commune said: "The road to Hamlet 18B has Trung Lai gas lighter factory with a large number of workers and has an intersection with the railway, so traffic accidents have occurred quite frequently in the past. The commune, assigned by Vinh City, has done a good job of propaganda, coordinating with the City People's Committee and Nghe Tinh Railway Joint Stock Company to install automatic barriers to ensure traffic safety for people when passing through this intersection. In addition, in some hamlets there is a system of service roads, so the residential crossroads have been completely closed, and the traffic accident situation in Nghi Lien Commune has significantly decreased."

In recent times, the Vinh City People's Committee has allowed some streets with wide sidewalks to be painted with lines allowing parking on part of the sidewalk without obstructing pedestrians. Typically, some streets such as Le Nin, Tran Phu, Le Duan, Truong Thi, Nguyen Van Cu, Ha Huy Tap, Phan Dang Luu, Ho Tung Mau, Nguyen Thi Minh, Le Hong Phong, Nguyen Thai Hoc, Truong Chinh, Phan Boi Chau, Nguyen Sy Sach,...

After a period of implementation, it has been shown that this is a reasonable policy, reducing the number of vehicles parked on the road, causing traffic congestion. However, many roads that do not allow parking on the sidewalk still occur, which is a violation of the Road Traffic Law.

In addition, the situation of re-encroachment on sidewalks is also quite complicated. Spontaneous business activities are flourishing on many streets, especially at night, with shops opening everywhere and the authorities are unable to handle them.

In order for Vinh City to do better in clearing violations of traffic safety regulations on roads, railways, and sidewalks in the area, the City People's Committee proposed that the People's Committee of Nghe An province prioritize funding from the source of fines for traffic safety violations for the city to carry out the task of clearing traffic safety regulations.

In the immediate future, prioritize funding to organize the implementation of painting lines on the sidewalk to allow parking on part of the sidewalk; provide funding support for forces carrying out traffic safety corridor clearance work outside of working hours.

Authorize the Vinh City People's Committee to approve the planning of points and streets for street vendors, snacks, late-night food, breakfast... ensuring compliance with regulations on food hygiene and safety management, environment, aesthetics and not causing obstruction or traffic jams...

During the 2 years of implementing the clearance of violations of traffic safety corridors, the city has recorded and handled over 3,148 cases of administrative violations in the field of traffic safety and environmental sanitation with a total amount of over 1 billion 747 million VND. The City's Urban Order Management Team has recorded over 600 records of administrative violations of traffic safety encroachment, collecting over 796.43 million VND to the budget. The rapid response team handling violations of urban order in the city has recorded over 2,700 records of administrative violations, collecting 2,699.11 million VND to the budget.
