Vinh City: Affirming its position as a growth locomotive

PV:The Party Committee and people of Vinh City have made great efforts to carry out political tasks, especially to implement the targets of the term resolution, to build Vinh into an economic and cultural center of the North Central region. How do you evaluate the results achieved?

Comrade Vo Viet Thanh:Vinh City has many advantages in implementing the resolution targets for this term, but there are more difficulties. These include climate change, erratic weather, difficulties in implementing some mechanisms and policies in the area, many changes in laws and policies, and many difficulties in production and business.

The average growth rate in the city in the period of 2016 - 2018 is estimated to reach 8.98% / Resolution target 12.5 - 13.5%. The economic structure of the city is shifting in the right direction. Agriculture decreased from 1.68% to 1.37%. Total social investment capital in the period of 2016 - 2018 is estimated to reach 43,166 billion VND / Resolution target 100,000 billion VND (2016 - 2020).

The city has attracted a number of projects such as: New generation electrolytic water export project of JWS Tecnica Vietnam Joint Stock Company; Electronic components production project of Em-Tech Vietnam Co., Ltd; High-tech wood production project for export of Ngoc Thach Production and Trade Joint Stock Company, Hung Hung Co., Ltd...; Project to produce interior products and rolling doors, automatic doors of Austdoor Nghe An Joint Stock Company; Elevator production of StrongPlus Elevator Vietnam - Korea Co., Ltd; Project to produce equipment for high-tech agricultural production...

In the period of 2016 - 2018, the city attracted 63 projects in various fields with a total registered capital of 8,063.8 billion VND. Total social investment increased from 11,500 billion VND in 2015 to 14,364 billion VND in 2017. The estimated total social investment in 3 years (2016 - 2018) reached 43,166 billion VND, an average growth rate of 11.55% / resolution target of 18 -19%.

Every year, the city allocates a budget of about 500 million VND to implement the industrial promotion program. Tourism infrastructure is invested and strongly developed, especially accommodation facilities such as hotels, restaurants, and supermarkets. The city currently has 285 tourist accommodation facilities, with 198 hotels (including 15 hotels with 3 to 5 star rating). The city has reduced the rate of rice and ineffective crops and switched to growing safe vegetables, flowers, ornamental plants, and high-quality rice.

Overall assessment of the past half term, despite many difficulties and challenges, the city's economy continued to grow, the economic structure shifted in a positive direction. People's lives were generally improved. Foreign relations were expanded, the position of Vinh city was raised to a new level. The fields of education, culture, health were promoted, national defense and security were ensured.

PV:Dear comrade, according to the general assessment of the people, many infrastructure projects in the city are being implemented slowly. What efforts is the city making to speed up the completion of the projects?

Comrade Vo Viet Thanh:Vinh City has a patchwork infrastructure and is in the process of completion, especially the drainage system, waste treatment, wastewater treatment, traffic... In recent years, promoting internal strength, taking advantage of resources, and receiving attention from the Central and the province, the city has been actively investing in infrastructure such as: overpass systems at intersections, 35m roads connecting National Highway 46 - Vinh riverside; 72m roads from Truong Van Linh - Quan Bau intersection and Quan Bau intersection - Vinh bypass; Vinh riverside road; National Highway 46 connecting Vinh - Nam Dan; a number of railway overpasses and National Highway 1A service roads; renovating the North Canal; renovating the Citadel moat; upgrading a number of main drainage ditches; upgrading and expanding the anti-flooding pumping station system; building a regulating lake to treat drainage at the end of the system in Hung Hoa commune; completing a key localized flood prevention project.

The city focuses on speeding up the construction progress of unfinished projects, especially important projects that are significant to people's lives and socio-economic development such as: Le Ninh Street; traffic road connecting Vinh - Cua Lo; 24m road in Hung Loc commune, Truong Van Linh street connecting from Hai Thuong Lan Ong street to Hoang Phan Thai street; drainage ditch in Quan Bau ward; completing environmental monitoring work at Hung Hoa wastewater treatment plant... When completed, the projects have created a new, spacious appearance for Vinh city, meeting the city's development requirements and improving people's lives.

PV:In the remaining half of the term, what solutions does the city propose to complete the targets, comrade?

Comrade Vo Viet Thanh:With the viewpoint of maximizing all resources for socio-economic development, associated with ensuring social security and environmental protection, the city has gradually affirmed itself as the growth engine of the province and the region. On that basis, the Party Committee, government and people of Vinh city will closely follow the direction of the Central and the province, actively coordinate with sectors and levels to promptly remove difficulties and obstacles to promote production and business development; promote investment attraction, build a civilized urban lifestyle, and effectively implement programs and projects in the spirit of Resolution 26 of the Politburo.

The city will focus on promoting effective and practical administrative reforms, accelerating compensation and site clearance. Creating all conditions to attract businesses to industrial parks (VSIP Nghe An Industrial, Urban and Service Park; Bac Vinh Industrial Park). Focusing on investment in all aspects to make Vinh city a major tourist city. At the same time, promoting investment promotion activities, attracting ODA, NGO, FDI capital sources... In particular, focusing on calling for large, potential investors and projects implemented from ODA capital to create major changes in the urban landscape. Continuing to mobilize wastewater and drainage management projects with a total estimated investment of 50 million USD from ODA capital.

Effectively implement the approved adjusted master plan for Vinh city construction to 2030, with a vision to 2050. Implement the zoning plan for wards and communes. Continue to implement the project of dividing lanes, opening turns, stopping and parking; drainage connection plan, preventing flooding at weak points in the area. Build parking lots, overpasses, public toilets. Invest in the construction of a drainage system project to prevent flooding in Vinh market area and surrounding areas. In addition, advise the province to select investors and resolutely revoke projects that are behind schedule and not implemented...
