Vinh City: Glorious history through Congresses

(Baonghean.vn) - The 90-year journey of establishment, construction and development of the Vinh City Party Committee can be likened to an epic song. Each stage and each Party Congress is an important historical milestone, marking victories, achievements and valuable lessons.

In March 1930, after the founding of the Communist Party of Vietnam, the Central Provisional Branch of Central Vietnam was established in Vinh. As a member of the Party Central Committee and Secretary of the Central Provisional Branch in Central Vietnam, comrade Nguyen Phong Sac chaired the Conference to establish the Vinh Provincial Party Committee in De Thap Street. Vinh Provincial Party Committee had 2 district Party Committees: Hung Nguyen, Nghi Loc, and 1 Thanh Hoa town Party Committee. By April 1931, according to the Resolution of the Central Region Party Committee, the Vinh Provincial Party Committee no longer existed and was transferred to a new organization called the Regional Party Committee.

Established in May 1931, Vinh Regional Party Committee and Ben Thuy Regional Party Committee existed and operated in parallel until August 1931 when they were dissolved.

By 1935, it was restored and at the same time changed to a new organizational form, the City Party Committee. The French colonialists tried to terrorize the revolutionary movements, the Party organization continued to collapse, but the Party members in the Nghe Tinh Inter-Provincial Viet Minh Mobilization Committee in Vinh led the revolutionary uprising movement to seize power on August 21, 1945.

During 15 years (1930 - 1945), Vinh Party Committee operated secretly and never held a Congress, but always closely followed and correctly implemented the guidelines and resolutions of the Central Party Committee and the Provincial Party Committee, leading the people to rise up and seize power.

After the government was established, in September 1945, a number of key party members in Vinh held a conference at 28 Phan Dinh Phung Street to establish a merged party cell. At that time, the cell only had 5 party members. After a period of building the base, by September 1946, the entire town had 10 party cells, including 60 party members. Vinh City Party Committee held its first congress to set out political tasks and elect a Party Committee. The congress elected an Executive Committee consisting of 9 members. Comrade Nguyen Hoang was appointed to the position of Secretary, and comrade Hoang Don was appointed to the position of Deputy Secretary.

In June 1947, the Vinh Town Party Committee convened a Congress of delegates. The Congress took place over 3 days at the Thanh Van House (the current location of Nghe An Printing Factory). Attending the Congress were over 30 delegates representing nearly 80 party members of 6 affiliated grassroots party cells. Implementing the Resolution of the City Party Committee on the scorched earth resistance, the people of Vinh Town evacuated to the war zone or to the countryside to increase production. The Provincial Party Committee decided to dissolve the Vinh City Party Committee and establish a special Party cell under the charge of the Nghe An Provincial Party Committee. The special Party cell existed from 1949 to July 1953, going through 3 Congresses in early 1950, August 1951, and June 1952.

The resistance war against the French of our people was entering an increasingly fierce stage. At that time, Nghe An Provincial Party Committee also had to evacuate, so the relationship between the Provincial Party Committee and the Town encountered difficulties. In that situation, the Provincial Party Committee decided to convert the Inter-Cell Party Cell directly under the Province into a grassroots Party Cell directly under the Hung Nguyen District Party Committee. The Party Cell at that time had about 50 Party members. The Party Cell Committee appointed by the Provincial Party Committee consisted of 5 members with comrade Nguyen Van as Secretary.

After the Geneva Agreement was signed and peace was restored in the North, the Provincial Party Committee decided to send a number of cadres and party members to Vinh to restore and rebuild the town after the war years. In October 1954, the Vinh Party cell under the Hung Nguyen District Party Committee was transferred to Vinh and the town Party Committee was established. For nearly 10 years (October 1954 to 1963), Vinh Town Party Committee held 5 congresses to set out new tasks and elect a Party Committee.
On October 10, 1963, the Government Council issued Decision 148/CP on the establishment of Vinh City under Nghe An Province. Since then, the City Party Committee has been upgraded to the City Party Committee until now. From 1963 to present, the Vinh City Party Committee has undergone congresses, from the 7th congress held on June 30, 1968 in Hung Thang Commune, Hung Nguyen District with 89 delegates from 43 affiliated Party cells. This was the first congress since the City Party Committee was upgraded to the City Party Committee and was also the first congress held during the period of the destructive war caused by the American imperialists.


After the restoration of peace in 1975 until the renovation period, the Party Committee proposed appropriate and correct policies and guidelines to continuously develop Vinh City. During this period, there were 4 Congresses, from the 12th Party Congress (June 1976) to the 15th Congress (May 1983).
In 1986, the 6th Congress of the Central Party Committee set out the policy of "Comprehensive national renewal". The City Party Committee promptly grasped the policy and led the implementation of comprehensive renewal in all fields.

The City Party Committee has held 8 Congresses (from the 16th Congress held on October 7, 1986 to the 23rd Congress in July 2015). Over 30 years of implementing the renovation process, under the leadership of the Party Committee, Vinh City has made many improvements - a Class I urban city under Nghe An province, affirmed in all aspects of economy - politics, culture - society, national defense - security, Party building, unions...

From July 15 to 17, 2020, the 24th Congress of the City Party Committee for the 2020-2025 term was held with the participation of 300 delegates, representing more than 24,000 party members of the entire Party Committee. The Congress took place in a favorable context, the Politburo issued Resolution No. 26-NQ/TW on the direction and tasks of developing Nghe An until 2020; Notice No. 55 on the results of 5 years of implementing Resolution No. 26; The Prime Minister issued Decision No. 52/QD-TTg dated January 14, 2015 "Approving the Adjustment of the Master Plan of Vinh City, Nghe An Province until 2030, with a vision to 2050.

Recently, on June 12, 2020, Decision No. 827/QD-TTg was issued approving the Project to develop Vinh city, Nghe An province into an economic and cultural center of the North Central region by 2023 in the spirit of Resolution No. 26-NQ/TW of the Politburo.

With the motto "Solidarity - Innovation - Discipline - Creativity - Development", the 24th Congress will be a Congress of new developments, aiming to build a civilized and modern Vinh city, the economic and cultural center of the North Central region./.
