(Baonghean.vn) - Transport infrastructure is an important task in urban development in Vinh city. After 10 years of implementing Resolution 26 of the Politburo, Vinh city has a rather spacious and impressive appearance. In the near future, the city will have many new transport projects.

Change appearance

With the attention of the Central Government, the province and from the momentum of Resolution 26 of the Politburo, many main traffic axes, intersections, and beltways have initially improved traffic capacity for urban areas, especially Vinh city and Cua Lo town. Many key projects invested by the province and city have been and are being completed.

Vinh - Cua Lo Road, a major road of Nghe An and a key project of Vinh city, has now been completed, creating a connection between Vinh - Cua Lo urban space. After completion, traffic from Vinh to Cua Lo and vice versa has been quite busy. The completion of the route has shortened the distance between Vinh and Cua Lo and at the same time opened up a large land fund to attract investment here.

Phase 2 of this project has been approved by the Provincial People's Committee in Decision No. 4686/2021 with a total investment of VND 1,415 billion. The project has been allocated capital to start construction in 2022. The Cua Hoi Bridge project has been completed and opened to traffic since March 2021, connecting the regional economic centers of Nghe An and Ha Tinh provinces.

Intra-city traffic projects including the extended Nguyen Sy Sach road connecting to the Lam riverside road have approved projects in 2 phases, phase 1 is arranged by the provincial budget (total amount of 237.5 billion VND) started in 2018 to date, reaching more than 75% of the volume. Phase 2 is arranged by the city budget in the medium-term public investment plan, period 2021 - 2025. The extended Le Mao road has been arranged in the medium-term public investment plan from the city budget, currently appraising the project. Ly Thuong Kiet road has completed the selection of construction contractors...

In addition to the inner-city roads and new rural roads in the city, the city also built street lighting on the following roads: Dang Nhu Mai, Ngo Gia Tu, Nguyen Canh Hoan, Nguyen Viet Xuan, Kim Dong. New street lighting was built on the following roads: Phung Chi Kien, National Highway 1A, Nghi Kim overpass section - Vinh Airport Intersection; Vo Nguyen Hien; Nguyen Binh Khiem, Pham Hong Thai, some main roads in wards and communes: Hung Dung, Trung Do, Hung Binh, Nghi Phu...

The city's report shows that: Since 2013, the city has invested in the construction of 20 new technical infrastructure projects with a capital allocation of 62.6 billion VND. By 2019, it had invested in the construction of 63 new projects with a capital of 183.9 billion VND. In 2020, 67 new projects were invested in the construction with a capital of 140.5 billion VND.

In 2021, entering the medium-term public investment plan period 2021 - 2025, the city has allocated 173,416 billion VND for 54 new technical infrastructure projects.

Upgrading the railway system through Vinh

The North-South Railway Upgrade Project through Nghe An province in 2021 has completed upgrading a number of items such as: 12.8 km long upper-level architecture, Vinh Station, Cho Sy Station. In 2022, the surface renovation of a number of small-radius curves will continue to be implemented to ensure traffic safety, improve the quality of railway infrastructure; gradually improve throughput capacity, transport capacity...

Currently, the investor is implementing the construction of a cargo station in Yen Ly, Dien Chau district (total investment of 23 billion VND) and a cargo station in Nghi Long commune (Nghi Loc) (total investment of 29 billion VND).

The Quan Hanh - Cua Lo railway line has been included in the planning of railway routes connecting to seaports in the Railway Network Planning for the period 2021 - 2030, with a vision to 2050, approved by the Prime Minister in Decision No. 1769/2021 of the Prime Minister.

Aviation has been a strength of Vinh city in the region for many years. Vietnam Airport Corporation (ACV) has built a strategy, production, business and investment development plan for the period 2021 - 2025, in which it plans to invest and allocate capital for projects at Vinh International Airport, including renovating and expanding the aircraft parking lot; building a passenger terminal with a capacity of 5 million passengers/year and synchronous infrastructure; building an aircraft parking lot in front of Passenger Terminal T2 (10 positions).

The Ministry of Transport has also agreed on the policy of researching the construction of parallel taxiways and synchronous connecting taxiways with existing runways. The Ministry of Transport has assigned the Civil Aviation Authority of Vietnam to research and propose the investment policy of building parallel taxiways and synchronous connecting taxiways with existing runways to balance the medium-term public investment plan, period 2021 - 2025. However, due to limited resources, the project has not been allocated capital for implementation.

Mr. Tran Ngoc Tu - Deputy Secretary of the City Party Committee, Chairman of Vinh City People's Committee said: In recent years, the city has always received special attention from the Central Government and the province in terms of development orientation. On July 30, 2013, the Politburo issued Resolution No. 26-NQ/TW on the direction and tasks of developing Nghe An province until 2020, which determined: "Building Vinh city into the center of the North Central region in finance, trade, tourism, science - technology, information technology, high-tech industry, health, culture, sports, education - training; together with Cua Lo to develop into an economic growth pole and spearhead of the province's growth".

To specify the Resolution of the Politburo, the Government issued Decision No. 52/QD-TTg dated January 14, 2015 approving the adjustment of the master plan of Vinh city, Nghe An province to 2030, with a vision to 2050; Decision No. 2468/QD-TTg dated December 29, 2015 and Decision No. 827/QD-TTg dated June 12, 2020 approving the Project to develop Vinh city, Nghe An province into an economic and cultural center of the North Central region.

Implementing the Resolution of the Politburo and the Decision of the Prime Minister, Nghe An province has focused on leadership, direction, and prioritizing resource allocation, creating conditions for the city to implement many important plans, programs, and projects. In which, traffic infrastructure is an important milestone.

In the coming time, promoting the important achievements of Resolution 26, the city will continue to mobilize resources to invest in the traffic system to add more routes, which are: The traffic network under Project WB2 includes: Lam River Road, Le Mao extended road, Cao Xuan Huy road, Tran Nguyen Han road; Second, the western ring road connecting Nguyen Sinh Sac road with the 72m road; Third, expanding Nguyen Viet Xuan road; Fourth, building an 80m wide road and drainage canal from Hung Dong commune to Hung Loc commune; Fifth, investing in the eastern ring road connecting Nguyen Du road in Ben Thuy ward with the 35m road in Hung Hoa commune.
