Vinh City is irresponsible in handling the incident of broken sewage pipe?

For the past month, residents of Phong Dang and Khanh Hau hamlets of Hung Hoa commune (Vinh city) have been living in misery, having to endure the stench coming from the broken sewage pipe right next to the residential area. It is worth mentioning that despite reporting to local authorities at all levels, the incident has not yet been resolved.

Ms. Tran Thi An - a resident of Phong Dang hamlet, whose house is near the broken pipe, said indignantly: The broken sewage pipe here has happened many times, each time greatly affecting the daily life and production of local people. This time is especially serious, after the incident happened, we also reported it to the commune and the management unit. Someone even came to check and film, but until now it has not been repaired. Not to mention, the wastewater also flows into the fields, affecting the people's farming.

Arriving at the scene of the incident, we noticed a section of the road filled with sewage and a strong stench. Right at the point where the sewage pipe broke, the road surface had also sunk into a large hole, and people had to temporarily use tree branches and wooden chairs to place as a warning. According to many people, someone riding a motorbike had unfortunately fallen into this hole.

In addition, black wastewater flows into the neighborhood road and overflows into the concrete ditch. A rice field located next to this area is flooded with black water.

A leader of Hung Hoa commune (Vinh city) said that after receiving feedback from the people, the commune sent people to the scene to check and at the same time, reported to Vinh Urban Infrastructure Management and Development Joint Stock Company, the direct management unit, for repair. The commune even sent pictures and videos to the city but up to now, there has been no repair.

On September 27, 2023, Vinh City People's Committee issued Document No. 5374/UBND-QLDT on assigning the task of resolving the damage to the wastewater pipeline in Trung Do Ward and Hung Hoa Commune. Accordingly, Vinh City People's Committee received Report No. 59/CV-HTV dated September 21, 2023 from Vinh Urban Infrastructure Management and Development Joint Stock Company on the wastewater leakage incident due to a broken pipeline in Hung Hoa Commune.

Vinh City People's Committee also assigned the Vinh City Construction Investment Project Management Board to hire a qualified consulting unit to prepare a plan to repair and fix the damage to the wastewater pressure pipeline. Organize inspection, carefully review the repair and fix plan and complete the dossier to submit to the Urban Management Department for appraisal and Vinh City People's Committee for approval (to be completed before October 12, 2023).

Vinh City People's Committee also assigned Vinh Urban Infrastructure Management and Development Joint Stock Company to take temporary measures to minimize wastewater discharged into the environment during the time of repair. At the same time, assigned the following departments: Urban Management, Finance - Planning, to coordinate and guide Vinh City Construction Investment Project Management Board and related units to implement to ensure progress and quality.

However, according to our observation, not only has the problem not been fixed, but the problem location is at risk of spreading further.

Mr. Vo Tuan Anh - Deputy Director of Vinh Urban Infrastructure Management and Development Joint Stock Company said: The broken pipe is a fiberglass pipe that conveys wastewater from Hung Hoa Main Pumping Station to the Wastewater Treatment Plant in Trung Do Ward.

Regarding the cause of the incident, Mr. Vo Tuan Anh said that this type of pipe could be due to manufacturing errors, not to mention that during the manual burial process, the uneven compaction density caused cracks. Moreover, after 15 years of use, a pipe incident is inevitable.

It is known that on October 5, the departments and offices of the City People's Committee and the operation management unit also went to the field to inspect. Vinh Urban Infrastructure Management and Development Joint Stock Company also advised the City People's Committee to issue a decision to assign work. However, as of 3:00 p.m. on October 6, 2023, the City People's Committee has not yet issued a decision to assign work so that Vinh Urban Infrastructure Management and Development Joint Stock Company has a basis, and most importantly, has funds to proceed with troubleshooting.

Meanwhile, according to Mr. Vo Tuan Anh, this type of emergency only takes about 3 days to handle and the cost is only about 50 million VND.

However, for some reason, a whole month has passed, but Vinh City has not yet resolved the issue, leaving residents to endure the stench. Some families have even had to evacuate their children to another place to "take refuge".
