(Baonghean.vn) - Focusing on training and using quality local human resources, creating "good teachers and good workers" is an issue that was hotly discussed at the Workshop "Developing human resources and building Nghe An cultural people to meet the requirements of integration and development" recently organized by Vinh University in coordination with departments, branches and sectors.

Analyzing and specifically evaluating the human resources and cultural people of Nghe An in response to the requirements of integration and development, Prof. Dr. Dinh Xuan Khoa - Rector of Vinh University said: The process of international integration brings many opportunities for the socio-economic development of the province but at the same time intertwined with risks and challenges.

To take advantage of the advantages and minimize the negative impacts, developing high-quality human resources is a must. However, this is a major "bottleneck" that Nghe An is facing. Therefore, developing and improving the quality of human resources, especially high-quality human resources, is an urgent requirement today.

According to the Rector of Vinh University, the quality of human resources in the province has improved in all areas in recent years but has not yet met the development needs, especially in the context of the 4.0 industrial revolution and deep integration. In particular, training and fostering knowledge of information technology and foreign languages ​​is one of the weaknesses. "Foreign languages ​​(especially English) are the key to increasing job opportunities and improving professional skills in the integration process, but Nghe An workers are still very weak compared to the rest of the country."

Prof. Dr. Dinh Xuan Khoa cited that the results of the 2018 National High School Exam showed that the average score for English in Nghe An was 3.395, lower than the national average of 3.9. This shows that English proficiency is a major barrier to improving the quality of human resources in the province. In addition, the rate of trained workers (with certificates from elementary level and above) in Nghe An is still lower than the national average and compared to other provinces in the North Central region.

Regarding training and employment, Mr. Dang Cao Thang - Deputy Director of the Department of Labor, War Invalids and Social Affairs said: In reality, in Nghe An's labor market, workers in the fields of social sciences and humanities are more likely to meet the demand than those in technical fields. In fact, technical workers are currently concentrated in a few common occupations such as driving, mechanics, construction, carpentry, etc.

Meanwhile, some other fields necessary for economic development in the area are still lacking, even without "resources" such as biochemical engineers, mechanical engineers, auditors, high-quality service industry, technical workers in electromechanical industry, auto repair, etc.

"The quality of Nghe An's labor force is still low and has not yet made the necessary breakthrough. Nghe An's labor market is facing many outstanding problems such as: imbalance in supply and demand; unemployment and underemployment remain high. Nghe An has too much unskilled labor and too little skilled labor. Moreover, the number of skilled laborers is not distributed properly, mostly concentrated in urban areas. This labor structure clearly shows the characteristics of a backward and underdeveloped production sector," Mr. Thang emphasized.

Regarding the staff, civil servants and public employees, Director of the Department of Home Affairs Dau Van Thanh gave the data that Nghe An currently has 75,055 people. This is the human resource that determines the quality and efficiency of the State apparatus. Although the province has strengths in terms of quantity and quality of high-quality labor resources in all fields, Nghe An still does not have a staff of cadres, civil servants and public employees that meet the requirements of the new situation.

Director of the Department of Home Affairs Dau Van Thanh said: “The weakest link in personnel work today is the evaluation of cadres; the result of 95.6% of cadres and civil servants completing their tasks well does not reflect the reality. The evaluation has not yet identified and eliminated the number of weak cadres and civil servants from the apparatus.”

In addition, the training level of a number of cadres, civil servants and public employees is not really suitable for the requirements of the job, they are rarely retrained and updated with new knowledge; the quality and efficiency of work is not commensurate with the training qualifications.

Mr. Nguyen Van Lap - Deputy Director of the Department of Agriculture and Rural Development cited: "Some localities have a vice chairman of the district People's Committee in charge of agriculture but he has not been trained in agricultural expertise. Meanwhile, the agricultural department lacks specialized staff. This is a problem that the agricultural sector will focus on resolving in the coming time, in line with the spirit of implementing Resolution 6 of the 12th Central Committee."

Delegates pointed out that a weak limitation of Nghe An human resources is the lack of “soft” skills (including communication and teamwork). These are skills that are currently in high demand in most key economic sectors. Therefore, some domestic and foreign enterprises have secretly, even openly, not recruited Nghe An workers.

From the analysis of the current human resources situation of Nghe An, the delegates focused on discussing and proposing solutions to develop human resources, becoming the education and training center of the North Central region in the spirit of Resolution 26 of the Politburo and the 18th Provincial Party Congress.

Prof. Dr. Dinh Xuan Khoa said: “For Nghe An to become an industrial province, a large number of high-quality human resources are needed. With the goal of Nghe An becoming an education and training center providing high-quality labor not only for the province but also for the whole country, it is necessary to first develop the education and training system towards international standards. In addition, in vocational training, it is necessary to improve the quality of career education for students right from secondary school; continue to review and rearrange the system of vocational training schools in the area; restructure the training professions, and solve the situation where Nghe An has too much unskilled labor and too little technical labor.”

Through analyzing the characteristics of Nghe An people, Prof. Dr. Tran Ngoc Vuong - Senior Lecturer at the University of Social Sciences and Humanities, Vietnam National University, Hanoi said: "To develop human resources, Nghe An needs to create two types of people: good workers and good civil servants".

Sharing the same view, Director of VNPT Nghe An Tran Thi Thanh Thuy said: “In addition to the two models of good workers and good civil servants, we hope that Nghe An will have good experts and good businessmen. If Nghe An accompanies the “4 good” then it will create a breakthrough, promote the potential strengths to develop Nghe An.

At the same time, to improve the efficiency of human resource use, Nghe An needs to have a policy mechanism to attract and use talents. “Nghe An does not lack talents, but the important thing is how to attract and use talents. Nghe An needs to innovate in a breakthrough way in recruiting and using talented people; make a fundamental breakthrough in evaluating cadres to eliminate poor people and recruit good people. Regarding local resource creation, there must be a plan to focus on training a number of key industries to attract students from other localities and other countries to study. At the same time, it is necessary to standardize labor quality to arrange the right people for the right jobs in order to utilize talents and effectively promote the capacity of workers” - Prof. Dr. Hoang Van Hoa - Former Director of the Institute of International Training, National Economics University said.

The workshop affirmed that human resources are an important potential, contributing to the success of socio-economic development. However, given the current situation of the province's human resources being both lacking in quantity and weak in quality, with unreasonable structure and allocation, it is necessary to focus on investing in training, fostering, and using human resources reasonably. Therefore, in order to build and develop into a strong province, commensurate with its potential and advantages, Nghe An needs to identify improving the quality of human resources, rapidly developing human resources, especially high-quality human resources as the core issue, of long-term strategic nature.
