"This is a residential project with a grand planning and large land fund. However, it has been nearly 10 years since it was approved by the Provincial People's Committee and the investor has not had any activity..." - the citizen reporting the news confirmed.

In the List of investment projects using non-budgetary capital that have not completed site clearance in Vinh city (attached to Official Dispatch No. 3706/UBND-QLDT dated July 8, 2020 of Vinh City People's Committee), there is a project similar to the information that citizens reported to Nghe An Newspaper.

Specifically, information about this project is stated in the List as follows: Residential Area Project in Nghi Phu Commune, Vinh City (North of the Provincial General Hospital); investor: Gold Dat Viet Joint Stock Company; area: 58,035.96m²; investment scale: land for construction of new residential area with area of ​​4.3 ha, resettlement area land (returned to Vinh City); Investment Certificate No.: 27121000042 dated August 7, 2012; completion progress: 3 years from the date of issuance of the investment certificate; additional information: site clearance has not been completed.

Accordingly, the Nghi Phu Commune Residential Area Project, Vinh City has a rather "loud" goal: "Creating a civilized and modern residential area, solving the housing needs of the people, at the same time creating land funds, promoting the efficiency of land exploitation and use, generating revenue for the budget to serve urban development". The scale of the land area is 58,035.96m² (of which the resettlement land handed over to Vinh City is 15,150.71m²; the land for building a new residential area is 42,885.25m²).

In the detailed planning, specifically about the components of the project: land for building townhouses (202 lots), with an area of ​​over 24,600m²; land for building apartment buildings with an area of ​​nearly 2,200m²; land for green areas, sports, and clubhouses (3 areas) with an area of ​​nearly 4,000m²; at the same time, shown in the planning, the project has a traffic system including planned roads, with road clearance of 24m, 15m, 12m, and internal roads, with road clearance of 10m.

Regarding the responsibility of the investor, Gold Dat Viet Joint Stock Company, Decision No. 3557/QD.UBND-CN dated September 5, 2011 clearly states: "Complete relevant procedures to start the project within 12 months from the effective date of this decision and complete the construction of infrastructure, put the project into use within 24 months from the commencement date. Hand over the resettlement land fund to Vinh city immediately after completing the infrastructure construction"; at the same time, it affirms: "In case the investor does not implement the project on schedule and in accordance with the approved content, this decision will expire, the State will reclaim the land to implement another project without the investor being compensated for the costs already implemented".

ANOTHER "CARRIAGE" PROJECT

According to the representative of Nghi Phu Commune People's Committee, Nghi Phu Commune Residential Area Project is located close to the northern fence of the Provincial General Hospital. There are many ways to enter this project. You can follow the 24m wide planned road behind the Provincial General Hospital, you can turn in from Mai Lao Bang Street, or you can also from Highway 3 - 2, turn in the residential road branch to enter.

Regarding the project planning location, it is called Con Moc land; it can be divided into three parts, including: Dong Chia cemetery land, agricultural land of Hong Hoa Thai Cooperative members, the largest part is agricultural land of Team 9 members, Hung Manh Tien Cooperative.

Regarding the project implementation, Nghi Phu Commune People's Committee affirmed that there has not been any activity on the land. At the same time, it said that the commune government has only been able to access the related documents after Vinh City People's Committee sent a list of projects behind schedule and issued a document directing and urging the investor to implement the project. "We can take you to see the current status of the project planning area, out there there are only graves and agricultural land of people growing vegetables of all kinds..." - Nghi Phu Commune representative discussed.
