Candidates need to know: Many new points in the 2023 High School Graduation Exam Regulations

(Baonghean.vn) - The Ministry of Education and Training has just issued a circular amending and supplementing a number of articles of the Regulations on High School Graduation Exams, including a number of regulations related to the responsibilities of candidates when taking the exam to limit exam cheating.

Accordingly, the Ministry stipulates that candidates are only allowed to bring the following items into the exam room: pens, pencils, compasses, erasers, rulers, calculators; calculators without text editing functions, no memory cards; and Vietnam Geography Atlas for Geography.

Thus, candidates are no longer allowed to bring recording devices, even though they only have the function of recording information but cannot listen, watch or transmit signals. This is a new point compared to previous years.

Also, this yearCandidates will be able to register for the exam online., in addition to registering directly at the school where you studied grade 12 like last year.

Regulationshigh school graduation examThe new version also makes a number of other adjustments, mainly related to the organization process and technical aspects of the exam.

Specifically, in each area where exam papers are printed, exam proctored, essay exam papers are prepared, exam marking is done, and review is done by the Examination Council, there must be a landline telephone located in the common office/duty room or a separate room to ensure security and safety.

The new point that the Ministry of Education and Training has put forth is that this phone must have a speaker (in the area where exam papers are printed and essay exams are made, this phone must also have a recording function).

All telephone communications, other than having to be on speakerphone and listened to publicly as before, must now be logged.

At the same time, this telephone contact must be witnessed by the member in charge of supervision (for the exam printing area) or the Deputy Head of the Examination Site in charge of facilities (for the exam invigilation area) or the police (for the essay exam marking area) or the Examination Council secretary (for the exam marking and review area).

The regulations also regulate that it is not allowed to use information transmitting and receiving devices in the examination, marking and review areas of the Examination Council, except for the prescribed devices.

The new regulation also stipulates: “Those who draft and review exam questions are civil servants, public employees, and full-time lecturers and teachers who are working at educational institutions and research institutes”. Instead of the previous regulation which allowed: “Those who draft and review exam questions are civil servants, public employees, and teachers who have worked and are working at educational institutions and research institutes”.

Regarding priority points, the draft amendment and supplement relates to one of the subjects eligible for an additional 0.25 priority points, which is:

“Kinh people and foreigners residing in Vietnam with a permanent residence during their high school years of 3 years or more in extremely disadvantaged communes, border communes, and safe zone communes subject to investment under Program 135 according to Decision No. 135/QD-TTg dated July 31, 1998 of the Prime Minister (calculated from the time these communes completed Program 135 or earlier); extremely disadvantaged communes in coastal and island areas; communes in regions I, II, III and communes with extremely disadvantaged villages in ethnic minority and mountainous areas according to current regulations of the Prime Minister or the Minister, Chairman of the Ethnic Committee, studying at general schools not located in districts of centrally-run cities for at least 2/3 of their high school years”

One of the subjects eligible for 0.5 priority points is also amended and supplemented in the draft, specifically:

“a) Ethnic minorities who have had a permanent residence during their high school years of 03 years or more in extremely disadvantaged communes, border communes, and safe zone communes subject to investment under Program 135 according to Decision No. 135/QD-TTg dated July 31, 1998 of the Prime Minister (calculated from the time these communes completed Program 135 or earlier); extremely disadvantaged communes in coastal and island areas; communes in regions I, II, III and communes with extremely disadvantaged villages in ethnic minority and mountainous areas according to current regulations of the Prime Minister or the Minister, Chairman of the Ethnic Committee, studying at ethnic boarding schools or studying at general schools not located in districts of centrally-run cities”.

The 2023 high school graduation exam schedule will take place on June 27, 28, 29, and 30, 2023. Accordingly, the main exam day will take place on June 28 and 29.

Specifically, on June 27, candidates will complete the exam procedures. The exam will be held on June 28 and 29. June 30 is the backup exam date.

Associate Professor Dr. Huynh Van Chuong, Director of the Department of Quality Management (Ministry of Education and Training), said: "The 2023 high school graduation exam is expected to remain stable as in 2022, while at the same time, there will be a reasonable increase in some contents related to practical application in some subjects, to gradually approach the orientation of capacity assessment in accordance with the goals and requirements for developing learners' capacity and qualities of the 2018 General Education Program"./.
