More than 78% of traffic accidents are serious

According to the report of Hoang Mai Town Police, in the town there are a number of large industrial parks and factories, close to Nghi Son Industrial Park and Nghi Son Port, so the means of transporting goods in the area are large.

On the other hand, a part of the population has limited education and legal awareness, and often participates in fishing at sea. When they go ashore to participate in traffic, they are likely to violate the law. These are the main causes leading to violations of traffic safety laws and traffic accidents in the area.

In 2 years (2017-2018) and the first 3 months of 2019, there were 32 traffic accidents in the area, of which the number of serious traffic accidents accounted for a high proportion, with 25 cases, accounting for 78.12% and the number of prosecuted cases was high, with 15 cases, 15 defendants.

However, there were no very serious or particularly serious traffic accidents in the area.

Regarding the situation of traffic safety violations, through patrolling, controlling and applying technical equipment, nearly 5,600 violations were detected; of which nearly 4,500 cases were recorded for administrative violations and 22 cases with signs of crime were transferred to the police investigation agency.

Hoang Mai Town Police also pointed out a number of shortcomings and limitations in the investigation and handling of traffic accidents and violations of traffic safety laws. Most concerning are many cases where violators, after making a record and temporarily seizing their vehicles or documents, do not come to handle the case within the prescribed time limit, causing difficulties in handling the case. Every year, the Town Police liquidate more than 100 confiscated vehicles through auction.

On the other hand, every Saturday, the department handling administrative violations of traffic safety order still works normally, while the bank's fine collection department does not work, causing difficulties for people.

Pay attention to handling potential behaviors that cause traffic safety loss.

At the meeting, members of the monitoring delegation raised many issues related to the management of vehicles and the issuance of certificates for practicing waterway vehicles; the management and handling of oversized and overloaded vehicles; and the results of the implementation of decisions on handling administrative violations of traffic safety and order by the people.

Members of the monitoring team also expressed concern about the increasing trend of traffic safety violations among young people, and raised the issue of how to propagate and disseminate laws on traffic safety in the area.

Concerned about the traffic accident situation, Mr. Dang Quang Hong - Deputy Head of the Economic - Budget Committee of the Provincial People's Council requested the Hoang Mai Town Police to pay attention to the target set by the National Traffic Safety Committee in 2019, which is to reduce the number of traffic accidents by 5-10% and the number of casualties by 10%.

In addition, the town police need to step up propaganda, combined with handling of behaviors that potentially cause traffic safety problems, such as holding markets on the road, grazing livestock, drying rice and straw, setting up wedding tents on traffic routes, especially national and provincial highways running through the area...; thereby raising awareness and changing people's behavior.

Concluding the meeting, Deputy Head of the Provincial People's Council's Legal Committee Thai Thi An Chung acknowledged the attention of the Party Committee, government and police force in ensuring traffic safety as well as handling administrative violations in this field.

The town has established a volunteer force to provide first aid to traffic accidents in the area, in order to reduce casualties. The investigation of traffic accidents is closely coordinated between the Investigation Police, Traffic Police, Procuracy... and in accordance with regulations.

The Deputy Head of the Provincial People's Council's Legal Committee also requested the town to pay attention to reviewing "black" spots with potential risks of traffic safety loss to propose measures and solutions to handle and overcome them; at the same time, speed up the implementation of 8 decisions to sanction administrative violations with a total fine of 120 million VND.

In addition, localities also need to step up propaganda and dissemination of traffic safety laws, especially among youth and students; and guide ward and commune police forces in handling administrative violations in the field of traffic.
