Thai Hoa Town: Many solutions to resolve voters' petitions

In 2004, Mr. Le Van Cuc and 15 other households in Quang Phong ward (formerly Nghia Quang commune, Nghia Dan district) were allocated land by the government with a fee based on the plot planning design diagram with each plot having an area of 234m2, including 192m2 of residential land and 42m2 of garden land. However, when the land was allocated in the field, the area and shape of the plots were different from the drawing. Some plots of land which were originally planned as residential land were now forced to be converted to garden land due to the power lines running through them, which did not receive the consent of the households.
In response to the voters' petition, the Standing Committee of the Town People's Council has issued a document requesting the People's Committee of Thai Hoa Town to consider and respond to the voters. The work from reviewing the land origin, re-measuring the field, organizing meetings to discuss and agree to redraw the planning map to divide the plots according to the actual area used by households and submitting it to the province for re-approval has been carried out in turn. The relevant departments and offices have also worked with the Electricity sector to relocate the power lines out of the residential planning area.
Mr. Le Van Cuc, a voter, shared: "Thanks to the responsible participation and determination of the officers of the Town's departments and offices, finally, after a long time, 15 of us, households, were granted land use right certificates (LURCs) on our land." Mr. Ho Thanh Phong - Head of the Town's Department of Natural Resources and Environment, said: "Through the voters' recommendations, we have accelerated the progress of granting LURCs. Accordingly, the progress of granting LURCs for forestry land in the whole town has reached 86.69% of the total granted area; agricultural land reached 86.25% of the granted area; urban land reached 96.98%; rural land reached 97.81%."

Another issue that voters have reflected has also been addressed, which is to promote the construction and operation of the town's centralized waste treatment site; move two temporary landfills in Hoa Hieu and Quang Tien wards out of residential areas according to voters' feedback. The town is also building two centralized parking lots with a total area of over 7,000 square meters to address the situation of cars and trucks being parked everywhere on the 48-section roads passing through the town and the inner-city roads, causing loss of aesthetics and traffic safety as voters have reflected. In particular, based on the feedback from voters regarding the town's lack of attention to building and developing models and increasing people's income, the People's Committee and departments and offices of the town have focused on directing the building and development of economic models.
Accordingly, many economic models have been successfully replicated, such as expanding dairy farming to supply Vinamilk Cua Lo Dairy Company in 4 communes, of which nearly 100 dairy cows were added in 2015 alone. Actively expanding the area of growing oranges and pink grapefruits of Quang Tien in the localities of Quang Tien, Nghia Hoa, Tay Hieu, Nghia Tien, Nghia Thuan, Nghia My with a scale of dozens of hectares. At the same time, focusing on directing the conversion of crop structure in localities such as growing lilies in Nghia Hoa, producing mushrooms in Tay Hieu, growing squash and cucumbers in Nghia Thuan with dozens of hectares for each type; developing lean pig farming on a farm scale...
According to Ms. Truong Thi Thanh Thuy - Standing Member of the Town People's Council, basically, the opinions, suggestions and reflections of voters under the jurisdiction of the town have been seriously and responsibly resolved by competent agencies in the past time. Many opinions of voters have been thoroughly resolved, removing difficulties and concerns, meeting the wishes of voters.
In order to properly handle voters' petitions, reduce the number of petitions that voters repeatedly make at voter meetings; and eliminate empty promises from People's Council delegates to voters, the Standing Committee of the People's Council of Thai Hoa town pays attention to monitoring, supervising, and urging the competent authorities to handle voters' opinions, not "beating the drum and abandoning the stick". Between two sessions, the Standing Committee of the People's Council of the town issues an official dispatch requesting the delegations to review the collected opinions; consider which opinions have been resolved, including determining the accuracy of the resolution level; which opinions have not been resolved to continue making recommendations.
Along with that, every quarter, the Standing Committee of the Town People's Council organizes meetings with the Standing Committees of the People's Councils of communes, wards and towns to grasp the urgent issues from the grassroots that have not been resolved and new issues that arise. At these meetings, the Standing Committee of the Town People's Council invites the heads of specialized departments and divisions of the Town People's Committee and the heads of agencies and branches located in the town to participate in order to be responsible for directly answering the issues raised by the localities. Through this, the Standing Committee of the Town People's Council clearly grasps each unresolved or incompletely resolved issue to continue to issue written instructions.
Along with the above activities, to create weight or in other words, "pressure" for the authorities in resolving voters' petitions, many issues reflected by voters that are common in many areas of the town and have been petitioned many times but have not been resolved are considered and selected by the Standing Committee of the Town People's Council to be included in the content of questioning and answering questions at the Town People's Council meetings, in order to increase the responsibility of the Town People's Committee as well as advisory agencies, agencies and branches located in the area in resolving voters' petitions.
It can be said that the results of resolving voters' opinions and recommendations have contributed to improving the efficiency and effectiveness of state management, protecting the legitimate rights and interests of citizens, promoting socio-economic development and maintaining security and order in the area. The role and responsibility of the town People's Council delegates have also increased. This is the motivation for each delegate and the town People's Council agency to make greater efforts to contribute to the completion of their tasks, worthy of being a delegate and an elected agency.
