Specifically, on September 9, 2021, the People's Committee of Thai Hoa town issued Decision No. 2013/QD-UBND of the Chairman of the People's Committee of Thai Hoa town on the compulsory land recovery for Dong Hieu Farm, the household of Mr. Vo Van Dieu, Ms. Nguyen Thi Tan is a household using the land assigned to plots 29, 30, 37, 38 and 40 (total area of ​​5,436.5m²) of Dong Hieu Farm. On September 9, 2021, the People's Committee of Thai Hoa town also issued Decision No. 2014/QD-UBND of the Chairman of the People's Committee of Thai Hoa town on the compulsory land recovery of Dong Hieu Farm, the household of Mr. Vo Van Hung, Ms. Nguyen Thi Binh is the household using the land assigned to plot 39 (area 1,333.3m²) of Dong Hieu Farm. The above plots of land are managed by Dong Hieu Farm, assigned to households to grow perennial crops. Therefore, according to the provisions of the law, the two households mentioned above will only be compensated for crops and relocation support, but not compensated for land when the State reclaims the land.

Previously, the People's Committee of Nghe An province approved in Decision No. 276/QD-UBND dated June 22, 2021 on land recovery in Dong Hieu commune, Thai Hoa town; Decision No. 277/QD-UBND dated June 22, 2021; Decision No. 2821/QD-UBND dated August 6, 2021 on approving the plan to support the project of connecting the branch road from Dong Hieu rest stop to Ho Chi Minh road in the direction of sharing the existing connection point of the residential road on Ho Chi Minh road at Km 650+120(P) in Dong Hieu commune, Thai Hoa town, Nghe An province in accordance with the provisions of law.

Accordingly, the total support amount for Mr. Vo Van Dieu and Ms. Nguyen Thi Tan's households who are using land to grow perennial crops in plots 29, 30, 37, 38 and 40 of Dong Hieu Farm (total area 5,436.5m²), received according to the Decision is: 1,262,665,900 VND(In words: One billion, two hundred sixty-two million six hundred sixty-five thousand nine hundred dong).

As for Mr. Vo Van Hung's household, Ms. Nguyen Thi Binh is using land to grow perennial crops at plot 39 of Dong Hieu Farm (area 1,333.3m²), received total support according to the Decision is: 615,637,400 VND(In words: Six hundred fifteen million six hundred thirty seven thousand four hundred dong).

Regarding land recovery, Thai Hoa Town People's Committee has taken steps in accordance with the law, organized many propaganda campaigns for households to comply with legal regulations. On December 31, 2019, Thai Hoa Town People's Committee issued Notice No. 217/TB-UBND to recover 6 plots of land under the management of Dong Hieu Farm, and contracted them to households to grow perennial trees with an area of ​​6,769.8 m²(including plots 29, 30, 37, 38, 39 and 40) in Dong My hamlet, Dong Hieu commune.

Thai Hoa Town People's Committee also directed the Construction Investment Project Management Board, the Compensation Council for Resettlement Support and Site Clearance (BTHTTDC and GPMB) to coordinate with the Party Committee, authorities and mass organizations of Dong Hieu commune to organize propaganda and dissemination of the Party's guidelines and policies, the State's policies on compensation, resettlement support and site clearance to affected households and individuals. At the same time, develop a detailed plan, conduct publicity, and post it publicly in hamlets, Dong Hieu Commune People's Committee...

The BHHTTD and GPMB Council coordinated with the People's Committee of Dong Hieu commune to organize the payment of compensation and support to the above 2 households; specifically in the Notices: Notice No. 36/TB-GPMB dated July 2, 2021; Notice No. 37/TB-GPMB dated July 7, 2021; Notice No. 50/TB-GPMB dated September 6, 2021; Notice No. 51/TB-GPMB dated September 8, 2021. However, up to now, the 2 households have not agreed to receive compensation and hand over the site to the project.

To ensure project progress as well as proper implementation of procedures according to legal regulations, the People's Committee of Thai Hoa town decided to enforce land recovery, establish a Board to enforce the implementation of the Decision on land recovery for Dong Hieu Farm, and 2 households using land that received land allocation from Dong Hieu Farm.

After issuing the Enforcement Decision, on September 15, 2021, the functional departments of Thai Hoa town continued to organize dialogues with the households of Mr. Vo Van Dieu and Ms. Nguyen Thi Tan; the households of Mr. Vo Van Hung and Ms. Nguyen Thi Binh affected by the project. However, representatives of the two above-mentioned households still did not accept the previous legal regulations on land recovery, did not agree to receive money and hand over the site to the project. The representative of Thai Hoa town People's Committee said that, thus, the enforcement of land recovery will be carried out in accordance with the law.
