Deputy Minister of Public Security urges progress of Project 06 implementation in Nghe An

MANY PROBLEMS AND DIFFICULTIES

As the standing agency of the Project "Developing the application of population data, identification and electronic authentication to serve national digital transformation, period 2022 - 2025, vision to 2030" (referred to as Project 06) of Nghe An province, in recent times, the Provincial Police have actively and proactively advised on the issuance of directive documents, seriously and drastically implementing the tasks of the Project. The work of cleaning population data, ensuring accurate information sources, seriously implementing, ensuring that the data is always "correct, sufficient, clean, alive".

Nghe An Provincial Police has deployed 11/11 essential public services in the field of the Public Security sector in accordance with the direction of the Ministry of Public Security. As a result, 147,831 records have been received on the public service portal, of which 100% of the records for permanent, temporary, temporary absence and residence registration have been received on the public service portal.

To serve socio-economic development, the Provincial Police have coordinated with the Department of Health and the Provincial Social Insurance to deploy health insurance examination and treatment using chip-embedded Citizen Identification Cards; coordinated with the Department of Labor, War Invalids and Social Affairs to supplement missing personal information for poor households, near-poor households and people with revolutionary contributions.

To serve the development of digital citizens, the Provincial Police coordinated with the Provincial Social Insurance to register accounts to use citizen information authentication services in the National Population Database to serve the settlement of public administrative services; Coordinated with the Provincial People's Committee Office to review and register 9,318 personal accounts to directly handle administrative procedures; organized the implementation of granting 312,919 electronic identification accounts for citizens in the area.

At the meeting, delegates frankly discussed the difficulties and obstacles in the implementation of Project 06 in the province in the past time. Accordingly, there are 8 main obstacles that have caused the implementation of Project 06 in the province to not achieve high results. Representatives of the Ministry of Public Security analyzed and proposed solutions to help Nghe An province improve the effectiveness of the implementation of Project 06 in the coming time.

MORE DECIDED AND SPECIFIC DIRECTIONS

Speaking at the meeting, Comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee respectfully thanked the Deputy Minister of Public Security and the working delegation for pointing out the problems that Nghe An is facing and existing. Although Nghe An has seriously implemented the direction of the Prime Minister, the implementation of the contents of Project 06 has not achieved the set goals.

The Chairman of the Provincial People's Committee also said that Nghe An recognized 8 obstacles and difficulties in the implementation of Project 06. The province has recognized and assessed the objective and subjective causes of the above obstacles. However, a comprehensive assessment shows that Nghe An has specific difficulties due to its large area and the mountainous area occupies a large area.

Based on the shortcomings and limitations in the past, Chairman of the Provincial People's Committee Nguyen Duc Trung affirmed that the province will seriously learn from experience. In the coming time, the provincial leaders will focus on leading and directing more drastically and specifically; change propaganda and mobilization work. At the same time, he hopes that the Ministry of Public Security will continue to direct and guide Nghe An province in general and the Provincial Police in particular to effectively implement Project 06 in the coming time.

Concluding the meeting, Lieutenant General Nguyen Duy Ngoc - Deputy Minister of Public Security emphasized that the Government attaches special importance to digital transformation, which is one of the three goals of this term of the country, namely transport infrastructure, digital transformation and climate change. Nghe An is an important province, which needs determination to effectively implement.

The Deputy Minister of Public Security acknowledged the results that Nghe An province has achieved in the process of implementing the Project. In the coming time, he suggested that Nghe An province in general and Nghe An Police in particular need to continue to check the roadmap, assign forces, and review the assigned contents and tasks.

Relevant departments, agencies and sectors must clearly understand their tasks, work and responsibilities, and at the same time, find ways to improve infrastructure, equipment, software, data, online public service portals, ensuring "correct, sufficient, clean, and live" data, associated with improving the effectiveness of residence management, area management, and subject management, serving crime prevention and control in the province, striving for 100% of cadres, civil servants, public employees and students to have electronic identification numbers as soon as possible.
