(Baonghean.vn) - On the morning of May 19, Senior Lieutenant General Nguyen Van Thanh - Member of the Party Central Committee, Deputy Minister of Public Security had a working session with Vinh City Police.

The working session focused on surveying the implementation of the Project on organizing activities of political and social organizations in the People's Public Security.
Also attending the meeting were comrades: Tran Van Thuat - Vice President of the Vietnam General Confederation of Labor; Tran Trong Dai - Deputy Head of the Central Youth Union's Organizing Committee; Major General Nguyen Duc Minh - Deputy Director of the Department of Party and Political Affairs of the Ministry of Public Security, Deputy Head of the Standing Committee of the Project Steering Committee.
Also attending were Colonel Ho Van Tu - Deputy Secretary of the Party Committee, Deputy Director of Nghe An Police; representatives of Vinh city's socio-political organizations, and leaders of Vinh city Police.
Maintaining the activities of mass organizations in the grassroots police
Currently, Vinh City Police has 3 socio-political organizations, including: Youth Union, Women's Union and Trade Union. The socio-political organizations operate under the direct and comprehensive leadership and direction of the Party Committee and unit leaders.

During the operation process, mass organizations always closely coordinate with agencies, units, departments, branches, and organizations inside and outside the force to well implement the set goals and tasks, contributing significantly to the work of ensuring security and order, socio-economic development in the city. The political position of mass organizations in the City Police is constantly consolidated and enhanced.

Clarifying the roles and tasks of political and social organizations in Vinh City Police, the delegates had objective assessments of the activities of mass organizations in Vinh City Police. These are effective activities, closely following the political tasks of the unit, each union member in each field of work is always determined to strive to fulfill the assigned duties and tasks.
Cultural, artistic, sports and physical training activities, volunteer movements, joining hands for the community, the movement to fight against crime, and build a strong force have achieved many outstanding achievements in work, effectively contributing to the work of ensuring security and order as well as the social movement in Vinh City.

In addition, the limitations and difficulties in maintaining the activities of mass organizations, political and social organizations in the People's Public Security force in general and the City Public Security in particular were also mentioned by delegates at the survey. That is, mass organization activities are concurrently with professional work; the annual classification of examinations for concurrently-employed cadres is still heavily focused on professional assessment, so it has not stimulated mass organization activities; the implementation of the policy of mobilizing and assigning regular police officers to take on the positions of Commune Police (9/9 communes) affects the activities of mass organization work...

Building a suitable political and social organization model
To overcome this reality, some delegates raised the question of whether it is necessary to arrange specialized cadres for mass organization work in the grassroots police force? If this arrangement is implemented, how will it affect other policies? How should we build a model of political and social mass organization to suit the characteristics of grassroots police units?

Speaking at the meeting, Colonel Ho Van Tu - Deputy Director of Nghe An Police said that maintaining political and social organizations in the grassroots police is necessary. According to Colonel Ho Van Tu, it is not advisable to arrange specialized officers in these fields in the grassroots police but continue to assign officers to hold concurrent positions. However, grassroots units must evaluate the ratio of performing professional work compared to mass work. In terms of regimes and policies, the heads of mass organizations should be ranked equivalent to the position of deputy team leader at the grassroots level.

Speaking at the meeting, Senior Lieutenant General Nguyen Van Thanh emphasized that the activities of the People's Public Security force are very special, especially in the current context. Therefore, the political and social organizations in the force also have similar characteristics. Recognizing this will help build a model of political and social organizations in the People's Public Security force that is more suitable and effective.
According to the Deputy Minister of Public Security, the activities of political and social organizations need to be demonstrated through three measures: following the right policies, following the law, and ensuring legitimate interests for organizations and individuals participating in the apparatus.
Affirming that the model of holding concurrent political-social union positions in the grassroots police force is correct and necessary, Senior Lieutenant General Nguyen Van Thanh especially emphasized the implementation of mechanisms and policies for concurrently holding cadres, while also requiring strengthening the training and planning of cadres to ensure harmony between professional work and union activities.
In addition, the grassroots police force needs to identify some key contents in implementing the Project on organizing the activities of socio-political organizations: clear functions and tasks, clear operating regulations and clear policy mechanisms. Based on each department and each professional task of the force, a socio-political organization model should be built in accordance with the requirements.
