On the morning of February 24, the Ministry of Health held an online conference to deploy health work in 2023. Prime Minister Pham Minh Chinh attended and gave a speech.

Developing a fair, quality, effective and sustainable health system
According to the report of the Ministry of Health: In 2022, the world situation has many fluctuations, is unpredictable, and difficult to forecast; affecting the domestic socio-economy and the direction, management, and organization of the implementation of tasks of sectors and fields, including the health sector. In that context, with the attention, leadership, and direction of the Party and State, the coordination of ministries, sectors, and localities, the support of the people, along with the efforts of the medical staff of the whole sector, many key and important tasks continue to be effectively implemented, contributing positively to the overall success of the country in 2022.
Entering 2023, the industryMedicalVietnam is facing many difficulties and challenges, namely: The Covid-19 epidemic situation is still unpredictable and difficult to predict. Challenges due to the double burden of disease with the increasing proportion of non-communicable diseases. Population aging, climate change, urbanization, industrialization, globalization, unhealthy lifestyles, etc.

People's health care needs are increasingly high and diverse. Meanwhile, the health system's ability to respond is limited; investment in health care has not yet met practical needs.
In 2023, the Vietnamese health sector sets the following goals: Developing a fair, high-quality, efficient and sustainable health system; focusing on effectively controlling the Covid-19 epidemic and newly emerging diseases; strengthening grassroots health care and preventive medicine; improving treatment capacity at all levels; continuing to improve institutions and policies; and completely resolving the shortage of human resources, drugs, equipment, supplies and medical biological products.
Some targets to strive for are: The rate of population participating in health insurance reaches 93.2%; the number of doctors per 10,000 people reaches 12 doctors; the number of hospital beds per 10,000 people reaches 32 beds; the average life expectancy from birth reaches 73.8 years; the sex ratio at birth reaches 111.2 boys/100 girls; the rate of children under 5 years old with stunting malnutrition is below 18.6%; 80% of the population is managed for health; the rate of people's satisfaction with health services reaches over 80%...
Focus on perfecting institutions and building staff
Speaking at the conference, Prime Minister Pham Minh Chinh sent his warm regards and deep gratitude to leaders, civil servants and public employees of the health sector nationwide.congratulationsbest. At the same time, the Prime Minister also commended and acknowledged the efforts of the health sector in performing its tasks in the year.2022.
The Prime Minister stated: “The entire health sector has shown solidarity, unity, and efforts to complete assigned tasks, contributing to the whole country's efforts to repel the Covid-19 pandemic; creating conditions for the country to focus on rapid and sustainable socio-economic development; national defense work has been ensured, social order and safety have been maintained; the process of international integration has been rapid, extensive, and effective.”
Prime Minister Pham Minh Chinh also pointed out: In addition to the achievements, the health sector still has many limitations and weaknesses that need to be overcome: Many staff members still have shortcomings and violate the law. The work of building health institutions has not received due attention. The system of documents is not complete, such as on procurement and public investment. The capacity of grassroots health care and prevention is still limited, and there is a large gap between health care in regions. The overload situation at end-line hospitals has not been overcome.

The medical industry is underdeveloped. The shortage of drugs, biological products, chemicals, and medical supplies has not been completely resolved. The attraction of social resources for investment in health care is still limited and problematic. The implementation of financial autonomy in health care tends to stagnate and regress. The calculation of the correct and adequate prices of medical services has not been improved.
The health care system and policies are slow to adjust. The training of health care workers has not met requirements. The situation of doctors quitting or leaving public facilities is common. People are still not satisfied with health care services. The situation of false advertising about medical examination and treatment is still lacking effective control. The communication of health care policies is not timely and effective...
The Prime Minister requested: With the goal of improving the health, physical strength, spirit, and longevity of Vietnamese people in the coming time, the health sector needs to promote its traditions; effectively implement the policies and requirements of the Party, State, and People for health care protection. The health sector needs to put people's health and lives above all; love and care for patients like siblings, and doctors like kind mothers.
It is necessary to build and develop the health sector comprehensively, including both public and non-public health; modern and traditional medicine; both human resources and facilities; the health sector needs to strengthen solidarity; promote public-private health cooperation, mobilize all resources to build an advanced, modern, and integrated health sector.

In the process of implementing tasks, it is necessary to carry out them in a comprehensive, methodical, focused and key manner; each task must be completed thoroughly, practically and effectively; urgent and long-term tasks must be clearly identified to have a reasonable allocation of resources, time and people.
Prime Minister Pham Minh Chinh also pointed out 11 key tasks that the health sector needs to carry out in the coming time. These are: Focusing on building a team of officials who are both red and professional, equal to the task; building a streamlined and effective apparatus; strengthening the work of building and perfecting the legal and institutional corridors, promptly and fully implementing the Party's viewpoints and policies on health work; continuing to remove difficulties and obstacles in institutions in procurement, bidding, socialization, autonomy mechanisms, and management of public service units in the health sector.
Effectively implement the Covid-19 prevention and control program and medical contents in the socio-economic recovery and development program, the National Target Programs for the period 2021-2025; focus on implementing the Project on building and developing the grassroots health network in the new situation; complete basic health service packages at grassroots health facilities paid for by the State budget and Health Insurance; continue to synchronously implement solutions to improve the quality of medical examination and treatment services...
