The Prime Minister approved the overall adjustment of the Master Plan for the construction of the Southeast Nghe An Economic Zone.

KEY ECONOMIC ZONE, MULTI-INDUSTRY, MULTI-FIELD

On the morning of February 16, speaking with reporters of Nghe An Newspaper, the leader of the Southeast Economic Zone Management Board said that on behalf of the Prime Minister, Deputy Prime Minister Tran Hong Ha signed Decision No. 93/QD-TTg dated February 15, 2023 approving the overall adjustment of the Master Plan for the construction of the Southeast Nghe An Economic Zone, Nghe An province until 2040.

The approval decision clearly stated the scope and scale of planning; nature; forecast of population and land size; spatial development orientation (development zoning, spatial development orientation of areas); orientation of economic and social infrastructure development; land use planning; technical infrastructure orientation (traffic planning; land leveling and drainage planning; water supply orientation; power supply orientation; communication orientation; wastewater drainage orientation, solid waste management and cemetery); strategic environmental assessment; priority investment and construction projects in the first phase...

Accordingly, in terms of nature, the Southeast Nghe An Economic Zone is identified as a key, multi-sector, multi-field economic zone, with a focus on basic industry associated with the construction and effective exploitation of Cua Lo Seaport; the Hoang Mai - Dong Hoi area develops dynamic industries associated with Dong Hoi Seaport; the VSIP area develops industry combined with support services, focusing on the development of light industries and other supporting industries.

This is the international economic and trade center of the North Central region, an important gateway from the Central region, Upper Laos, Northeastern Thailand to the Central region and Vietnam. At the same time, it is a counterweight growth pole, closely and comprehensively linked to the general development of Vinh city, Hoang Mai town, Cua Lo town and the surrounding areas; it is an area of ​​harmonious development of economic, cultural, environmental, security and defense goals.

PLANNING BY 3 AREAS

Regarding the scope and scale of planning, the Southeast Nghe An Economic Zone has a total area of ​​20,776.47 hectares, including 3 areas.

Area 1:The planning area is 18,826.47 hectares, including the natural area of ​​10 communes of Nghi Loc district, including the communes: Nghi Hop (now Khanh Hop commune), Nghi Xa, Nghi Long, Nghi Dong, Nghi Thuan, Nghi Hung, Nghi Quang, Nghi Thiet, Nghi Tien, Nghi Yen and 6 communes of Dien Chau district, including: Dien Trung, Dien Thinh, Dien An, Dien Tho, Dien Loc, Dien Phu and 2 wards of Cua Lo town: Nghi Thuy, Nghi Tan.

This area is developed with 4 main centers, including: Cua Lo Seaport Area, including the communes: Nghi Thiet, Nghi Quang (Nghi Loc) and the wards: Nghi Tan, Nghi Thuy (Cua Lo Town) is the focal area for goods and products of the economic zone and the provinces of Northern Laos, Northeastern Thailand. Strengthening logistics services, port logistics, strengthening infrastructure connecting many types of transportation, arranging IDC dry ports and fishing ports, fishing logistics areas, storm shelters...;

The Southern industrial, urban, service and commercial area, including the communes of Nghi Hung, Nghi Dong, Nghi Thuan, Nghi Long, Nghi Xa, Nghi Hop (now Khanh Hop commune), Nghi Yen, Nghi Quang, Nghi Loc district is an urban area intersecting with Vinh city and Cua Lo town, is the center of Nam Cam industry, commercial, service, administrative - political, cultural - social activities;

The Northern industrial, urban, service and commercial area, including the communes of Dien Thinh, Dien An, Dien Trung, Dien Phu, Dien Tho and Dien Loc, is an urban area intersecting with Phu Dien urban area, Dien Chau district in the future, is the Tho Loc industrial center, commercial, service and high-tech agricultural activities on both sides of Nha Le canal, Dien Chau marine eco-tourism, Xuan Duong lake and cultural relics such as Cuong temple;

Urban area, marine ecotourism, including communes: Dien Thinh, Dien Trung (Dien Chau), Nghi Yen, Nghi Tien and Nghi Thiet commune (Nghi Loc) is an urban development area associated with marine ecotourism: Cua Hien, Bai Lu, Tien Phong,... Exploiting the forest and mountain landscape along the beaches, organizing tourist areas, entertainment areas, golf courses of international stature. Attached to the vocational training area located in Nghi Yen commune to train human resources for the Southeast Nghe An Economic Zone.

Area 2:The planned area is 1,200 hectares, focusing on industrial development, including the entire area of ​​Hoang Mai Industrial Park and Dong Hoi Industrial Park in Quynh Loc, Quynh Lap, Quynh Vinh communes and Quynh Thien ward (Hoang Mai town). Of which, Hoang Mai I Industrial Park has an area of ​​264.77 hectares, Hoang Mai II Industrial Park has an area of ​​335.23 hectares, Dong Hoi Industrial Park has an area of ​​600 hectares.

This area is divided into 3 centers, including: Hoang Mai I Industrial Park, located in Quynh Thien ward and Quynh Loc commune (Hoang Mai town). This is an area developing a multi-industry industrial center along National Highway 1A, associated with the development of the Nam Thanh - Bac Nghe region.

Hoang Mai II Industrial Park, located in Quynh Vinh commune (Hoang Mai town), is a multi-industry industrial center development area along National Highway 48D, associated with the development of the Nam Thanh - Bac Nghe region;

Dong Hoi Industrial Park is located in Quynh Lap and Quynh Loc communes (Hoang Mai town). It is an area developing a multi-industry industrial center, electrical industry, mechanical industry, cement industry, shipbuilding industry, aquatic and seafood processing industry, forestry products, etc. associated with Dong Hoi general seaport.

Area 3:The planning area is 750 hectares, including the entire area of ​​VSIP Nghe An Industrial, Urban and Service Park in Hung Dao commune, Hung Tay commune and Hung Nguyen town (Hung Nguyen); Hung Chinh commune (Vinh city).

Of which, the industrial park land area is about 367 hectares, the urban and service land area is about 383 hectares.
