The Prime Minister requested to review and propose plans to arrange and improve the organizational structure of ministries, branches, and government agencies, especially general departments, and reduce intermediary organizations.
Prime Ministerhas just sent an official dispatch to ministries, ministerial-level agencies, and government agencies regarding the drafting of a Decree regulating the functions, tasks, powers, and organizational structure of ministries, ministerial-level agencies, and government agencies.
A field is assigned to a ministry to preside over and take responsibility.
Accordingly, the Prime Minister requested ministries, ministerial-level agencies, and government agencies to urgently review and evaluate the draft Decree regulating the functions, tasks, powers, and organizational structure of their agencies.
In particular, the Prime Minister requested ministries and branches to review, carefully evaluate and clearly identify sectors and fields under the state management of the ministry according to the assignment of the Government and specialized legal regulations, ensuring that one sector or field is assigned to one ministry to preside over and be responsible for helping the Government unify state management nationwide.

For Government agencies, the Prime Minister directed to review, carefully evaluate and fully determine their functions according to Government regulations, meeting development requirements according to the Party's policies and the law.
Regarding the common tasks and powers of ministries and branches, the Prime Minister proposed restructuring the provisions to ensure full implementation of common tasks and powers according to regulations.
Regarding the tasks and powers of ministries and sectors, the Prime Minister requested to review and complete them according to the provisions of specialized laws and the assignment of the Government, ensuring consistent implementation of the principle that only one agency is assigned to preside over and take primary responsibility for a task. Tasks that overlap between ministries, sectors and between organizations and units under ministries and sectors must clearly define the coordination content, authority and responsibility of each agency, organization and unit in organizing and implementing; there must be no overlap or division or vacancy of tasks.
In the process of perfecting functions, tasks and powers, it is necessary to clearly demonstrate the content of state management decentralization between the Government and ministries and branches and between ministries and branches and provincial-level local authorities, ensuring to promote the role and responsibility of the heads of ministries and branches in state management.
Regarding the general tasks and powers of Government agencies, the Prime Minister proposed restructuring the provisions to ensure full implementation of the general tasks and powers as prescribed.
Regarding the specific tasks and powers of Government agencies, the Prime Minister requested to review and complete them according to the provisions of specialized laws and the Government's assignment, including restructuring the provisions to clearly demonstrate the decentralization in the provision of public services within the scope and tasks of Government agencies.
Dissolve or reorganize overlapping and duplicate agencies
Regarding the organizational structure of administrative organizations, the Prime Minister requested to review, carefully evaluate and propose plans for arrangement and consolidation, ensuring full compliance with the criteria for establishment and organization prescribed by the Government in Decree No. 101/2000 (especially general departments and organizations equivalent to general departments), Decree No. 47/2019.
In which, the Prime Minister noted, reducing intermediary organizations; arranging and reorganizing specialized advisory and management organizations without clearly defining the scope and subjects of the sectors and fields assigned to state management according to the Government's assignment; dissolving or reorganizing agencies and organizations with overlapping functions, tasks and ineffective operations, eliminating departments within departments; minimizing the organization of departments and equivalent units under departments, inspectorates, and offices.
In addition, the Prime Minister also requested to review, carefully evaluate and propose plans to arrange and consolidate public service units performing state management functions and tasks under ministries, general departments and departments under ministries to ensure maximum streamlining of focal points, in accordance with the planning of the network of public service units by sector and field and fully meet the criteria and conditions for establishment according to the provisions of specialized laws and Decree 120/2020 of the Government regulating the establishment, reorganization and dissolution of public service units.
At the same time, review, carefully evaluate and propose plans to arrange and consolidate public service units providing public services under ministries, departments and general departments in the direction of only retaining units under ministries serving political tasks and leading units associated with the functions and tasks of the ministry, fully meeting the criteria and conditions for establishment prescribed by the Government in Decree 120/2020.
Transfer the remaining public service providers to local management and arrange and restructure units by sector, ensuring maximum reduction of focal points and fully meeting the criteria and conditions for establishment according to the provisions of specialized laws and Decree No. 120/2020. At the same time, promote the implementation of the autonomous mechanism as required in Resolution 19 of the Central Committee and related Government decrees.
Regarding the implementation progress, the Prime Minister requested ministries and branches to promptly complete the draft Decree and send it to the Ministry of Home Affairs for appraisal before September 20, and receive explanations and complete the dossier to submit to the Government according to regulations.
