Prime Minister decides to increase basic salary, adjust pension
From July 1, 2017, the basic salary will be adjusted from VND 1.21 million/month to VND 1.3 million/month, and pensions, social insurance benefits and preferential allowances for meritorious people will be adjusted to increase by the same amount as the basic salary.
Salary increase from 1/7/2017
The Prime Minister has just issued Decision 2309/QD-TTg on the allocation of the 2017 state budget estimate, which includes specific regulations on salary adjustment.
Specifically, Article 4 on salary adjustment in 2017 clearly states: From July 1, 2017, the basic salary will be adjusted from 1.21 million VND/month to 1.3 million VND/month. At the same time, pensions, social insurance benefits and preferential allowances for meritorious people will be adjusted to increase by the same amount as the basic salary.
The Prime Minister assigned: Ministries, ministerial-level agencies, government agencies, and other central agencies, based on the assigned state budget estimates, to arrange spending tasks and strive to increase career revenue to balance and adjust the basic salary level in 2017.

Provinces and centrally-run cities continue to implement the mechanism of creating sources for salary reform in 2017 from a portion of the revenue retained according to the regime of agencies and units; save 10% of regular expenditure (excluding salaries, salary allowances, salary-related items and human expenses according to the regime); 50% of the source of increased local budget revenue (excluding land use fees and lottery revenue) and the remaining source of salary reform in 2016 transferred (if any).
Assign the Minister of Finance to determine and assign the target of saving 10% of regular expenditure in 2017 to create a source for salary reform for each province and centrally-run city according to regulations.
The central budget ensures funding for pension adjustments, social insurance benefits (for subjects guaranteed by the state budget) and preferential benefits for people with meritorious services; partially supports the increased salary for some localities with difficult budgets that cannot be balanced according to regulations.
Implement thorough savings
In addition, the decision clearly states that regular expenditures must be arranged to ensure policies for people and funds to carry out important assigned tasks.
Thoroughly implement savings, minimize expenses for organizing conferences, seminars, and celebrations; limit budget allocation for overseas research and surveys, limit purchasing cars and expensive equipment; encourage the expansion of public vehicle allocation for some positions.
Promote administrative reform in state budget expenditure management. Only issue policies that increase state budget expenditure when really necessary and when resources are balanced and guaranteed.
Accelerate the implementation of the autonomy mechanism of public service units in conjunction with the roadmap for correctly and fully calculating the price of public service units, on that basis, reduce the level of direct support for public service units, allocate resources to increase support spending for the poor and policy beneficiaries, create sources for salary reform and support for purchasing and repairing public service units to improve service quality.
