RESPONSES TO VOTERS' PROPOSALS SHOULD BE CONCISE AND TO THE FOCUS

At the 7th Session, the 18th Provincial People's Council will listen to the Provincial People's Committee leaders summarize the results of handling voters' opinions and recommendations at the 2nd and 4th Sessions of the 17th Provincial People's Council, term 2016 - 2021.

Accordingly, since the 4th Session of the 18th Provincial People's Council, the Provincial People's Committee, provincial departments, branches and sectors have studied, received and responded to 61/61 opinions and recommendations of voters, reaching 100%; of which 56 opinions and recommendations have been studied, received and resolved by the Provincial People's Committee, provincial departments, branches and sectors.

After the examination, the Committees of the Provincial People's Council basically agreed with the report on the results of handling voters' opinions and recommendations of the Provincial People's Committee. However, there were still 5 opinions and recommendations, of which 3 were in the economic - budget field, 2 were in the ethnic field; at the same time, at the meeting, there was 1 more opinion in the legal field, traffic safety, 1 opinion in the cultural - social field that the Committees of the Provincial People's Council proposed that the Provincial People's Committee, departments, branches and sectors at the provincial level continue to study, absorb and resolve.

Concluding this content, to continue to improve the effectiveness of resolving and responding to voters' recommendations, the Standing Vice Chairman of the Provincial People's Council Nguyen Nam Dinh suggested that elected agencies coordinate with the Fatherland Front at all levels to collect detailed information from voters who have opinions at the voter contact conference, so that when there are results of resolving opinions and recommendations, they will respond directly to voters.

The Standing Vice Chairman of the Provincial People's Council also said that one of the contents to improve the quality of the activities of the 18th Provincial People's Council is to improve the quality of contact with voters. Accordingly, the software to synthesize, screen and classify voters' opinions is in the process of being built.

When put into operation, it will improve the synthesis and response to voters' petitions; as well as avoid having resolved petitions still being forwarded to competent authorities for response when voters have comments; instead, delegates will respond right at the voter contact conference so that voters know.

The Standing Vice Chairman of the Provincial People's Council suggested that in written reports responding to voters' opinions and recommendations, the Provincial People's Committee should provide concise and to-the-point information. At the meeting, Comrade Nguyen Nam Dinh also gave specific opinions on a number of other issues related to resolving voters' recommendations.

169 VOTERS' COMMENTS AND PROPOSALS SENT TO THE 7TH SESSION OF THE PROVINCIAL PEOPLE'S COUNCIL

Also at the working session, the Standing Committee of the Provincial People's Council and the People's Council Committees, as well as the Provincial People's Committee Office and departments and branches gave their opinions on the draft report synthesizing voters' opinions and recommendations before the 7th Session of the 18th Provincial People's Council.

Accordingly, before the 7th Session of the 18th Provincial People's Council, from June 9 to 21, the Provincial People's Council delegates met with voters at 56 locations in 21 districts, cities and towns. The summary showed that there were 169 opinions and recommendations from voters, of which 21 opinions were under the jurisdiction of central agencies; 39 opinions were under the responsibility of the district-level People's Committee; 109 opinions and recommendations from voters were under the jurisdiction of the provincial level.

Among the opinions and recommendations for the provincial authority to resolve, there are 7 opinions in the field of construction investment; 8 opinions in the field of industry and trade; 12 in the field of natural resources and environment; 27 opinions in the field of agriculture and rural development; 9 opinions in the field of transportation and traffic safety; 6 opinions in the field of finance; 2 opinions in the field of culture and sports; 11 opinions in the field of education and training; 3 opinions in the field of health and social insurance; 5 opinions in the field of labor, war invalids and social affairs; 12 opinions in the field of internal affairs; 2 opinions in the field of information and communication; 5 opinions in the field of justice, national defense and security.

As for opinions under the jurisdiction of the provincial level, the Office of the National Assembly Delegation - Provincial People's Council has coordinated with the Office of the Provincial People's Committee and relevant departments, branches and sectors to review to avoid duplication or overlap with recommendations that have been answered and resolved by the Provincial People's Committee, as well as have a roadmap for implementation, but have not been completed.

At the meeting, the Office of the Provincial People's Committee, departments and branches of the Provincial People's Committee continued to review and agree on the synthesis and classification of opinions by field in the draft report summarizing voters' opinions and recommendations before the 7th Session of the 18th Provincial People's Council, compiled by the Office of the National Assembly Delegation - Provincial People's Council before reporting to the upcoming session./.
