Actively implementing solutions to build the 'Northwest regional center' of Nghe An
(Baonghean.vn) - After 2 years of implementing Resolution No. 02-NQ/TU (dated July 2, 2021) of the Provincial Party Standing Committee, Thai Hoa town has made strong changes. The town is promoting solidarity and mobilizing resources to build the town towards a type III urban area before 2025.
POSITIVE RESULTS
With the promotion of urban residential areas associated with commercial services, Long Son ward is increasingly present as the focal point of Thai Hoa town. Currently, in the ward there are new urban areas such as Long Son 1, 2, 3 along with a system of companies and enterprises investing in developing commercial services, creating a vibrant land. Long Son ward also has a part of residents along Hieu river andVac Village Archaeological Site, representing Dong Son culture, attracting tourists from all over.
All of the above factors, together with the consensus of cadres, party members and people, are creating a vibrant attraction for the socio-economic development of Long Son ward in particular and Thai Hoa town in general.

To have a new look like today, according to comrade Ha Van Nghi - Secretary of Long Son Ward Party Committee, it is a journey of persistent efforts from development orientation, close direction of the Town Party Committee, People's Council, and People's Committee in attracting investment with appropriate promotion policies for each stage.
In particular, since implementing Resolution No. 02-NQ/TU (dated July 2, 2021) of the Provincial Party Standing Committee "on building and developing Thai Hoa town into a central urban area of the Northwest region of Nghe An" (Resolution 02-NQ/TU), Party committees, authorities, and organizations at all levels have taken drastic action with the high solidarity of cadres, party members, people and businesses in the ward in implementing development goals. Up to now, the growth targets have been achieved and exceeded the set requirements; site clearance work to serve theprojectcarried out well with the consent of the people in the affected area.

Through the review and assessment of the Standing Committee of Thai Hoa Town Party Committee, after 2 years of implementing the goals of Resolution No. 02-NQ/TU, the economic growth rate in 2021 reached 7.55%; in 2022 reached 9.35%; in the first 6 months of 2023 reached 6.4%, the economic structure shifted in the right direction, gradually increasing the proportion of service, industry - construction, gradually reducing the proportion of agriculture - forestry - fishery. Total social development investment capital increased quite well, in 2022 increased by 16% compared to 2021, estimated at 3,380 billion VND, in the first 6 months of 2023 reached 1,770 billion VND. Total budget revenue in 2021 reached 188.11 billion VND, in 2022 reached 255,406 billion VND, equal to 218.2% of the estimate assigned by the province. National defense, security and social order and safety are guaranteed.
The cultural and social fields have been constantly improving; 100% of schools and health stations have met national standards, of which 62.1% have met level 2 standards; people's lives have been constantly improving, the poverty rate according to the new standards is 1.17%. Attention has been paid to the work of building the Party and the political system; the leadership capacity of the Party, the operational efficiency of the government, the Fatherland Front and socio-political organizations have been constantly improved.

GOOD RESOURCE MOBILITY
The initial results of implementing Resolution 02-NQ/TU with specific policies and mechanisms approved by the Provincial People's Council are creating great momentum for Thai Hoa town to have rapid and sustainable development steps. According to comrade Tran Khanh Son - Standing Deputy Secretary of Thai Hoa Town Party Committee, Party committees, authorities and organizations at all levels have specified solutions and plans to implement the goals of Resolution 02-NQ/TU.
During that process, the town promoted administrative reform, built e-government and improved the investment environment, effectively provided information and data on geographical location, socio-economic infrastructure, and planning for domestic and foreign investors; proactively accompanied and created favorable conditions for businesses to invest and develop; innovated working methods, provided investment opinions to ensure quickness, strictness, and compliance with the law.

After 2 years of implementing Resolution 02-NQ/TU, the town has attracted 8 projects with a total investment of 1,845 billion VND; in addition, it is actively attracting 5 projects with a total investment of more than 2,000 billion VND, expected to complete investment procedures in 2023. At the same time, investing in upgrading works to serve the cultural and spiritual needs of the people such as Bau Sen Forest Park project, Uncle Ho's Memorial Area visiting Dong Hieu.
During the development process, Thai Hoa town focuses on planning, planning management and infrastructure construction. Accordingly, it continues to plan and invest in infrastructure construction of Nghia My Industrial Cluster, especially focusing on completing wastewater drainage infrastructure. Among the 8 projects attracted, there are a number of large projects such as: Factory producing and processing high-end footwear products from Taiwan with a total investment of 230 billion VND; Factory producing plastic additives and plastic films with a total investment of 200 billion VND; Thai Hoa Garment Factory with a total investment of 149 billion VND; Viet A Steel Structure and Electric Cable Factory Complex with a total investment of 1,128 billion VND,... In addition, the town continues to pay attention to supporting the development of traditional industries with local strengths such as mechanical manufacturing, forestry processing,...

In the field of agriculture and rural areas, despite the narrowing of area, the town has focused on shifting towards increasing productivity and quality, actively applying high technology, improving product quality, developing specialty plants and animals with high commercial value. Integrating many resources to promote the construction of advanced new rural areas and civilized urban areas; building and developing economic models associated with OCOP product brands.
During the implementation process, the Standing Committee of Thai Hoa Town Party Committee has always closely followed the situation and current situation to have appropriate solutions in each stage. Up to now, the implementation of Project No. 07-DA/Thu, dated July 5, 2021 of the Standing Committee of the Town Party Committee on building the town into a type III urban area by 2025, has achieved many criteria on structure, level of socio-economic development, infrastructure development, architecture, urban landscape, etc. According to the results of self-assessment and scoring according to the type III urban criteria (applying the mountainous urban standards), Thai Hoa town has achieved 80.02 points/75.0 minimum points, corresponding to 54 standards/63 standards, expected to reach 88.79 points/75 minimum points by the end of 2024.

Comrade Tran Khanh Son - Standing Deputy Secretary of Thai Hoa Town Party Committee added: In the development process, Thai Hoa town focuses on sustainable steps, on the basis of promoting the cultural identity of the Northwest region of the province. Currently, along with implementing Resolution 02-NQ/TU, Thai Hoa town is supplementing solutions to link with the implementation of Resolution No. 39-NQ/TW dated July 18, 2023 of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045.
On that basis, the town closely coordinates with departments, branches and units to remove difficulties, effectively implement specific policies to support the construction and development of Thai Hoa town into a central urban area of the Northwest region of Nghe An, period 2022 - 2025. At the same time, coordinate with provincial departments and branches to advise on plans to expand the town's administrative boundaries in accordance with the goal of building and developing Thai Hoa town into a city before 2030 and as one of the 6 urban centers of the province.
