Crimes using high technology to defraud and appropriate property are still complicated.
On October 16, the Standing Committee of the Provincial People's Council conducted a thematic supervision on "Prevention and control of crimes related to "black credit" activities and crimes using high technology to defraud and appropriate property" in Do Luong district.
Comrade Nguyen Nhu Khoi - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council chaired the meeting. Also attending the meeting were Comrade Thai Thi An Chung - Member of the Provincial Party Committee, Deputy Head of the Provincial National Assembly Delegation, leaders of the Provincial People's Council Committees and the Office of the National Assembly Delegation and Provincial People's Council, and leaders of Do Luong district.

Handling 10 subjects related to "black credit" activities
Before working with Do Luong district, the Provincial People's Council's monitoring delegation directly surveyed the TYM Charitable Microfinance Organization - Do Luong branch and Hien Son Commune Police.
According to the report of the People's Committee of Do Luong district, crimes related to illegal credit activities and crimes using high technology to defraud and appropriate property still have many potential complications. Especially the development of information technology has led to an increase in crimes using high technology to defraud and appropriate property, causing resentment among the people and society.

Regarding crimes related to "black credit" activities, criminals mainly arise in business establishments with conditions on security and order (financial services, pawnshops) and criminal subjects in the area.
Criminals operate in many different forms and often hide under the guise of financial services, pawnshops, and loan sharks, but in reality, they lend at high interest rates to operate “black credit”, making it difficult to inspect, detect, and handle. In particular, new methods and tricks of criminals related to “black credit” have recently appeared, such as online lending via electronic apps with high interest rates.

Victims of crimes related to "black credit" activities are mainly small traders, workers, students, people with financial difficulties... "Black credit" activities have negative impacts on social order and security, affecting the operations of credit institutions, and national financial security. "Black credit" is also the cause and condition that promotes other types of crimes, especially criminal offenses.

For crimes using high technology to defraud and appropriate property, the subjects often use many forms such as impersonating State officials, posting advertisements on social networking sites, impersonating telecommunications network employees or hacking other people's social networking accounts to defraud and appropriate property...

Victims of this crime are often the elderly, women, children, people with little knowledge, little understanding, people without stable jobs, "gullible, trusting", wanting to find job opportunities in cyberspace; people without experience or understanding of using social networks and telecommunications networks.
The subjects were defrauded and lost a large amount of money, affecting the lives and activities of the victims and negatively impacting society.

From January 1, 2022 to June 30, 2024, through the fight, the Investigation Police Agency of Do Luong District Police discovered and arrested 10 cases and 10 subjects for lending at high interest rates in civil transactions. At the same time, Do Luong District Police filed a case to administratively sanction 1 case and 1 subject. In addition, the police force also arrested 1 case and 1 subject, transferred them to the People's Procuracy and People's Court for prosecution and trial related to the use of high technology to defraud and appropriate property.
Strengthening personal information security management
At the meeting, members of the Provincial People's Council's supervisory delegation, together with leaders and officials of Do Luong district, discussed and exchanged a number of issues of concern that needed clarification.

Speaking at the meeting, comrade Thai Thi An Chung raised the issue of where criminals get people's information to commit fraud, while there are regulations on information security of service users. The Deputy Head of the Provincial National Assembly Delegation suggested that Do Luong district should strengthen inspection of information security of people at State management agencies, public service units, public service providers...
Concluding the meeting, comrade Nguyen Nhu Khoi acknowledged and assessed that Do Luong district has done a good job in limiting crimes occurring in the area.

Comrade Nguyen Nhu Khoi suggested that Do Luong district continue to direct the functional branches to strengthen the propaganda, dissemination and legal education for officials and people in the area to raise awareness and understanding of the people. In particular, focus on groups of subjects at high risk of being lured into participating in criminal activities and subjects who are likely to be victims in cases of property fraud.
At the same time, relevant sectors need to focus on directing the improvement of the effectiveness of prevention and effective combat against these types of crimes. Increase investment in facilities and technical equipment to effectively combat crimes using high technology to defraud and appropriate property through social networks.
The Vice Chairman of the Provincial People's Council also requested that functional agencies strengthen coordination, especially the regular police force in communes, to ensure good security and order in the area, contributing to creating motivation for Do Luong district to complete socio-economic development tasks and improve people's lives.
