Vinh City strives to remove infrastructure bottlenecks and reduce traffic congestion
(Baonghean.vn) - Vinh is a young city, but with the rapid development of means of transport, especially private cars, the urban infrastructure has revealed limitations and shortcomings. It is extremely necessary to concentrate efforts and prioritize the expansion of key transport projects to remove bottlenecks and reduce congestion.
Efforts to reduce traffic congestion
In recent years, to beautify the city and reduce traffic congestion,Vinh cityThere have been many solutions to upgrade traffic infrastructure and renovate key intersections. Specifically, along with the continuous campaign to deal with the encroachment of sidewalks, roadsides, and curbs for business purposes, the city has implemented sidewalk trimming on some streets with wide sidewalks to make parking lots; opening dozens of right turns at major intersections running along and across the city.

Next, the city proposed that the Road Administration Department II adjust and expand Tran Phu and Phan Dinh Phung streets, making this route more open, thereby serving the travel needs of people on these two main streets. In addition, in order to overcome the limitations of provincial traffic planning, the City People's Committee has developed a parking lot network plan for each ward, commune and hamlet, accordingly, orienting each area to have a parking lot and gradually encouraging the development of this type of service.

However, with the rapid development of personal vehicles, the city is currently facing many difficulties and confusion and has no real solution to handle the increasingly serious traffic congestion during rush hour as it is today.

Nghe An currently has about 160,000 registered and circulating cars, with an average of 1,200 to 1,500 newly registered cars per month and about 15,000 to 16,000 cars per year. Vinh City has a relatively small area, with a population of about 50,000 people, but has about 60,000 cars. In the inner city, the density of traffic is even greater, making it impossible for the infrastructure to keep up despite upgrades.

The first is the Tran Hung Dao extended road project, connecting from the starting point of Cua Nam Fish Lake to Vinh bypass about 5km. According to the representative of Cua Nam Ward People's Committee, phase 1 will be constructed in 2023 and 2024 from the starting point of Cua Nam Fish Lake across Vinh River to Ho Huu Nhan road. Currently, the ground has been basically completed and construction can begin in 2023.
If this route is completed early, it will be quite convenient for vehicles from National Highway 46 and Vinh station to enter the communal house area west of Vinh market and Pham Hong Thai street to go to the southern bus station and Vinh bypass. At the same time, to the north, the city will clear the bottleneck at the end of Truong Chinh street through Le Ninh street to the 72m Vinh - Hung Dong street. If completed, large vehicles entering Vinh station, Vinh market or going to Hung Nguyen will go through Le Ninh street, reducing the load on the Mai Hac De - Le Loi - Quang Trung route.

The second key traffic project is the extended Le Mao road, the section from the former 6-way gas station leading straight to Vinh bypass road, in which the section from the 6-way gas station to the gate of Vinh Tan New Urban Area project was constructed under the BT form and has been completed. However, the remaining section from the gate of Vinh Tan New Urban Area to Vinh bypass road has been blocked for the past five years due to the lack of land clearance and capital allocation for construction.

According to Vinh City Land Fund Development Center, Le Mao Street is extended to about 3 km, including 2 packages, of which 1 package of 384m is public investment, so the project documents must be adjusted, and 1 package will be constructed together withVinh River upgrading and improvement projectfunded by the World Bank. Currently, the project has been allocated medium-term capital for the period 2023 - 2024, but the biggest problem is resettlement arrangements for over 20 affected households in this area.

Finally, the main traffic route, contributing to reducing congestion on Le Loi, Le Hong Phong and Nguyen Van Cu streets, is the extended Ly Thuong Kiet street. This project starts from the current Ly Thuong Kiet street, passing through Hung Binh to connect with Nguyen Van Cu street. Mr. Cao Quang Trung - Director of the Provincial Land Fund Development Center - the unit hired to consult on site clearance for this project said: This is a new route, site clearance involves many affected organizations and individuals, so implementation is very difficult. Currently, the unit is preparing resettlement, compensation and support documents for 71 households and organizations.
Although it is determined that there will be many difficulties, the city is focusing resources and is determined to speed up the project's progress. Currently, the Center has submitted compensation, support and resettlement plans for 8/29 households subject to resettlement according to regulations; publicly announced the draft compensation and resettlement plan for the remaining 21/29 households; specialized departments have advised the City People's Committee to approve compensation and support plans for 15/42 households not subject to relocation...
