Vinh City deploys Project 06 on developing population data applications
(Baonghean.vn) - Implementing Project No. 06/CP of the Government on developing applications of population data, identification and electronic authentication to serve national digital transformation in the period of 2022-2025, with a vision to 2030, on the afternoon of September 21, in Vinh City, Nghe An Provincial Police coordinated with Vinh City People's Committee to organize an assessment and guide the implementation of the Project.
Comrade Tran Ngoc Tu - Deputy Secretary of the City Party Committee, Chairman of Vinh City People's Committee; Colonel Cao Minh Huyen - Deputy Director of the Provincial Police Department chaired the conference. Also attending were representatives of provincial departments and agencies, Vinh City departments; telecommunications network service providers; representatives of Dien Chau District People's Committee and People's Committees of wards and communes in Vinh City.

Opening the conference, Colonel Cao Minh Huyen -The Deputy Director of the Provincial Police, on behalf of the Provincial Project 06 Working Group, thoroughly explained and clarified the key contents and requirements of the Project, in which he requested the members of the Provincial Police Working Group and the People's Committee of Vinh City and Dien Chau District and the wards and communes assigned as pilot units to work seriously, provide specific and thoughtful guidance; report on pilot guidance results, clearly state the problems, difficulties and make recommendations.

Project to develop population data applications, electronic identification and authentication for national digital transformation was approved on January 6, 2022 under Decision No. 06 of the Prime Minister (referred to as Project 06). Based on Project 06, the Provincial People's Committee issued Plan No. 78 for implementation. Accordingly, the purpose is to focus on cleaning population data, developing digital citizens at the commune level, ensuring integration, connection, and information sharing betweenNational population databasewith the National Public Service Portal, the Administrative Procedure Information System; reviewing the provision of public services deployed at the commune level; focusing on propaganda and dissemination to each citizen. Along with investment in infrastructure and equipment and human resource training, the Plan also requires the mobilization of the entire political system from the provincial to grassroots levels, especially the heads of departments and branches and People's Committees at all levels.

Before deploying on a large scale in 460/460 communes, wards and towns, the People's Committee of Nghe An province selected Vinh city and Dien Chau as 2 pilot localities, in which Vinh city selected 1 ward, Hung Phuc, and 2 communes, Hung Chinh and Nghi Kim; Dien Chau district selected Dien Chau town and 2 communes, Dien Thanh and Dien Thinh; pilot direction time is from July 20 to September 20, 2022.

At the conference, the representative of Vinh City People's Committee presented the preliminary results after 2 months of pilot implementation in Hung Phuc and 2 communes of Nghi Phu and Hung Chinh. In addition to the preliminary results, the representative of Vinh City People's Committee pointed out a number of shortcomings and difficulties in the process of implementing new administrative procedures on electronic and digital data such as civil servants and people using and updating the public service system are still confused, the access infrastructure is still inadequate; the phenomenon of each person using multiple sim cards or citizen identification cards still exists, the updating of birth and death registration information at the grassroots level with social insurance records is still inadequate; the funding for equipment at the commune level is still lacking...

Next, the representative of the Provincial Police Department guided the implementation of Project 06 on a large scale, which stated the content and specific tasks for each department under the Vinh City People's Committee, wards and communes, network service providers and Vinh City Police; in which, striving for 3 communes and wards, directing Vinh City to complete cleaning of "correct, sufficient, clean, and live" population data, the remaining localities to complete issuing citizen identification cards before September 30, 2022; striving for the end of 2022, 80% of people in the area to use their own phone SIM cards; completing the review and cleaning of data of 100% of households without owners...

InAt the conference, representatives of the People's Committees of communes and wards assigned as pilot units reported on the implementation situation, the results of reviewing databases and some problems arising after 2 months of implementation in the area. Based on the dialogue, representatives of the Vinh City Police and the Provincial Police provided guidance and answered questions surrounding the implementation of Project 06 at the grassroots level; some new problems will continue to be proposed to competent authorities for handling.
Concluding the conference, comrade Tran Ngoc Tu - Chairman of Vinh City People's Committee shared the difficulties of the grassroots level in implementing Project 06 through proposals of localities and units, but at the same time emphasized and assigned tasks. Based on the results of pilot instructions in 3 wards and communes, the remaining localities must be more serious and drastic in implementing the project to complete the set targets.

According to Project 06/CP, along with propaganda and support for people to register accounts on the Provincial Administrative Procedure Information System, Project 06's main content is to implement the cleaning of population data, meeting the 4 criteria of "correct, sufficient, clean, alive"; update 100% of 9-digit ID cards issued by the Provincial Police into the National Database; review and clean data of 100% of households with more than 1 household head; coordinate with the District Police to issue Citizen Identification Cards to 100% of citizens aged 14 and over; review and clean cases where 1 citizen has 2 citizen identification numbers; 2 citizens have the same biometric profile; 2 citizens have the same citizen identification number; invest in infrastructure, equipment and deploy training of human resources to serve the implementation of Project 06; promote the issuance of citizen identification cards and electronic identification; Focus on implementing solutions to improve efficiency and results in handling administrative procedures and providing online public services at the commune level.
