Responding to Quynh Luu voters' petition on deregistration of fishing vessels

(Baonghean.vn) - Voters in Son Hai commune, Quynh Luu district reported that the deletion of names of transferred fishing vessels has not been done regularly, causing difficulties in fishing vessel management, registration and inspection. Request to check and find solutions.

Reply:

Regarding the procedure for deregistration of fishing vessels: According to the provisions of Clause 1, Article 72 of the Fisheries Law dated November 21, 2017, fishing vessels are deregistered in one of the following cases:

a) Fishing vessels are destroyed, dismantled or sunk and cannot be salvaged.;b) Fishing vessels are missing after 01 year from the date of official announcement in the mass media; c) Fishing vessels are exported, sold, donated, or donated;d) At the request of the ship owner cah”.

Therefore, the deregistration of fishing vessels must be carried out according to a certain procedure or at the request of the fishing vessel owner (with the dossier components as prescribed in Clause 1, Article 24, Circular No. 23/2018/TT-BNNPTNT dated November 15, 2018 of the Ministry of Agriculture and Rural Development regulating fishing vessel inspectors; ensuring technical safety of fishing vessels and fisheries control vessels; registration of fishing vessels and fisheries service vessels; deregistration of fishing vessels and marking of fishing vessels).

In the recent past, the Department of Fisheries has strictly and timely implemented the procedures for deregistration of fishing vessels of fishermen due to transfer. The Department has also advised the Department of Agriculture and Rural Development to submit to the Provincial People's Committee to issue many directive documents such as: Directive No. 16/CT-UBND dated August 23, 2022 on strengthening the management of fishing vessels in Nghe An province; Official Dispatch No. 3406/UBND-NN dated May 16, 2022 on strengthening measures to ensure safety for people and fishing vessels.

In addition, the Department of Fisheries has issued many documents to propagate and guide regulations related to fishing vessel management.

In 2022, the Department of Fisheries will coordinate with agencies and units to organize 13 propaganda and training courses on the 2017 Fisheries Law and documents guiding its implementation; recommendations of the European Commission EC on combating illegal, unreported and unregulated fishing (IUU); laws on fire prevention, fighting, rescue, etc. in coastal communes/wards with about 2,330 participants.
