Responding to the petition of Cua Lo town voters about traffic safety on the coastal road
Voters in Nghi Hoa ward (Cua Lo town) reported that many unfortunate traffic accidents frequently occur on the coastal road. Voters requested to check and resolve the situation of overloaded container trucks passing by at a speed exceeding the prescribed speed.
Reply:
On September 15, 2023, the People's Committee of Nghe An province issued Decision No. 2917/QD-UBND on converting the coastal route from Nghi Son (Thanh Hoa) to Cua Lo (Nghe An) into provincial road DT.537C with a total route length of 65.75km.
In which, provincial road DT.537C passes through Nghi Tan, Nghi Thu, Nghi Huong, Nghi Hoa and Nghi Hai wards (Cua Lo town) with a length of 7.88km; the route ends at Km72+00, intersecting with provincial road 535 at Km8+800 in Nghi Hai ward, Cua Lo town.

After receiving feedback from voters, Nghe An Provincial Police directed the Police of relevant units and localities to inspect, verify, and resolve the matter, with the following results:
- Regarding the current status of traffic organizations on route DT.537C:
+ The road is designed at level II of the plain, with a road surface width of 11 m. The sections passing through the sea have been built with additional breakwaters. The section passing through Cua Lo town has been completed and put into use.
This route on the right side of the road in the North-South direction is equipped with high-pressure bulbs, and on both sides are markers. At points passing through coastal urban areas or densely populated areas, speed limit signs are installed to ensure safety.
+ When put into operation, DT.537C route has a large traffic volume of people and many types of vehicles participating in the operation, especially tractors and large-tonnage container trucks running North - South in the morning and afternoon.

In order to promptly strengthen the work of ensuring traffic order and safety on this route, the Provincial Police have directed the Cua Lo Town Police to coordinate with the Traffic Police Department (Provincial Police), the Department of Transport, the Provincial Traffic Safety Committee, and the Road Management Area II to conduct surveys, inspections, and unanimously propose the Provincial People's Committee to place a sign "Limit the total load of vehicles over 15 tons" from Km70+360 to Km72, not allowing vehicles with a load of over 15 tons to enter the above route, to ensure traffic order and safety, prevent and stop traffic accidents from occurring on the route.

Every year, the period from May to September is the peak of the Summer Tourist Season in Cua Lo town; at the same time, on June 1, 2024, VinWonders Cua Hoi project officially opened.
This is a project that attracts much attention from tourists and local people; this has caused the number of tourists and local people coming to visit and have fun to increase rapidly; the density of vehicles and traffic participants has increased dramatically, causing a significant impact on the traffic safety and order situation in the area.
Currently, Provincial Road DT.537C is still in the process of completing construction items to serve the exploitation and use of the entire route and to organize the reception, management, maintenance and exploitation of the route converted into a provincial road according to regulations. For the section passing through Nghi Hai and Nghi Hoa wards, there is no sidewalk, the edge of the road is close to the fence of residential houses and there are many small residential roads running across the route.

In addition, the intersection between Provincial Road DT.537C and Route 535B (Vinh Boulevard - Cua Lo) - is a road under construction, so the traffic signs and accompanying facilities are not complete, such as: Traffic lights sometimes operate unstably, sometimes completely off; there are no lane markings... causing traffic safety problems and potential traffic accidents.
TFrom September 15, 2023 to August 7, 2024, on provincial road DT.537C, there were 09 traffic accidents, killing 6 people, injuring 4 people, damaging 5 cars, 6 motorbikes and 01 other vehicle (of which 08 accidents occurred on the section passing through Cua Lo town, killing 5 people, injuring 4 people).
- Results of work to ensure traffic safety and order on route DT.537C:
+ In order to promptly deploy solutions to contribute to ensuring traffic safety and order, with the goal of containing and reducing traffic accidents on provincial road DT.537C, Nghe An Provincial Police have directed the Police of relevant units and localities to advise People's Committees at all levels to direct relevant units to strengthen propaganda and dissemination of knowledge about traffic safety and order, the Road Traffic Law to the people and coordinate with the Provincial Police Traffic Police force to inspect and handle vehicles traveling on the route.
Focus on behaviors that are the main causes of traffic accidents such as: Violating regulations on alcohol concentration, driving at excessive speed...

At the same time, focus on forces and means to strengthen the handling of violations that are the main causes of traffic accidents; continue to strengthen drastic control, resolutely handle violations of alcohol concentration, violations of speed regulations; oversized, overloaded vehicles, vehicles with extended walls and containers according to the principle of "no forbidden zones, no exceptions".”.
From September 15, 2023 to August 7, 2024, Nghe An Provincial Police directed the Traffic Police of Cua Lo Town Police to coordinate with the working groups of the Provincial Police to organize 1,499 patrols with 6,324 officers participating. Thereby, administrative violation records were drawn up for 1,232 cases, transferring more than 2.6 billion VND to the State Budget (including: Violations of alcohol concentration: 404 cases, drugs: 03 cases; Transporting oversized and overloaded goods: 68 cases; Speeding: 282 cases; Violations of lanes, traffic signals, and prohibited roads: 63 cases).
+ The police of units and localities coordinate with functional units of the Department of Transport of Nghe An province, the Traffic Safety Committee at all levels; the Road Project Management Board... to regularly conduct field surveys, compile statistics on the current status of traffic organizations on the route; identify unreasonable points in traffic organization; risk of traffic insecurity; potential risk of traffic accidents to recommend construction units and functional agencies to focus on timely remedy and repair.
+ The Traffic Police force of the whole province regularly and proactively grasps the situation, closely follows the direction of the Ministry of Public Security, Department C08, and the Provincial Police to effectively develop and implement plans and solutions, "stretches" to regulate traffic, conduct closed patrols 24/24 "throughout the holidays" to ensure traffic safety and order in the area, smooth traffic, and no congestion.
