At the same time, deploy plans to ensure the safety of the dam and downstream areas in case the dam has to discharge flood water or has an incident; Organize a 24/7 on-duty team, regularly report to the Standing Office of the Provincial Steering Committee for Natural Disaster Prevention and Control.

According to the National Center for Hydro-Meteorological Forecasting, at 7:00 a.m. on July 15, the center of the low pressure area was located at about 18.5-19.5 degrees North latitude; 107.0-108.0 degrees East longitude, right above the southern area of ​​Bac Bo Gulf; due to the influence of the low pressure area, on Co To island there were strong gusts of wind level 7.

It is forecasted that in the next 12 to 24 hours, the low pressure area will move slowly in the West-Southwest direction at about 5km per hour and is likely to strengthen into a tropical depression. At 7:00 a.m. on July 16, the center of the tropical depression will be at about 18.8 degrees North latitude; 106.7 degrees East longitude, right on the sea of ​​Thanh Hoa-Ha Tinh provinces. The strongest wind near the center of the tropical depression is level 6 (40-50km/hour), gusting to level 8. The range of strong winds of level 6, gusting to level 8 is about 50km from the center of the tropical depression.
