The Government Office has just issued Notice No. 48/TB-VPCP dated February 22, 2023, concluding the conclusion of Deputy Prime Minister Tran Luu Quang at the working session with the Ethnic Committee.

Deputy Prime Minister Tran Luu Quang: Innovate the method of building and implementing ethnic policies. Ethnic policies must promote the strengths of each region, in accordance with the culture and customs of ethnic minorities.

Deputy Prime Minister Tran Luu Quang acknowledged and highly appreciated the efforts of the Ethnic Committee and relevant ministries and agencies in recent years, achieving many outstanding achievements. The work of building and perfecting the legal system on ethnic affairs has been closely, consistently and conveniently directed and prioritized in terms of funding. The implementation of ethnic policies has been organized and implemented effectively and comprehensively in 13 areas, achieving some positive results such as: The economy of provinces with ethnic minority and mountainous areas has grown quite well; the poverty rate in particularly difficult communes and villages has decreased by 2-3%/year; the average income per capita in ethnic minority and mountainous areas has increased by 1.5 - 2 times.

The basic traffic system is convenient for travel and economic development; many schools and commune health stations meet standards, meeting the needs of the people; the quality of the population and the health of the people are improved; the good traditional cultural values ​​are preserved and promoted; the grassroots political system is increasingly consolidated; political security and social order and safety are maintained...

The above achievements have significantly contributed to promoting socio-economic development in ethnic minority and mountainous areas; consolidating national unity and people's trust in our Party and State.

Up to now, the Government, the Prime Minister, the Ethnic Committee and ministries and branches have basically completed the development of mechanisms and policies for management and implementation of the Ethnic Minority and Mountainous Areas Program (Ethnic Minorities and Mountainous Areas) with 32/35 documents to stipulate and guide the mechanisms and policies for management and implementation of the Ethnic Minority and Mountainous Areas Program; the work of perfecting the Steering Committees at all levels has been carried out early.

However, the disbursement rate of capital for the implementation of the Ethnic and Mountainous Areas Program is still limited compared to the other two national target programs; the issuance of documents to regulate, guide and organize the implementation of the Ethnic and Mountainous Areas Program is still slow; many localities still face difficulties and obstacles in the implementation process.

Effectively implement the Master Plan and National Target Program on socio-economic development in ethnic minority and mountainous areas.

To effectively implement ethnic work and ethnic policies in the coming time, especially the Ethnic and Mountainous Areas Program, it is recommended that the Ethnic Committee, according to its assigned functions and tasks, proactively strengthen close coordination with ministries, agencies and localities to implement the following key tasks:

Continue to thoroughly grasp and concretize Conclusion No. 65-KL/TW dated October 30, 2019 of the Politburo on continuing to implement Resolution No. 24-NQ/TW of the 9th Party Central Committee on ethnic work in the new situation through organizing the implementation of assigned tasks in Resolution No. 10/NQ-CP dated January 28, 2022 of the Government promulgating the Ethnic Work Strategy for the period 2021 - 2030, with a vision to 2045 and Decision No. 1657/QD-TTg dated December 30, 2022 of the Prime Minister promulgating the Action Program to implement the Ethnic Work Strategy for the period 2021 - 2030, with a vision to 2045.

Focus on and resolutely organize and effectively implement the Master Plan and the National Target Program on Socio-Economic Development for Ethnic Minorities and Mountainous Areas for the 2021-2030 period; promptly submit to competent authorities for promulgation of complete documents guiding the implementation of the Ethnic Minorities and Mountainous Areas Program and proactively research, review, revise and supplement documents guiding the implementation of the Ethnic Minorities and Mountainous Areas Program to ensure suitability with the practical situation, promptly remove difficulties of localities in the implementation process; complete in the first quarter of 2023.

Proactively review, monitor, supervise, and guide localities in implementing the contents of the Ethnic and Mountainous Areas Program to ensure focus and key points, and complete projects and set goals; avoid scattered, fragmented, and ineffective investment.

Regularly summarize difficulties, obstacles and recommendations of localities related to the implementation of the Ethnic and Mountainous Areas Program to promptly respond and guide localities according to assigned functions, tasks and authorities; send to the Ministry of Planning and Investment to preside over and coordinate with relevant agencies to summarize difficulties, obstacles and recommendations of localities related to the functions and tasks of other ministries and branches, in which specific proposals are made to the presiding agency, completion deadline and solutions according to regulations.

Innovate the method of building and implementing ethnic policies. Ethnic policies must promote the strengths of each region and be consistent with the culture and customs of ethnic minorities. Strengthen decentralization, empower localities and encourage and assign communities to implement plans and projects linking production development, small-scale works, uncomplicated techniques, closely related to people's daily lives.

Further improve the capacity, effectiveness and efficiency of state management of ethnic affairs. Review, research and submit to competent authorities for consideration, adjustment and supplementation of functions, tasks and organizational structure of ethnic affairs agencies from the central level to localities in ethnic minority and mountainous areas according to Conclusion No. 65-KL/TW of the Politburo and Resolution No. 88/2019/QH14 of the National Assembly, ensuring sufficient capacity to perform assigned functions and tasks, especially in the role of the agency in charge of the Ethnic and Mountainous Areas Program.
