(Baonghean.vn) - On September 8, in Hanoi, the Ministry of Industry and Trade held an online conference to deploy the National Petroleum and Gas Infrastructure Planning for the 2021-2030 period, with a vision to 2050, chaired by the Minister of Industry and Trade.

Attending at Nghe An bridge point, there were comrade Dang Thanh Tung - Member of the Provincial Party Committee, Chief of Office of the Provincial People's Committee; along with representatives of provincial-level departments and petroleum businesses.

Petroleum and gas infrastructure planning ensures energy security

At the conference, the representative of the Ministry of Industry and Trade reported:On August 17, Deputy Prime Minister Tran Hong Ha signed Decision No. 861/QD-TTg, approving the National Petroleum and Gas Reserve and Supply Infrastructure Planning for the 2021-2030 period, with a vision to 2050.

The general objective of the planning is to develop a national petroleum and gas reserve and supply infrastructure system, including strategic reserves (national reserves); production reserves, commercial reserves, transportation, circulation and distribution, meeting economic, technical and environmental criteria. Ensure adequate, safe and continuous reserves and supply for socio-economic development, security and national defense. Ensure the country's crude oil and petroleum product reserve capacity reaches 75 - 80 days of net import, striving to reach 90 days of net import; ensure gas reserve capacity meets domestic market demand and raw gas for the energy and industrial sectors.

Specifically, ensuring stable commercial reserve infrastructure to meet domestic market demand, with an additional capacity of 2,500,000-3,500,000 m3In the period 2021-2030, reaching a capacity of up to 10,500,000 m3After 2030, meet 30 - 35 days of net imports.

At the conference, delegates from provinces across the country raised difficulties and obstacles in petroleum management, especially the plan to implement the Petroleum and Gas Reserve Infrastructure Planning and Supply, and made recommendations to the Ministry of Industry and Trade to find solutions to overcome difficulties, as well as advise superiors to perfect mechanisms and policies on the petroleum and gas sector.

Speaking at the conference, Comrade Cao Minh Tu - Deputy Director of the Department of Industry and Trade reported: Nghe An currently has 660 retail gasoline stores in operation, 6 gasoline depots, with a total capacity of 175,220 m3.

Regarding the implementation of the Planning for infrastructure for storing and supplying petroleum and gas for the period 2021 - 2030, with a vision to 2050,The Provincial People's Committee assigned the Department of Industry and Trade, the Department of Natural Resources and Environment, the Department of Construction, the Southeast Economic Zone Management Board, localities and related sectors to implement planning management and land management according to current regulations on national petroleum and gas reserves and supply for the period 2021 - 2030 approved by the Prime Minister.

Localities supplement and adjust the planning and land use plans of the province in accordance with the planning of infrastructure for reserve and supply of national petroleum and gas for the period 2021 - 2030. Prioritize land and water surface funds to build strategic reserve infrastructure, specifically, planning investment, expansion, and capacity increase for 3 petroleum depots with a capacity of 5,000m3or more under the authority of the Ministry of Industry and Trade for approval.

Develop a plan to develop infrastructure for storing and supplying petroleum for storage depots with a capacity of less than 5,000m3.3integrated into the Nghe An Provincial Planning for the period 2021 - 2030, with a vision to 2050, which is being submitted to the Government for approval to ensure the suitability, consistency and effectiveness of the planning.

Comrade Cao Minh Tu - Deputy Director of the Department of Industry and Trade proposed and requested the Ministry of Industry and Trade and relevant sectors to advise the Government to issue preferential policies on capital support for enterprises to support the implementation of infrastructure investment projects for petroleum and gas reserves to meet development needs and implement planning.

Speaking at the conference, Minister of Industry and Trade Nguyen Hong Dien concluded: Immediately after the Planning was approved 20 days, the Ministry of Industry and Trade held a Conference to announce the Planning and publicly posted the entire Planning Document on the Ministry's information portal, the Government's electronic information portal, and at the same time, urgently developed a Draft Plan to implement the National Petroleum and Gas Reserve and Supply Infrastructure Planning according to regulations.

Currently, the Draft Plan for implementing the Planning is being consulted, and it is expected that by September 15, relevant agencies will send their comments to the Ministry of Industry and Trade for synthesis, development, and submission to the Government for consideration and decision.
