Implement the traffic organization plan when terminating the operation of Vinh Market Bus Station and putting the Southern Bus Station into operation.

Specifically, in Official Dispatch No. 2713/UBND-CN dated April 12, 2023, the Provincial People's Committee proposed:

- For the Department of Transport:Notify the content of traffic organization and traffic diversion plan according to Official Dispatch No. 2328/UBND-CN dated April 3, 2023 of the Provincial People's Committee to transport enterprises, relevant levels and sectors to coordinate in implementing related procedures for vehicle operations to ensure compliance with legal regulations; Direct the Department Inspectorate to coordinate with functional forces to organize passenger vehicle diversion according to regulations; Direct the units managing and operating passenger bus stations to organize propaganda and dissemination of the above-mentioned vehicle route diversion to transport enterprises, vehicle owners and drivers to know and implement.

Continue to urge Nghe An Bus Station Joint Stock Company to speed up progress and complete procedures according to regulations to put Vinh City Southern Bus Station into operation.

Preside over and coordinate with relevant units to conduct surveys, assessments and advise the Provincial People's Committee to adjust the traffic diversion plan if difficulties or problems arise during the implementation process.

- Provincial Police: Coordinate with relevant units to organize propaganda and guide transport businesses, vehicle owners, and drivers to operate according to the traffic organization plan in Official Dispatch No. 2328/UBND-CN dated April 3, 2023 of the Provincial People's Committee; Direct the Traffic Police and District Police forces to strengthen patrols, control, and strictly handle cases of passenger vehicles running on incorrect routes, schedules, and transportation itineraries.

- Vinh City People's Committee: Continue to research and propose restrictions on traffic types in Vinh city. Direct relevant units to review and supplement traffic signs indicating passenger vehicle traffic flow in the area; at the same time, implement the installation of additional traffic restriction signs, signs prohibiting stopping and parking for fixed-route passenger vehicles on routes in Vinh city according to the traffic flow plan in Official Dispatch No. 2328/UBND-CN dated April 3, 2023 of the Provincial People's Committee within the prescribed time.

- Department of Information and Communications, Provincial Radio and Television Station, Nghe An Newspaper, People's Committees of districts, cities and towns:Direct media agencies to organize propaganda and widely disseminate traffic transfer, diversion and organization plans according to Official Dispatch No. 2328/UBND-CN dated April 3, 2023 of the Provincial People's Committee on mass media so that people can know and implement.
