(Baonghean.vn) - The People's Committee of Nghe An province has just issued a Directive on strengthening the implementation of electricity saving work in the dry season and 2023.

In recent times, due to the impact of complex weather developments along with the El Nino phenomenon, heat waves, droughts, and water shortages have seriously affected hydroelectric reservoirs; the risk of water shortages leading to power shortages will occur during the drought in 2023. In fact, the demand for electricity in Nghe An province at present and in the coming period continues to increase. Therefore, using electricity economically and efficiently is an extremely important and urgent solution to continue to maintain stable energy security, ensuring a stable and reliable power supply to serve socio-economic development and people's lives.

To continue to promptly and effectively implement the use of electricity saving in the dry season and the whole year of 2023; The Chairman of the Provincial People's Committee requests Directors of departments, heads of provincial-level branches, sectors and units; Chairmen of People's Committees of districts, cities, towns and related organizations and individuals to implement the following contents:

Seriously implement Official Dispatch No. 397/CD-TTg dated May 13, 2023 of the Prime Minister on the deployment of urgent measures to respond to the risk of heat, drought, water shortage, and saltwater intrusion; at the same time, continue to effectively strengthen the implementation of Plan No. 672/KH-UBND dated November 24, 2020 of the Provincial People's Committee on the implementation of Directive No. 20/CT-TTg dated May 7, 2020 of the Prime Minister on enhancing electricity saving in the period of 2021 - 2025 in Nghe An province; direction of the Provincial People's Committee in Official Dispatch No. 3934/UBND-CN dated May 23, 2023.

Implement electricity saving at agencies and offices:

- Agencies and units proactively coordinate with Nghe An Electricity Company to develop and implement electricity saving plans for their units, ensuring a minimum saving of 5% and encouraging saving of 10% of total electricity consumption in the year in case of power shortage.

- Urge, review and regularly inspect the implementation of internal rules and current regulations on electricity saving.

Implement electricity saving in public lighting, lighting for advertising purposes, outdoor decoration:

- Organizations and individuals managing and operating public lighting systems and lighting systems for advertising and outdoor decoration purposes must proactively coordinate with electricity suppliers to develop and implement electricity saving plans, requiring them to ensure monthly electricity consumption savings of at least 20% in 2023 and encourage a 50% reduction compared to the same period in 2022 in case of power shortage.

- Apply management solutions, regulations, and technical standards for public lighting; replace decorative lights, lighting, and advertising lights with energy-saving lights; apply automatic control technology in public lighting, lighting for advertising purposes, and outdoor decoration.

- Restaurants, hotels, commercial service establishments, office complexes and apartment buildings must reduce 50% of the outdoor advertising lighting capacity during the evening peak of the power system according to the requirements of the local Electricity Authority; comply with regulations on economical and efficient lighting, and be ready to cut and reduce electricity usage upon notification from the local Electricity Authority in case of power shortage.

Implement electricity saving at commercial and service establishments:

Develop and disseminate the unit's electricity saving regulations to customers and employees; coordinate with electricity suppliers to reduce electricity demand when required.

Implementing electricity saving in manufacturing enterprises:

Develop and implement solutions for economical and efficient use of electricity; Ensure proper use of capacity and load chart; implement reasonable production plans; minimize the mobilization of equipment and machinery with high power consumption during peak hours; minimize the use of electrical equipment operating without load; proactively adjust production hours during peak hours; prioritize the use of equipment labeled with high-efficiency energy.

Key energy-using establishments must save at least 2% of electricity consumption per unit of product each year; review and rectify compliance with the Law on Economical and Efficient Use of Energy.

Implement electricity saving in householdsfamily:

Require the implementation of economical and efficient use of electricity; Turn off electrical equipment when leaving the room, cut off the power source if not using electrical equipment; only use air conditioners and high-power consuming devices when absolutely necessary; prioritize the use of high-efficiency electrical equipment and devices or electrical equipment labeled as energy-saving; minimize the use of incandescent light bulbs; encourage the installation and use of rooftop solar power systems and solar water heating systems.

The Directive also requires the People's Committees of districts, cities and towns to step up extensive propaganda work in many forms, raise awareness of the current difficult situation in electricity supply, create consensus among the people on the policy of saving electricity in production, business and daily life activities in the area, especially during the peak hot season to ensure safety and stability in electricity supply; including propaganda for restaurants, hotels, commercial service establishments, accommodation establishments and apartment buildings in the area to reduce advertising lighting capacity, outdoor decoration, electrical equipment with high electricity consumption during peak hours.

Direct local manufacturing enterprises to develop and implement solutions for energy saving such as: Ensuring proper use of capacity and load chart; implementing reasonable production plans; minimizing the mobilization of high-capacity equipment and machinery during peak hours; minimizing the use of electrical equipment without load.

Direct public lighting system management units to adjust the on/off time of the lighting system appropriately to ensure electricity saving.

Strengthen guidance, inspection and supervision of the use of energy economically and efficiently in accordance with regulations; strictly handle violations in the use of electricity in the area.

Coordinate with the Electricity industry to notify electricity customers in the area to reduce electricity demand in case of power shortage.
