Nghe An Provincial People's Committee evaluates land use efficiency
(Baonghean.vn) - Nghe An Provincial People's Committee assessed the efficiency of land use in the area. Through the review, there are 3 groups: Agricultural land, non-agricultural land and unused land that need solutions to improve the efficiency of use. That is one of the important contents in the April socio-economic assessment meeting of the Provincial People's Committee.

On April 21, comrade Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired a meeting to assess the socio-economic situation in April; listen to and give opinions on investment in the form of public-private partnership (PPP); assess the land use situation in Nghe An province and some issues of concern. Attending the meeting were comrade Hoang Viet Duong - Vice Chairman of the Provincial People's Council and Vice Chairmen of the Provincial People's Committee: Le Minh Thong - Member of the Provincial Party Committee Standing Committee; Huynh Thanh Dien, Dinh Viet Hong; Le Ngoc Hoa and leaders of Departments and branches. |
The report presented by the Department of Planning and Investment shows that all economic and social sectors in Nghe An province in April had quite good growth:
The total area of spring crops is estimated at 192,518.4 hectares, up 1.48% over the same period last year; the agricultural sector actively worked with farmers to strengthen solutions to prevent diseases and cope with drought; livestock production grew steadily, with the pig herd decreasing by nearly 1%.
Aquaculture area in April is estimated at 2,286 hectares, up 2.1% over the same period; cumulative area in 4 months is estimated at 18,369 hectares, up 0.37% over the same period last year. Focus on directing the good implementation of seed quarantine work, preventing widespread epidemics. Industrial production index increased by 7.2% over the same period in 2016.
In the first four months of 2017, the Industrial Production Development Index increased by 7.57% over the same period. Departments, branches and localities also actively implemented solutions to attract investment, consolidate land plots, build new rural areas, and ensure national defense and security in the area.

After the comments of the departments and branches, comrade Nguyen Xuan Duong assigned the Department of Agriculture to urge the work of drought prevention, ensuring stable production; land consolidation; PCCR; the Department of Industry needs to urge production sectors, increase value; departments and branches coordinate to recover slow-progressing projects; take care of food safety, security and order; localities focus on clearing traffic safety corridors; illegal sand mining on Lam River; strengthen the management of mineral exploitation and business; focus on exploiting the spearhead of tourism services; at the same time, all levels and branches actively build and apply e-government, administrative reform, and improve the quality of civil servants.
The meeting spent a lot of time evaluating land use in the province. After reviewing, there were 3 main groups: Agricultural land, non-agricultural land and unused land. Land area was allocated according to 9 users and 3 subjects assigned to management. Agricultural land group was 1,461,634 ha, accounting for 88.68% of the natural area; Product value obtained per hectare of cultivated land reached 68.99 million VND (the national average is 82.6 million/ha); Forestry production value reached 2,687,468 million VND, income value per hectare of planted forest reached 7-8 million VND/ha/year. Non-agricultural land group was 132,833 ha, accounting for 8.06% of the natural area and unused land group was 53,689 ha, accounting for 3.26% of the natural area.

At the meeting, many opinions proposed specific assessments of land use in forestry limited liability companies, youth volunteer teams, and reviewing and reclaiming land for slow-to-implement investment projects, while also checking land use in urban development and renovation associated with land fund exploitation.
Regarding this content, the Chairman of the Provincial People's Committee requested the sectors and localities to advise on restructuring and reorganizing agricultural production to ensure food security requirements, increase the quality of goods and products on the basis of applying high technology and clean technology. Focus on completing the adjustment of land use planning until 2020, thereby having appropriate solutions for each type of land, actively attracting investment, promoting socio-economic development.
The Provincial People's Committee also gave its opinion on the draft investment plan in the form of public-private partnership (PPP). According to the report, from 2007 to now, in the province, there are 29 projects that have been, are being implemented and are preparing investment policy documents, with a total cost of 10,007 billion VND; of which only 7 projects are in operation.

In order to create favorable conditions to attract capital from the form of public-private partnership to reach 5% - 10% of total mobilized social investment resources (equivalent to 20,000 - 40,000 billion VND) in the period of 2017 - 2020, the Provincial People's Committee directed all levels, sectors and localities to closely coordinate with investors to organize and implement projects to ensure quality, on schedule and promote good efficiency. The Chairman of the Provincial People's Committee assigned the Department of Planning and Investment to preside over and work with sectors and localities to have the most effective implementation solutions. It is estimated that by 2020, Nghe An will have about 98 project categories with a total investment capital of 57,523 billion VND.
On the morning of April 21, the Provincial People's Committee also approved the summary report of 10 years of implementing project No. 06-DA/TU dated December 11, 2006 of the Provincial Party Committee Standing Committee on "Work to fight and protect human rights in Nghe An".
