The National Assembly's Defense and Security Committee supervises the implementation of fire prevention and fighting policies and laws in Nghe An.

On the morning of July 10, the National Assembly's National Defense and Security Committee's monitoring delegation, led by Lieutenant General Nguyen Hai Hung, Deputy Chairman of the Committee, had a session to monitor the implementation of policies and laws on fire prevention and fighting (PCCC) in the 2020-2022 period in Nghe An.

Joining the delegation, on the side of Nghe An province were comrades: Thai Thi An Chung - Member of the Provincial Party Executive Committee, Deputy Head of the Provincial National Assembly Delegation; leaders of the Provincial Police, Department of Transport, Department of Industry and Trade, Vinh City People's Committee...

In the morning, the delegation came to supervise fire prevention work at Vinh market, located in Hong Son ward (Vinh city). Vinh market includes the main hall and 2 sub-halls in the East and West, the fresh food selling area and the market management area with a total area of ​​over 29,000m2.²There are about 3,000 households doing business in the market.

According to Nghe An Police, up to now, the head of the facility has fully performed his responsibilities within the scope of management prescribed in the 2001 Law on Fire Prevention and Fighting and other legal documents.

Vinh market has been equipped with fire prevention and rescue means and equipment including: traffic system, escape, fire prevention, fire prevention. In addition, the market has been equipped with automatic fire alarm system, water fire fighting system and on-site fire fighting equipment. Fire prevention and fighting electrical system including pumps, electrical equipment; lightning protection system, anti-static system; traffic, water source for fire fighting have been invested.

The Provincial Police have directed the Fire Prevention and Rescue Police Department to regularly coordinate well with the Vinh City People's Committee to promptly direct, rectify, and urge the Vinh Market Management Board to fully implement and ensure related conditions in fire prevention and fighting work, contributing to improving the effectiveness of state management of fire prevention and fighting at the grassroots level.

After inspecting the Vinh market, the delegation noted that the Market Management Board had invested in building a fairly complete infrastructure and equipped a technical system to ensure fire prevention and fighting. On the other hand, the command system had fully grasped fire prevention and fighting regulations, the staff had good skills in using fire prevention and fighting equipment, and goods were neatly arranged.

However, at the two communal houses in the East and West, the technical infrastructure is still poor, there is a high risk of fire and explosion; the electrical system at the kiosks must be paid more attention to avoid electrical short circuits. Businesses have been equipped with fire prevention equipment, however, training is needed to use it proficiently; propaganda is needed for businesses to proactively buy fire insurance, and additional ventilation fans are arranged in the basement.

Appreciating the work of ensuring fire prevention and fighting at Vinh market, Lieutenant General Nguyen Hai Hung - Deputy Chairman of the National Assembly's Committee for National Defense and Security, wished that the Vinh Market Management Board would review all activities and overcome the shortcomings mentioned by the monitoring delegation; not be subjective, and regularly maintain fire prevention and fighting equipment and means.

Next, the delegation went to supervise fire prevention and fighting work at Vinh International Airport. The airport is planned on an area of ​​650 hectares, with the following projects: passenger terminal, international terminal, and cargo terminal.

According to the representative of Vinh International Airport, because Nghe An has harsh climate conditions, often extremely hot; adjacent to agricultural production areas, in the dry season households often burn straw and stubble, so there is a high risk of fire spreading. Since its operation until now, there have been no fire or explosion incidents affecting people and property inside the Vinh International Airport area.

In the past time, the direction and implementation of fire prevention regulations were fully implemented by Vinh International Airport. The construction items were approved by the Fire Prevention Police for design and fire prevention inspection before being put into operation, ensuring compliance with regulations.

Fire prevention and fighting training for specialized fire prevention teams and officers and employees has been fully implemented. Rescue plans have been developed and annual drills are organized. Attention has been paid to the provision of fire prevention and fighting equipment and regularly maintained self-inspection to ensure fire prevention and fighting safety in port areas; promptly detect loopholes and shortcomings for correction.

During the monitoring session, the delegation requested Vinh International Airport to report and clarify issues related to the relationship and coordination with local authorities in fire prevention and fighting; preventing fires and explosions caused by burning straw and stubble near the airport; lightning protection system; fire prevention and fighting plan; organization of forces, means and resources in fire prevention and fighting....

Concluding the on-site supervision session, Lieutenant General Nguyen Hai Hung - Deputy Chairman of the National Assembly's Defense and Security Committee emphasized that fire prevention and fighting regulations at airports in general and at Vinh International Airport in particular are strictly implemented.

Demonstrated daily monitoring and full documentation; drills were performed in accordance with regulations; inspections and instructions from the Fire Police were fully implemented. Vinh International Airport quickly fixed the runway crack problem.

This afternoon, the monitoring delegation will work with the Provincial People's Committee on the implementation of Resolution No. 99 of the National Assembly on continuing to improve and enhance the effectiveness and efficiency of implementing policies and laws on fire prevention and fighting in the 2020-2022 period in Nghe An.
