Violating alcohol concentration, 2 men in Vinh City were fined 70 million VND
The alcohol test results exceeded 0.4 milligrams/liter of breath, 2 men in Vinh City were each fined 35 million VND.
On August 21, Standing Vice Chairman of Nghe An Provincial People's Committee Le Hong Vinh signed Decisions to sanction administrative violations in the field of road and railway traffic against Mr. VAT (born in 1977), residing in Hung Chinh commune, Vinh city; Mr. D.VQ (born in 1978), residing in Vinh Tan ward, Vinh city.

The penalty decision clearly stated that Mr. VAT drove a car with license plate 37A-862.xx on the road with a breath alcohol concentration exceeding 0.4 milligrams/liter of breath (test result 0.434 milligrams/liter of breath).
Mr. D.VQ drove a car with license plate 37K-240.xx on the road with a breath alcohol concentration exceeding 0.4 milligrams/liter of breath (test result 0.773 milligrams/liter of breath).
Accordingly, each violation is subject to a fine of VND 35 million, as stipulated in Point a, Clause 10, Article 5, Decree No. 100/2019/ND-CP dated December 30, 2019 of the Government; Clause 4, Article 23 of the Law on Handling of Administrative Violations (amended and supplemented in 2020). At the same time, Mr. VAT and Mr. D.VQ were both deprived of their driving licenses for a period of 23 months from the effective date of the Penalty Decision.
