Why is the construction progress of the main canal system of Khe Lai Lake behind schedule?
The project “Khe Lai - Vuc Mau Irrigation System” in Tan Thang commune, Quynh Luu district is currently implementing the Khe Lai main canal system to provide irrigation water for the locality. However, this project is facing difficulties due to land clearance issues.
The Khe Lai - Vuc Mau Lake project in Tan Thang commune, Quynh Luu district was approved in June 2009 and started construction in 2010, with a total investment of more than 227.8 billion VND. However, due to many reasons, especially capital issues, the project had to temporarily stop construction in 2017.
To continue building this project, on October 29, 2021, the Ministry of Agriculture and Rural Development issued Decision No. 4228/QD-BNN approving the adjustment of the Khe Lai - Vuc Mau Lake Project Phase 1, with a total investment of 627 billion VND, of which the construction cost is about 198 billion VND, and the cost of compensation and site clearance is about 373 billion VND.

Up to this point, the main items such as main dam, auxiliary dam, spillway, water intake have reached over 95% of the volume. Currently, this project is implementing the main canal system of Khe Lai lake, taking water from Khe Lai lake for the purpose of providing irrigation water for Quynh Thang and Tan Thang communes, Quynh Luu district.
The Khe Lai canal system, with a length of more than 8 km, started construction in early October 2024 and is scheduled to be put into use by December 31, 2024. However, so far, only over 25% of the progress has been achieved, some sections of the ground have been interrupted and have not been opened due to land clearance problems, and the risk of delay is quite high.

According to the report of the People's Committee of Quynh Luu district, the compensation and site clearance work for the main canal system of Khe Lai lake has been completed, the land acquisition notice has been issued, and a meeting has been held to approve the project and land acquisition policy.
The section passing through Tan Thang commune has 114 plots of land with an area of 12,141.5m2.2Land affected by the project, 29/38 plots of 27 households have been inventoried, 24/38 households have been priced. Of which, agricultural land: 76 plots of 52 individual households are affected by the project. Currently, 76/76 plots of land have been inventoried and priced.
The section through Quynh Thang commune has 159 land plots/14,608.7m2land affected by the project. To date, the draft compensation plan for 7 households/7 residential plots/1004.8m has been made public.2, amount of 303 million VND. Inventory and valuation of 151/151 agricultural land plots, reaching 100%.
However, at present, the construction site for some sections is stuck in site clearance and has been interrupted and not yet opened. The reason is due to the influence of the legal basis and many changes in regulations on site clearance compensation. The Khe Lai canal project is mainly stuck in residential land plots and agricultural land plots adjacent to residential land.
In the affected areas of Tan Thang and Quynh Thang communes, people building structures on agricultural land are not eligible for property compensation.

Not to mention, the work of determining the origin and boundary location of residential land plots adjacent to the affected agricultural land of 38 plots/38 individual households of the two communes of Quynh Thang and Tan Thang is still stuck, the residential land price has not been approved to apply the price, and the draft plan has not been drafted...
Some agricultural plots were previously illegally bought and sold; plots of land whose owners have now passed away have not completed inheritance transfer procedures for their wives and children; Some plots of land have owners who are working far away and cannot be contacted to hand over the land.
In addition, some land plots do not have land records, making it difficult to determine the subject, origin, and land use process. The District People's Committee has issued a written report and proposed support for the problems, but so far the Provincial People's Committee, departments, and branches have not commented.

To speed up the project construction progress, it is necessary to urgently approve, appraise and publicize the compensation plan for eligible agricultural land plots, and the remaining unapproved residential and agricultural land plots to soon hand over the site to the project. The Project Management Board for Investment in Construction of Agricultural and Rural Development Works needs to urge the construction units to speed up the construction progress, prepare materials, machinery and equipment, and start construction when the site is available.
Repair and upgrade main canals and works on Vuc Mau lake canal to provide irrigation water for 3,431 hectares of cultivated land, provide domestic water for nearly 40,000 people in Hoang Mai urban area and Quynh Luu district, and provide water for 6.8 million m3 of industry.3/year and create sources for 400 hectares of aquaculture.
