The Gia Lai Provincial Department of Home Affairs determined that the appointment of the daughter of the Chu Prong District Party Secretary to a management position while she was still a civil servant was wrong.

Yesterday afternoon, the Gia Lai Provincial People's Committee held a press conference to inform about the socio-economic situation in the first 6 months of the year and the orientation of activities in the coming time. In addition, the Provincial People's Committee also provided additional information on some contents that the press has reported in the past time.

Regarding the information that the two daughters of Mr. Bui Viet Hoi, Secretary of the Chu Prong District Party Committee, were promoted "at lightning speed", Mr. Tran Minh Ngoc, Head of the Department of Civil Servants and Public Employees of the Department of Home Affairs, confirmed that the appointment of Ms. Bui Thi Thu Huyen (Mr. Hoi's daughter) as Deputy Head of the Department of Infrastructure Economics (KTHT) was a violation.

Accordingly, after the press reported, the Department of Home Affairs worked directly with the People's Committee of Chu Prong district, and the district reported and explained a number of violations in the transfer of Ms. Huyen.

Specifically, Ms. Huyen, who was an official at the District Radio and Television Station, was transferred to work as an official at the Department of Planning and Investment. She was then appointed to the position of Deputy Head of the Department after only 8 months.

“We determined that the district’s mistake was appointing an official to a management position in a specialized department under the district-level People’s Committee. The district People’s Committee has reviewed the responsibilities of the individuals involved and proposed to consider transferring Ms. Huyen to another place to work. But then the Department of Home Affairs sent a document requesting the Chu Prong District People’s Committee to cancel the incorrect appointment decision,” said Mr. Ngoc.

In the near future, after Ms. Huyen takes maternity leave in November 2017, she will be assigned to work at a public service unit under the district People's Committee that is suitable for her expertise.

Regarding disciplinary action against relevant individuals and organizations, the District People's Committee held a meeting requesting the Head of the Department of Internal Affairs of Chu Prong District to organize a review and take responsibility for the Chairman of the District People's Committee and members of the District People's Committee.

Regarding the rapid promotion of Ms. Bui Thi Thu Trang (34 years old, Mr. Hoi's eldest daughter), Mr. Ngoc said that because Ms. Trang was working in the Party bloc, the Department did not know about this content.

Regarding the information that there are many people related to Mr. Hoi who are leaders of several communes and units in the district, Mr. Ngoc said that there is currently no regulation prohibiting members of the same family and relatives from working in the same locality. "Regarding Mr. Hoi's case, since it is not under the jurisdiction of the Department of Home Affairs, I would like to not answer," Mr. Ngoc said.

Previously, as some press agencies reported, the two daughters of Mr. Bui Viet Hoi, Secretary of Chu Prong District Party Committee, had rapid advancement.

Specifically, Mr. Hoi's eldest daughter, Ms. Bui Thi Thu Trang (34 years old), after graduating from the Pedagogical College in 2004, taught at Chu Prong Rubber Company Secondary School, then transferred to Ia Drang Commune Rubber Company Secondary School.

Since September 2008, at the age of 25, Ms. Trang has been the Vice Principal of Nguyen Khuyen Secondary School (Ia Kly Commune). In November 2009, Ms. Trang was the Deputy Director of the District Vocational Training and Continuing Education Center.

From July 2015 to present, Ms. Trang has been transferred to work as Deputy Head of the Organizing Committee of Chu Prong District Party Committee.

Mr. Hoi's second daughter is Mrs. Bui Thi Thu Huyen (29 years old), graduated from university with a major in Literature.

After 3 years as a reporter for Chu Prong District Radio and Television Station, from April 2014, she became a specialist at the District Office. After only 8 months, in January 2015, she was appointed as Deputy Head of the Office.
