Fighting the epidemic and restoring the economy at the same time

In the first 6 months of 2021, the complicated developments of the Covid-19 epidemic in the province have greatly affected production, business activities and people's lives. Some areas have been heavily affected, such as the service sector, especially tourism, transportation, accommodation, catering, etc.; many businesses have had to operate at a moderate level or stop operations. During this time, many important events are taking place in the province at the same time, requiring a lot of time and resources to implement; key, urgent and arising tasks require increasingly urgent progress.

With the spirit of "fighting the epidemic like fighting the enemy", the province has seriously implemented the direction of the Politburo, the Central Party Secretariat, the Government, the Prime Minister and the National Steering Committee on Covid-19 Prevention and Control. All levels and sectors have proactively and closely coordinated to synchronously, drastically and effectively implement the 5 principles of epidemic prevention "Prevention, detection, isolation, zoning, and suppression" and thoroughly grasp the motto "4 on-site". Up to this point, the Covid-19 epidemic in the province has been basically controlled and contained.

Disease prevention and control workhas received special attention and strong direction from the Provincial Party Committee; the timely and effective participation of the entire political system, the trust, solidarity and support of the people; especially the sense of responsibility and high efforts of the functional forces at the front line. The province has focused on drastically implementing a system of synchronous and appropriate solutions in the spirit of "timely, synchronous, strong, and people-based" to control the epidemic, best protect the health and lives of the people. The province has also supported and shared with people and businesses facing difficulties in the context of the complicated developments of the Covid-19 epidemic; ensuring social security and stabilizing people's lives.

In addition to the task of preventing and fighting the epidemic, all levels and sectors have focused their efforts on implementing the task of recovering and developing the socio-economy. Despite many difficulties, the GRDP growth rate in the first 6 months of the year of the province is still estimated at 7.58%/scenario 7.61%. Nghe An is the locality with the GRDP growth rate in the first 6 months of the year ranked 2nd in the North Central region, ranked 14th out of 63 provinces and centrally-run cities. State budget revenue in the first 6 months of the year reached 10,042 billion VND, equal to 71.6% of the estimate assigned by the Provincial People's Council.

As of the end of June 2021, Nghe An hasnew licenses for 51 projects, 69 projects were adjusted; the total newly granted and increased investment capital was more than 12,063 billion VND; compared to the same period in 2020, the number of projects increased by 24%, the total investment increased by 2.99 times. The cultural and social fields continued to receive attention, direction, and adjustments in accordance with the developments of the Covid-19 pandemic, promptly supporting people facing difficulties due to the pandemic. State management and administrative reform were strengthened; security and order, and social safety were maintained.

Agree not to adjust development targets

The Standing Committee of Nghe An Provincial Party Committee determined that, in the face of the complicated developments of the Covid-19 epidemic, the key goal and task, above all, at this time is to protect the health and lives of the people. Focus on and prioritize all resources for the prevention and control of the Covid-19 epidemic, ensuring social security, stability and people's lives. Continue to thoroughly implement the policy of "fighting the epidemic like fighting the enemy"; well implement the motto of "timely, synchronous, drastic, relying on the people"; act with the spirit of earlier, higher, flexible, creative in accordance with reality on the basis of ensuring the general principles. Promote the combined strength of the entire political system and the people; unite, agree, calmly respond to situations, contain and repel the epidemic.

At regular meetings, the Provincial People's Committee determined that from now until the end of 2021, the Covid-19 epidemic will continue to directly impact all aspects of life, significantly affecting the province's socio-economic development goals. However, the province's unified view is not to adjust the socio-economic development goals and targets for 2021 according to the Resolution issued by the Provincial People's Council. To do so, all levels and sectors must synchronously implement the proposed solutions to achieve the highest level of socio-economic development goals and targets in 2021.

Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Nguyen Duc Trung requested all levels and sectors to proactively review and remove obstacles for production and business in a timely and proactive manner, resolving within their authority, not avoiding or shirking responsibility. In particular, focusing on sectors and fields with growth conditions such as industry and agriculture, to compensate for sectors and fields affected by the Covid-19 epidemic. Strictly implement measures, tighten discipline and order in accordance with the direction of the Government and the Prime Minister; sign commitments and disburse funds as committed, assign responsibility to leaders to ensure 100% disbursement of public investment capital in 2021.

Continue to improve the investment and business environment; implement foreign affairs activities in accordance with the developments of the Covid-19 epidemic. The province will focus on effectively managing revenue and expenditure to ensure the implementation of the revenue plan, achieving and exceeding the assigned targets, the most important of which is having a reasonable revenue structure. Strictly control budget expenditures in the spirit of efficiency and savings, prioritizing budget allocation for epidemic prevention and control, social security and other urgent expenditures.

Timely and effectively implement Resolution 68 of the Government and Decision 23 of the Prime Minister on supporting workers and employers affected by the Covid-19 epidemic in the spirit of: correct principles, criteria, correct subjects; ensuring social security and stabilizing people's lives”.
