Nghia Hoi Commune (Nghia Dan): Striving to improve the quality of criteria

(Baonghean) - Nghia Hoi Commune is located next to the center of Nghia Dan District, with the province's industrial park, thereby attracting projects to create jobs for workers, with National Highway 48D connecting Thai Hoa Town with National Highway 1A and routes connecting Nghia Binh, Nghia Trung, Nghia Lam... Nghia Hoi has quite favorable conditions for economic exchange and development. However, Nghia Hoi is also a special commune (with ethnic minorities and Catholics living) with a large and complex area, fragmented fields; irrigation infrastructure was invested for a long time, now degraded, to develop requires quite a large investment resource.

Faced with the above reality, when implementing the construction of the new rural areas, on the one hand, the commune organized to promote the propaganda and mobilization of the people; on the other hand, the commune built thematic resolutions and implementation plans from the period 2012 - 2016; issued each specific plan, assigned to each political organization and union according to its functions and tasks to propagate and mobilize its members. Nghia Hoi chose the difficult criteria of infrastructure to do first.

After 3 years of implementation, in August 2015, based on the assessment of the results achieved (13/19 criteria), the commune continued to discuss and issue a Resolution on accelerating the implementation progress, striving to reach the target in 2016 and registering with the district. Within nearly 1 year, the commune has achieved 6/19 remaining criteria to complete the target. Comrade Dau Khac Long - Chairman of Nghia Hoi Commune People's Committee said: Although not completely satisfied, but with the conditions and circumstances of the locality, Nghia Hoi has tried its best and basically completed the set target in the most impressive way.

One of the criteria that the commune has implemented very well and made an impression is irrigation. Although people's income is not high, but because of the goal of improving production capacity, the commune focuses and allocates resources to this group of criteria. Within 5 years, the commune invested a total of over 48.3 billion VND to solidify 54.1 km of roads, of which 31.2 km were concreted and 6 km of new canals were built, bringing the total number of canals in the commune to 49 km, reaching a rate of 75%. In addition to integrating resources from programs, projects and cement support mechanisms of the province and district, Nghia Hoi people also contributed over 12.78 billion VND, including donating land and clearing over 43,153 m2 of land worth 3.4 billion VND to build roads. Thanks to the upgraded dam system, the productivity and efficiency of agricultural production in the commune have been significantly improved.

The second group of criteria that Nghia Hoi has really made great efforts and achieved success in is creating jobs, increasing income and reducing poverty for the people. Along with investing over 40 billion VND, of which 30 billion VND is credit loan capital to develop production models, the commune has mobilized over 22 billion VND to implement poverty reduction and job creation projects. Not only being trained and expanding knowledge, the commune also develops occupations for people to develop services and secondary occupations. Thanks to that, the poverty rate of the commune has decreased rapidly, from 20.9% in 2011 to 9.2%; 91.6% of workers have jobs; average income from 9.9 million VND to 23 million VND/person, no more temporary, dilapidated houses...

Along with solutions to develop production and increase people's income, Nghia Hoi commune pays attention to investing in education, healthcare, grassroots cultural institutions and environmental sanitation. Although it is a commune in a special area, Nghia Hoi was recognized as meeting national standards in education and healthcare quite early. In 2012, the commune met national standards in healthcare and currently 2/3 of primary and secondary schools have met national standards; 14/19 hamlets have met cultural village standards with full items and institutions; the rural landscape environment is always guaranteed to be green and clean...

Visiting Dong Tien hamlet - one of the typical hamlets of the commune in mobilizing people to build new rural areas, Mr. Le Van Thang - Party cell secretary and hamlet chief said: The hamlet has 148 households, of which 82 households are Catholics, but the process of building new rural areas is very consensus among the people. From 2011 - 2013, the hamlet upgraded the embankment, the embankment and converted the seed structure; from 2013 - 2016, started to build traffic and village gates. Within 2 months of 2015, the hamlet built 1.3 km of concrete road, each household contributed an average of 1.5 million VND. Currently, the hamlet has a variety of winter crops and is a point of implementing the district's safe vegetable model.

Coming to Nghia Hoi today, not only are the houses and roads of the people cleaned and more beautiful, but the lives and incomes of the people have really changed. Mr. Nguyen Cong Truc - Secretary and Head of Hoa Hoi Hamlet recalls: This is completely different from the time when the NTM program was first implemented in 2011. At that time, through review, the commune only achieved about 6-7 criteria, so when the NTM policy was brought down, the team of commune and hamlet cadres were really worried and anxious. Only when they were mobilized and had specific results, did the mentality of waiting and relying on each other gradually decrease. On the other hand, people saw that, on the basis of the general support mechanism of the province and district, any hamlet that mobilized people to do it early would benefit early, so their support became more and more active.

In total, in 5 years, Nghia Hoi mobilized 166.6 billion VND to build new rural areas, of which 60.5 billion VND came from the budget at all levels, 60.4 billion VND was contributed by the people, and the rest was from other credit sources to complete 19/19 criteria.

It is known that although Nghia Hoi has reached the NTM finish line, there are still many difficulties and challenges ahead. In fact, although it has met the standards, some commune criteria have just reached the standards, so it is necessary to actively improve them. One of the biggest difficulties is traffic, although the province supported 1,200 tons of cement (to build 6 km), and the district supported an additional 1,000 tons of cement, but because the commune is too large, the road length is too long (136.7 km), many sections of the cleared hamlet roads lack cement for construction and completion.

Comrade Dau Khac Long - Chairman of the Commune People's Committee suggested: The province should consider a mechanism to support more cement for communes with large natural areas and long roads like Nghia Hoi. In addition, to increase people's income, the State needs to increase investment resources, support production models, occupations that create jobs for workers; simplify procedures to access development support sources. Believe that, with the efforts of all classes of people and timely support from the province and district, Nghia Hoi will maintain and further improve the quality of NTM criteria in the new period.
