Quynh Thuan Commune (Quynh Luu) is proactive and creative in implementing socio-economic targets.

Quynh Thuan is a coastal commune in the coastal area, located more than 10 km southeast of the center of Quynh Luu district. As an agricultural and salt-producing commune, when implementing the Resolution of the Commune Party Congress for the 2015-2020 term, Quynh Thuan faced many difficulties and challenges. Because the main production industry mainly depends on nature, the products are low in price and difficult to sell, so it does not encourage farmers.

In addition, there are also the impacts of climate change and extreme weather, so the crops are unstable and the efficiency is low. The commune is located close to the sea and has Lach Quen port, but it is the end point of National Highway 48B and is far from the center, so the ability to mobilize resources to develop business and service types is still limited...

In the economic field, the commune has implemented three key programs, of which the main and most obvious change is the Investment Attraction Program, promoting seafood processing industries and fishing logistics services.
By doing this, Quynh Thuan has exploited the local advantages and gradually shifted the economic structure. Right from the beginning of the term, the commune has had solutions to promote the formation of seafood processing and service industrial clusters, creating conditions for the development of seafood exploitation and processing services.

Thanks to the State's support mechanisms and local encouragement, the commune has developed a fleet of 5 offshore fishing vessels with a total capacity of 2,215 CV; at the same time, it has attracted 2 fishmeal production companies and 29 fishing logistics service establishments, creating regular jobs for hundreds of workers.

Currently, Quynh Thuan produces about 0.5 million liters of fish sauce and steams and dries over 500 tons of various types of seafood each year. Most recently, the 30-hectare seafood processing planning area south of Lach Quen fishing port has been approved by the province and marked to call for investment.

Regarding the field of new rural construction (NTM), after being recognized by the province as a standard commune in 2015, in order to maintain and improve the quality of new rural criteria (NTM), the Party Committee of the commune developed a policy to implement the program and assigned the People's Committee of the commune to implement it. Along with taking advantage of integrated investment sources from higher levels, the commune also mobilized people to continue to join hands in building NTM. Thanks to that, from 2015 to now, the commune has continued to mobilize tens of billions of VND to upgrade classrooms, offices, communal stadiums and roads.

Thanks to the efforts and determination in leadership and management, Quynh Thuan commune's economy has gradually overcome difficulties and maintained an estimated growth rate of 10.38% per year, exceeding the target set by the Resolution; the economic structure has shifted in the right direction, by 2020 agriculture will only account for about 20%; industry and construction is estimated at 44.6%; trade and services are estimated at 35.4%. From 2015 to 2020, the local annual budget revenue has always met and exceeded the target assigned by the superiors by 39-139%; in 2020, the total production value is estimated at 318 billion VND, an increase of 1.7 times compared to 2015; the average income reached 44.09 million VND/person, an increase of 17.79 million VND compared to 2015; the poverty rate has decreased to 1% (the target set by the Resolution is 3%).

Along with implementing the socio-economic program, the Party Committee of the commune fully grasped the directives and resolutions of the higher levels on political and ideological education and implemented the targets set by the higher levels' resolutions; actively carried out campaigns on studying and following Uncle Ho, building and rectifying the Party, improving the leadership capacity and fighting strength of grassroots Party organizations.

On the other hand, to maintain Party discipline, the Party Committee proactively develops quarterly and annual inspection and supervision programs and plans for the Party Committee and the Inspection Committee, on that basis, promptly inspects Party members and Party organizations when there are signs of violations. In 5 years, the Party Committee and the Inspection Committee have conducted 37 inspections and 21 supervisions; thereby, during the term, 01 Party cell collective and 11 Party members were disciplined.

Entering the new term, together evaluating to find ways to overcome the above limitations and shortcomings, the requirement for Quynh Thuan is to be proactive and proactive in finding solutions to overcome limitations, unleash potential and seize opportunities to promote local economic development, create more jobs and improve people's lives.
