Quynh Vinh Commune (Hoang Mai Town) receives Certificate of recognition for meeting New Rural standards
(Baonghean.vn) - On the morning of November 17, the Party Committee, government and people of Quynh Vinh commune, Hoang Mai town (Nghe An) held a ceremony to announce and receive the New Rural Standard Certificate in 2019.
Attending the event were representatives of the Provincial New Rural Area Coordination Office and related departments and branches. Also attending were leaders of Hoang Mai town, wards, communes and a large number of people from Quynh Vinh commune.

Quynh Vinh CommuneLocated in the northwest of Hoang Mai town, next to National Highway 1A and having a railway and especially National Highway 48D passing through, Quynh Vinh has great advantages in trade and socio-economic development. However, when entering the construction of the new rural area, Quynh Vinh faced many difficulties due to its low starting point, criteria requiring large investment resources such as rural transport infrastructure, severely degraded schools; awareness of a part of cadres and people was still limited, so it was not until 2015 that the commune began to build the new rural area.
By clearly recognizing its shortcomings and limitations, right from the start of implementing the NTM, on the one hand, it focused on removing difficulties, strengthening the solidarity of the political system, and effectively integrating investment resources; on the other hand, it strengthened propaganda and mobilization to arouse the people's cooperation and contribution. Thanks to that, after only 5 years, the commune has mobilized nearly 120 billion VND to directly invest inNew Rural Development, in which, people contributed over 16 billion VND in cash and donated land, dismantled surrounding walls and architectural objects worth nearly 14 billion VND, many families contributed 5-6 million VND and dozens of working days for the new rural area.

Along with the construction of essential infrastructure, the commune also took advantage of the support and facilitation of the town to attract investment; encouraged and facilitated people to borrow capital to do business, create more jobs and develop the economy. Thanks to that, along with creating more jobs, shifting the economic structure and occupations, the average income per capita in the commune also increased 2.5 times compared to 2015, from 20 million to 48.2 million VND; the poverty rate decreased sharply to only 1.97%.
Speaking at the ceremony to announce and receive the Certificate of Achievement, along with reviewing the 5-year journey of building a new rural area, the representative of Quynh Vinh Commune People's Committee also expressed his gratitude to the leaders of the province, town and especially the people who have unanimously joined hands with the Party Committee and the government to successfully implement the new rural area goal; at the same time, calling on people to continue to maintain and improve the quality of new rural area criteria, invest in depth so that essential infrastructure and people meet the criteria of a civilized urban area.
Presenting the Certificate of recognition for meeting the new rural standards and rewards to collectives and individuals with outstanding contributions to the new rural construction movement, on behalf of the provincial leaders, comrade Nguyen Van Hang - Deputy Chief of the Provincial New Rural Coordination Office warmly congratulated and acknowledged the efforts of the Party Committee, government and people of Quynh Vinh commune in the new rural construction movement over the past 7 years.
