Speaking at the launch of the plan to implement the Pilot Project to Build Nam Dan District into a Model New Rural District and Promote Investment in Nam Dan District, Chairman of the Provincial People's Committee Thai Thanh Quy acknowledged and highly appreciated that in the past time, the Party Committee, government and people of Nam Dan District have continuously strived to achieve many achievements in socio-economic development, especially in new rural construction.

Affirming the Prime Minister's decision to approve the pilot project "Building Nam Dan district, Nghe An province to become a model new rural district in the direction of developing culture associated with tourism, period 2018-2025". This is both a great honor and a challenge, a heavy responsibility for Nam Dan district in particular and Nghe An province in general.

Because at present, besides the great results achieved, in some areas, the standard level of Nam Dan district is still not high such as: Infrastructure serving socio-economic development, connecting traffic system, investment attraction is not strong; linkage in developing high-tech agriculture is not much; the progress of implementing the renovation of power lines and telecommunication cables is still slow, affecting the landscape, not ensuring traffic safety...

According to Chairman of the Provincial People's Committee Thai Thanh Quy, to effectively implement the Prime Minister's Decision, the Nghe An Provincial People's Committee identified a number of key tasks.

The Chairman of the Provincial People's Committee requested that this locality needs to focus and urgently develop a detailed plan to implement the contents of the Project approved by the Prime Minister;

At the same time, focus on improving the quality of new rural criteria at commune and district levels: Calling on businesses to invest in developing high-tech agriculture, joint ventures and associations in production; calling for investment in some processing zones of advantageous products of the district.

Upgrading the socio-economic infrastructure system, focusing on the transport system connecting from the district to the grassroots level, grassroots cultural infrastructure, connecting historical sites to serve tourism; key projects and works.

Consolidate and develop forms of production organization in agriculture associated with the implementation of the national program of one product per commune; develop livestock farming associated with environmental protection and food hygiene and safety; develop small-scale industries and craft villages on traditional products; improve the quality of education and health care in rural areas; build and promote the good values ​​of traditional culture and history of the district; build a bright - green - clean - beautiful, friendly environmental landscape; build new rural standard gardens and model residential areas.

Develop the contents and criteria of a model new rural district in terms of cultural development associated with tourism: Preserve and restore historical, cultural and revolutionary relics in the area, prioritizing ranked relics; Build landscapes, improve the environment at relic sites combined with preserving and exploiting the value of Vi and Giam folk songs and traditional crafts to serve the development of services and tourism.

Restructuring the agricultural sector associated with developing the value chain of advantageous products such as: tapioca starch, turmeric starch, vermicelli, cakes, soy sauce, persimmons, lemons, lotus, etc. to serve tourism development, increase income for people; Building channels and information pages to promote the image of cultural and tourism development of the district; Building new rural models of culture associated with tourism in the communes of Kim Lien, Nam Anh, Nam Thanh, Nam Nghia, Nam Cat, Van Dien.

For provincial departments, branches and sectors, based on their functions and tasks, following the contents of the Project, advise the Provincial People's Committee to direct, assist and guide Nam Dan district to effectively implement related contents, especially in the fields of attracting investment to develop high-tech agricultural production, building infrastructure, connecting to form tours and tourist routes, etc.

Attention to capital arrangement

According to Chairman of the Provincial People's Committee Thai Thanh Quy, in order to help Nam Dan district successfully build a model new rural district in the direction of cultural development associated with tourism, the People's Committee of Nghe An province respectfully requests the Government, ministries, departments and branches, based on the assigned contents in Decision No. 17 dated January 4, 2019 of the Prime Minister, to support and guide Nghe An province and Nam Dan district to implement tasks to ensure progress; especially to arrange sufficient resources to implement the approved contents in the Project.

Consider and support additional capital sources beyond 10% of the medium-term reserve capital for new rural construction in the 2016-2020 period to implement 2 projects approved by the Prime Minister, namely new rural construction in 27 border communes and building Nam Dan district into a model new rural district with good results.

Propose to prioritize the allocation of capital from the National Target Program on New Rural Construction to ensure that the district implements the contents according to the decision; Prioritize projects of the Project, integrate them into the National Target Program and other targeted support programs in the period 2018 - 2020; Pay attention to allocating public investment sources in the period 2021-2025 for key projects in Nam Dan.

Prioritize capital allocation to support the implementation of projects to build and develop agricultural product brands, some Nam Dan products have strengths such as persimmon, lemon, soy sauce, turmeric starch, tapioca starch, vermicelli, etc. Prioritize support for projects in the fields of environmental protection, solid waste treatment, rural water supply and drainage, and natural disaster prevention and control, climate change, etc.

Continue to invest in upgrading and expanding National Highway 46 through Nam Dan district to ensure standards, have a synchronous corridor system, and lighting system along the route to ensure aesthetics and traffic safety; Invest in building National Highway 46 to avoid Nam Dan town.

Connecting National Highway 15 from Duc Tho - Ha Tinh to Nam Nghia, Nam Dan with provincial roads and district roads to develop tourism; serving trade and tourism connection.

Support capital for restoration and embellishment of relics, including the Hoanh Son Communal House National Special Relic; support the construction of a number of community and experiential tourism models; support the connection and development of tours and tourist routes in the district.

“In order for Nam Dan district, Nghe An province to become a model new rural district in the direction of cultural development associated with tourism, in addition to the comprehensive efforts of the local political system, it is necessary to have more attention, direction and support from the Government, ministries and central branches, especially the cooperation and contribution of enterprises and businessmen” - Chairman of the Provincial People's Committee Thai Thanh Quy said.

The Chairman of Nghe An Provincial People's Committee called on businesses and entrepreneurs to actively accompany, support, and invest in the construction and development of Nam Dan district, so that Nam Dan can develop commensurate with its stature, position, and responsibility, and that of the homeland of the great President Ho Chi Minh.
