Many ways to resist
Among the cases of resistance against the authorities in the fight against the epidemic, the clip recording the image of a man arguing with the authorities in Dien Phong commune, Dien Chau district, attracted the most attention because of the man's stubborn reasoning.
Specifically, Dien Chau district is one of 14 localities in Nghe An province implementingDirective No.16However, on the afternoon of August 24, the working group of Dien Phong Commune Police patrolled and discovered DVS (born in 1983), residing in Dong Ho hamlet, Dien Phong commune, out on the street without an essential reason.

During the inspection, DVS could not present any documents proving the necessity of going out. When the working group made a record, S. did not sign the record and claimed that Dien Phong commune did not have Directive 16. When the entire Dien Chau district implements Directive 16, people are free to travel within the district as long as they do not leave the area.
After returning to the commune People's Committee headquarters to work, DVS continued to argue, deliberately not listening to the explanation, asking the working group to show the social distancing decision of Dien Phong commune with the red seal, not accepting a copy... At the same time, he did not sign the minutes with the reason that the commune police only had the right to advise people to stay at home and not to go out.
Also in Dien Chau district, on the evening of August 23, despite having contact with a previously announced positive F0 case, Ms. HTH, residing in village 2, Dien Ky commune, still did not comply with centralized isolation measures as prescribed.
Despite the police force's persistent persuasion, persuasion and explanation for more than 2 hours, Ms. HTH not only did not comply but also locked the door and committed indecent acts such as stripping off her clothes and cursing the task force. Faced with the above reality, the Dien Ky Commune Police had to coordinate with members of the Commune Covid-19 Prevention and Control Steering Committee to forcibly take Ms. H to centralized quarantine according to regulations.

Also on August 23, a woman living in Vinh City went out without wearing a mask. When she was checked by the epidemic prevention and control force, she did not cooperate and cursed the force.
Combine propaganda and strict handling
These are just three typical cases of uncooperative behavior and deliberate opposition to the epidemic prevention and control forces in the area recently. It is known that all violations were strictly handled, and the violators finally recognized their mistakes and inappropriate behavior.
For example, Mr. DVS residing in Dong Ho hamlet, Dien Phong commune, after being explained, propagandized, and reminded, realized his inappropriate behavior. In his report, Mr. S wrote, "I hope that the authorities and public opinion will sympathize with my mistakes and consider allowing me to correct my wrongdoings."
Or, in the case of Ms. HTH, residing in village 2, Dien Ky commune, Dien Chau district, who previously refused to go into centralized quarantine and opposed the authorities, the Dien Chau district police have also issued a decision to prosecute the case.prosecute.

According to Lieutenant Colonel Nguyen Huu Thinh, Deputy Head of the Synthesis Team of Dien Chau District Police: Strictly implementing regulations on disease prevention and control to minimize the spread of the disease is not only an obligation but also a mandatory requirement for every citizen. Therefore, violations and deliberate opposition are strictly handled by the working groups of the district police, as well as the police of communes and towns. In the first week of implementing Directive 16, the functional forces in the district have fined more than 165 cases, with a total fine of 417,500,000 VND.
An officer on duty at the epidemic prevention control checkpoint in Vinh City also said that propaganda and guidance for people are always focused on, but in cases of intentional violations and intentional resistance, we will resolutely handle them seriously. Because in the current complicated epidemic situation, strict compliance with epidemic prevention regulations, staying where you are is a mandatory requirement for every citizen. It is not only a cultural behavior but also a sense of law enforcement and respect for law enforcement officers.

Regarding this issue, at the Standing Committee meeting of the Provincial Steering Committee for Covid-19 Prevention and Control on the afternoon of August 22, to listen to and give opinions on the work of Covid-19 prevention and control in the past time and deploy tasks and solutions in the coming time, especially in Vinh City. After agreeing to increase social isolation measures for Vinh City by one level compared to Directive 16, in the spirit of requiring people not to leave their homes, "stay where you are". The implementation time is calculated from 0:00 on August 23.
“The measures we take may cause difficulties for the people, but the ultimate goal is to ensure the health and lives of the people, so we believe that the people will support us. As for those who deliberately oppose, spread false information, incite, etc., we must deal with them severely.”
It can be seen that new cases in the community are still being detected continuously. Local authorities continue to strictly implement epidemic prevention measures, including tightening people's travel without a valid reason.
At the Covid-19 epidemic prevention and control checkpoints, not only in Vinh City, but also in the whole province and other localities in the country, every day, the functional forces still have to work hard to perform their duties 24/7, sacrificing personal interests, facing many difficulties and high risks of disease infection to control people and vehicles. The entire political system is involved, strongly implementing measures to prevent and control the epidemic, with the aim of bringing a safe and peaceful life to each citizen and the whole community.

More than ever, every citizen needs to be aware that the work of preventing and fighting the Covid-19 epidemic is a shared responsibility of the whole society; the effectiveness of epidemic prevention and control depends not only on the government and functional forces, but also on the awareness and responsibility of each person. Accordingly, acts of opposing the epidemic prevention and control forces not only demonstrate irresponsibility towards the community, but also are acts with signs of violating the law that need to be strictly handled to ensure deterrence and prevent similar cases.
Article 20 of Decree 167/2013/ND-CP of the Government stipulates: A fine of 2-3 million VND shall be imposed for one of the following acts: Obstructing or failing to comply with the request for inspection, examination, or control of a person performing official duties; using words or actions to threaten, insult, or offend the honor or dignity of a person performing official duties; inciting, enticing, or inciting others to not comply with the request for inspection, examination, or control of a person performing official duties.
A fine of 3-5 million VND shall be imposed for one of the following acts: Using force or threatening to use force to resist a person performing official duties; causing damage to property or means of a state agency or a person performing official duties; giving money, property or other material benefits to a person performing official duties to evade handling of an administrative violation.
In case of criminal prosecution, Article 330 of the 2015 Penal Code, amended and supplemented in 2017, stipulates that a person who commits the crime of resisting a person on official duty shall be subject to non-custodial reform for up to 03 years or imprisonment, the lowest being 06 months and the highest being 07 years.
