100% of communes in Do Luong meet criterion number 13 on production organization in new rural areas.
(Baonghean) - Recently, Do Luong district has focused on implementing the production organization criteria - criterion number 13 in the National Criteria Set on new rural construction (NTM) with many positive and effective solutions, contributing to promoting socio-economic development in localities.
Criterion 13 - production organization is considered one of the important criteria, playing a leading role in promoting socio-economic development in localities; however, in reality, implementing this criterion is difficult for most communes in Do Luong district because up to now, the form of production organization of the people has been mainly fragmented, small-scale, following the traditional form of organization.
In recent times, the district has focused on implementing this criterion with many solutions: re-planning production areas, finding new and effective crop varieties; encouraging the formation of concentrated models; encouraging land accumulation, establishing cooperatives, moving towards establishing more cooperatives for joint ventures and chain linkages; gradually building product brands.

Currently, the district is registering product trademarks (red-fleshed dragon fruit, seedless lemon). At the same time, it organizes the renovation of mixed gardens, gradually building them into model gardens and standard gardens, contributing to the construction of advanced rural areas and gradually building model rural areas; applying scientific and technological advances to production. Thereby, contributing to increasing people's income, while implementing the district's New Rural Area targets.
Typically, in Trung Son commune, from 2018 to now, the whole commune has planned 23 model gardens growing fruit trees, vegetables... bringing high economic efficiency. Like the family of Ms. Nguyen Thi Hanh in hamlet 1, thanks to renovating the garden that used to only grow corn and bananas with low income, the family now has a stable income from the model garden. Ms. Hanh happily said: "Thanks to the commune's policy of renovating mixed gardens, the family has been supported to plan a model garden with a reasonable irrigation system and trained in production knowledge. Thanks to that, up to now, my family has an income of about 2.5 - 3 million VND/month from 40 guava trees that harvest about 5 yen/month, along with 17 apple trees and vegetables (planting vegetables in each season), harvesting more than 150 - 200 thousand VND/day, helping to improve and enhance life".
In recent years, the Party Committee, the government, organizations, unions and people of Trung Son commune have organized the planning of intensive cultivation areas of high-value crops, reaching over 300 million VND/ha, along with the movement of building beautiful gardens, which has brought about a clear change in the face of the countryside. Thanks to that, the average income per capita of local people in 2018 reached 34.4 million VND; the rate of well-off and rich households increased rapidly, and the poor households decreased to 2.8% in 2019.
In addition, Trung Son commune also focuses on developing concentrated production models such as green squash growing areas, seedling production, and greenhouse models for growing seasonal vegetables; thanks to the diversity of production forms, economic efficiency per unit area in the locality increases.

In Thuan Son commune, during the implementation of the National Target Program on New Rural Development, the commune has focused on the criteria for organizing production, aiming to improve agricultural economic efficiency; directed the implementation of land consolidation, propagated and mobilized people to change crop structure, applied scientific and technical advances, and boldly introduced new varieties with high yield and good quality into production.
Thuan Son has expanded the peanut area from 40 hectares in 2012 to 60 hectares in 2019; expanded the high-income field area from 30 hectares (in 2013) to 70 hectares in 2019. Of which, 35 hectares are in the high-quality spring rice structure combined with summer-autumn rice and winter vegetables, with an income value of 125 million VND/ha.
In addition, Thuan Son has 10 hectares in the beach area as a production chain model, product consumption for a value of 145 million/ha, a specialized production model, intensive cultivation of vegetables and fruits of all kinds for an average income of 150-180 million/ha/year. Currently, the commune has 3 hill garden models, 65 households have registered to build standard gardens, 6 households implementing standard gardens have initially had income. The commune has also implemented a banana export project with an area of 20 hectares in the beach area, initially developing very well; promoting the advantages of the locality, people in the commune are developing large livestock farming, expanding and strongly developing poultry farming on a farm scale, raising poultry in gardens and hills.

In addition to agricultural production, production and business of other industries and services in Thuan Son are also developing strongly in both quantity and scale, mainly producing household carpentry, mechanics, welding, unburnt brick production, vermicelli making, garment making, and construction materials. Notably, there are some households engaged in household carpentry, production and trading of construction materials with revenue of 3 - 5 billion VND/year, households making rice paper with revenue of 1.5 billion VND/year.
Thanks to the diversification of production forms, people's material life, employment and income have developed stably; average income per capita has increased annually, reaching nearly 40 million VND/person/year in 2019; the poverty rate has decreased to 3.59%, near-poor households have decreased to 6.7%, and well-off and rich households have increased.
In the process of implementing criterion No. 13 on building new rural areas in Do Luong district, many communes have achieved very good results, notably Xuan Son, Trung Son, Luu Son, Thuan Son, Giang Son Dong communes... Looking back at the results achieved in the past time, it can be seen that criterion No. 13 on production organization plays an important role as the foundation for implementing many other criteria in the movement to build new rural areas in Do Luong. Up to now, in communes that have met criterion No. 13, it has contributed to promoting agricultural production and solving output for agricultural products. Developing production and increasing farmers' income are identified as important goals and tasks throughout the process of implementing the New Rural Construction Program.

Discussing the results of implementing criterion No. 13 in particular and the NTM movement in the past year in the district, Mr. Nguyen Trung Thanh - Vice Chairman of Do Luong District People's Committee said: In the past time, with the drastic participation of the entire political system, strengthening direct supervision and direction; members of the steering committee, specialized departments have given priority to focus on building NTM. Thanks to that, up to now, 24/32 communes have reached the finish line to continue to complete the criteria, speeding up the communes in the plan to reach the NTM finish line, the remaining communes focus on completing the criteria step by step.

The completion of the set goals in the implementation of the new rural movement in 2019, has a guiding role, focusing on effectively implementing the "difficult" criterion, which is criterion 13. Up to now, 100% of communes in the district have met criterion 13 on production organization. In the coming time, the district will continue to focus on promoting criterion 13, towards the goal of reaching the new rural destination in the whole district"./.
