Previously, at 4:00 p.m. on March 24, the patrol team of Truong Thi Ward Police, Vinh City, including comrades Ho Sy Luu and Cao Thi Thao, was on duty to ensure traffic safety and public order on Nguyen Huy Oanh Street, Block 11, Truong Thi Ward when they discovered a woman driving a motorbike with license plate 37B2-658.64 without a left rearview mirror. The team immediately signaled the vehicle to stop and asked the driver to present the vehicle documents for inspection.
The driver introduced herself as Nguyen Thi Minh Quyen (born in 1988), from Quang Binh, with permanent residence in Block 3, Ben Thuy Ward, Vinh City. Quyen explained: "I had to rush to the hospital with my husband so I didn't bring my vehicle registration."
Comrade Ho Sy Luu informed about the violations including: No left rearview mirror, no driver's license, no vehicle registration, no civil liability insurance of the motor vehicle owner at the time of inspection.
For the above reason, Truong Thi Ward Police temporarily detained the motorbike with license plate 37B2-658.64 and requested Ms. Nguyen Thi Minh Quyen to bring the above documents to Truong Thi Ward Police at 6:00 p.m. the same day for settlement.

Although the violations and reasons for the vehicle detention were clearly stated, the driver did not sign the vehicle detention report and called his younger brother, Nguyen Minh Quan, to bring the vehicle documents.
A moment later, Quan drove Ms. Ha Thi Tinh (born in 1957), residing in block 3, Ben Thuy ward, Vinh city, and introduced herself as Quyen's mother-in-law, but did not present the vehicle documents.
Comrade Ho Sy Luu continued to explain to Quan and Ms. Tinh about Quyen's violations, then Quan arbitrarily got on the motorbike and violated the law, using the spare key he was carrying to automatically start the motorbike to go. Seeing that, Comrade Luu and Comrade Thao ran to stop him and asked Quan to get off the motorbike. Quan pointed at Comrade Luu's face and said some uncivilized words.
Comrade Luu explained to Quan and Mrs. Tinh the reason for the vehicle being detained. At the same time, Nguyen Van Chien (born in 1982), residing in Block 3, Ben Thuy Ward, Vinh City, appeared, introduced himself as Quyen's husband and showed an attitude of opposition and defiance towards the task force.
Chien raised his voice and showed contempt for the law: "This record is not important, you guys can write it, I can tear it up too." As soon as he finished speaking, Chien snatched the record from comrade Thao's hand, crumpled it up and threw it on the ground.
Not only that, Chien also took the traffic baton hanging on comrade Thao's motorbike and rushed in to threaten to attack comrade Luu. When Quan got on the motorbike and started the engine, comrade Thao ran up to him and took the motorbike key and asked Quan to get out of the motorbike.
At that time, Quyen ran up to insult comrade Thao, used both hands to strangle comrade Thao, and said: "I will kill you". Quyen strangled comrade Thao for a while then let go, then snatched the car key from comrade Thao's hand, gave it to Quan, got in the car, started the engine and ran away.
Seeing the Truong Thi Ward Police force arriving at the scene to assist and resolve the incident, Nguyen Van Chien threw away his traffic baton and fled with his wife, Nguyen Thi Minh Quyen, and his biological mother, Ha Thi Tinh.

Considering that the above subjects must be strictly handled according to the law, the Vinh City Police Department has arrested Nguyen Van Chien and Nguyen Thi Minh Quyen for the act of resisting people on official duty as prescribed in Article 257 of the Penal Code.
At the police station, Chien and Quyen confessed to their crimes. It is known that Nguyen Van Chien graduated from the Vietnam National Academy of Music in 2012, but his uncivilized behavior and violation of the law caused public outrage and condemnation.
Recently, the Vinh City Police Department decided to temporarily detain Nguyen Van Chien and Nguyen Thi Minh Quyen for resisting law enforcement officers.
As for the suspect Quan Nguyen Minh Quan, after he escaped, the investigation agency mobilized his family and called on Quan to surrender to enjoy the leniency of the law. Knowing that he could not escape, on March 31, Quan went to the Vinh City Police Department to surrender./.
