(Baonghean.vn) - On the afternoon of July 5, in Vinh City, the Nghe An Provincial Steering Committee on anti-corruption held its first meeting. Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Chairman of the Provincial People's Council, Head of the Steering Committee chaired the meeting.

Also attending were comrades: Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee, Deputy Head of the Committee; Ho Le Ngoc - Member of the Standing Committee of the Provincial Party Committee, Head of the Provincial Party Committee's Internal Affairs Committee, Standing Deputy Head of the Committee, and comrades in the Steering Committee.

Previously, on June 30, 2022, the Standing Committee of Nghe An Provincial Party Committee issued Decision No. 1150-QD/TU to establish a Provincial Steering Committee on anti-corruption and negativity consisting of 15 comrades, with 1 head; 5 deputy heads (1 standing deputy head) and 9 members.

Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Chairman of the Provincial People's Council, Head of the Committee.

Comrade Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee, Deputy Head of the Committee.

Comrade Ho Le Ngoc - Member of the Provincial Party Standing Committee, Head of the Provincial Party Committee's Internal Affairs Committee, Permanent Deputy Head of the Committee.

Comrade Le Duc Cuong - Member of the Provincial Party Standing Committee, Head of the Provincial Party Organization Committee, Deputy Head of the Committee.

Comrade Bui Thanh An - Member of the Provincial Party Standing Committee, Chairman of the Provincial Party Inspection Committee, Deputy Head of the Committee.

Comrade Pham The Tung - Member of the Provincial Party Standing Committee, Director of the Provincial Police Department, Deputy Head of the Committee.

At the first meeting, the Steering Committee discussed the Working Regulations with contents such as: general regulations; responsibilities, powers; working regime and working relations; as well as the draft Decision on assigning tasks to members of the Steering Committee.

Concluding the working session, Provincial Party Secretary Thai Thanh Quy - Head of the Steering Committee requested the Provincial Party Committee's Internal Affairs Committee - the Standing Agency of the Steering Committee to immediately develop a work plan and program for the last 6 months of 2022, and a projected program for 2023; at the same time, review, synthesize, and propose cases under the Steering Committee's monitoring to be presented at the July meeting.

Comrade Thai Thanh Quy also requested the Standing Agency to study and advise on the implementation of the Decision, and to disseminate the spirit of the Steering Committee to the Party Committees under the Provincial Party Committee, agencies and units on the establishment and implementation of the tasks of the Steering Committee. Accordingly, it is necessary to re-evaluate the work of preventing and combating corruption in the past time, the responsibility of the Party Committees at all levels; and at the same time, implement the tasks of the Steering Committee.

At the end of the meeting, the Provincial Party Secretary emphasized that members of the Steering Committee need to work hard and spend more time and effort to complete their assigned functions and tasks.

On June 2, 2022, the Secretariat issued Regulation No. 67-QD/TW on the functions, tasks, powers, organizational structure, working regime, and working relations of the Steering Committee for anti-corruption and anti-negativity of provinces and centrally run cities.

Accordingly, the Provincial Steering Committee is established by the Standing Committee of the Provincial Party Committee and the City Party Committee directly under the Central Government, and is responsible to the Standing Committee of the Provincial Party Committee, the City Party Committee and the Central Steering Committee on anti-corruption and anti-negativity (abbreviated as the Central Steering Committee) in directing, coordinating, urging, inspecting and supervising the work of anti-corruption and anti-negativity in the province and city directly under the Central Government (collectively referred to as the locality).

The Provincial Steering Committee directs the work of preventing and combating corruption; preventing and combating negativity, focusing on the degradation of political ideology, ethics, and lifestyle among cadres, party members, civil servants, and public employees, first of all leaders and managers at all levels in the locality; at the same time, directly directs the handling of complicated corruption and negativity cases and incidents that are of public concern occurring in the locality according to Party regulations and State laws.

Regarding working principles, Regulation 67 clearly states: The Provincial Steering Committee is under the direct and regular leadership and direction of the Standing Committee of the Provincial Party Committee and the City Party Committee; at the same time, it is under the leadership and direction of the Central Steering Committee in the work of preventing and combating corruption and negativity in the locality; it works according to the principle of democratic centralism; collective discussion, the Head of the Committee concludes and directs implementation.

The Provincial Steering Committee operates according to its assigned functions, tasks and powers; complies with Party regulations and State laws; respects, does not obstruct normal operations and does not replace the tasks of agencies, organizations, units and competent persons in the work of preventing and combating corruption and negativity.
