Central Economic Commission works with Nghe An Provincial Party Standing Committee
The Central Economic Commission's working delegation acknowledged Nghe An's positive results in implementing Resolutions 10, 11, 12-NQ/TW.
On the morning of June 4, in Vinh City, the delegation of the Central Economic Commission worked with the Standing Committee of Nghe An Provincial Party Committee on the implementation of Resolution No. 10-NQ/TW on developing the private economy to become an important driving force of the socialist-oriented market economy; Resolution No. 11-NQ/TW on perfecting the socialist-oriented market economic institution; Resolution No. 12-NQ/TW on continuing to restructure, innovate and improve the efficiency of state-owned enterprises issued by the 12th Central Executive Committee on June 3, 2017.

Receiving and working with the delegation, on the side of Nghe An provincial leaders, there were comrades: Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee; Bui Thanh An - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee and leaders of relevant departments, agencies and branches.
CONTINUE TO IMPROVE MECHANISM AND POLICY FOR PRIVATE ENTERPRISE DEVELOPMENT
The meeting aimed to grasp the results of institutionalizing 3 resolutions in the province; new models and good practices of Nghe An to bring the resolutions into life; listen to the province's proposals and recommendations to contribute to the preliminary summary, report to the Politburo to issue conclusions, and at the same time prepare for the construction of documents for the 14th National Party Congress.

To concretize Resolutions No. 10, 11, 12 of the Central Executive Committee, over the past 6 years, with the viewpoint of harmonizing economic growth with cultural development, human development, progress, social justice, ensuring social security, environmental protection, sustainable development, the economy has maintained a fairly high growth rate and higher than the national average.
GRDP scale is increasingly expanding; in 2023, it is estimated at 193,374 billion VND, ranking 10th out of 63 localities; budget revenue has exceeded 20,000 billion VND, reaching 21,275 billion VND.

Investment attraction has many positive changes, increasing in both quantity, scale and quality of projects. Up to now, Nghe An province has 136 FDI projects from investors from 15 countries and territories, with a total registered capital of about 4.23 billion USD.
Enterprises are growing rapidly in number, diversifying in industries and professions, making positive contributions to the socio-economic development of the province.
The total number of registered enterprises (as of December 31, 2023) reached 37,453 enterprises; of which more than 15,000 enterprises are operating (accounting for 40% of the total number of registered enterprises). By 2022, the private economic sector contributed 71.65% of the province's GRDP.
At the meeting, the provincial leaders and related departments and branches and the Central Economic Commission's Working Group discussed and clarified the contents, especially the difficulties, associated with recommendations and proposals in implementing the Law on Planning, planning; mechanisms and policies to develop the private economy into an important driving force of the socialist-oriented market economy; the equitization of state-owned enterprises; especially mechanisms and policies in land valuation for agricultural and forestry farms; training, recruitment and appointment of officials in state-owned enterprises; mechanisms to promote regional and sub-regional linkages, etc.

At the meeting, Nghe An province proposed that the Government, ministries and central branches continue to amend, supplement and perfect mechanisms and policies to create favorable conditions for the private economic sector; continue to review and cut administrative procedures in a way that benefits businesses, especially in the fields of investment, land, customs and taxes; consider reducing interest rates on loans, rentals and purchases of social housing, and consider mechanisms for businesses to participate in credit and guarantees for workers so that the policy of developing social housing can be put into practice.
In addition, the province recommends that the Central Executive Committee, the Politburo, and the Secretariat continue to improve and supplement viewpoints, goals, tasks, and solutions on continuing to restructure, innovate, and improve the efficiency of state-owned enterprises so that localities have orientations and bases for implementation; the National Assembly and the Government amend the Law on Management and Use of State Capital Invested in Production and Business at Enterprises...
CONTRIBUTE TO SOLVING DIFFICULTIES FOR DEVELOPMENT
Speaking at the meeting, Deputy Secretary of Nghe An Provincial Party Committee Hoang Nghia Hieu emphasized the importance of the resolutions; at the same time, affirmed that Nghe An province seriously implemented them, thereby bringing great effects to economic development, associated with sustainability, ensuring national defense and security, and social stability.

Based on the contents discussed at the meeting, the Deputy Secretary of Nghe An Provincial Party Committee said that the province will complete the report to send to the Central Economic Committee, along with proposals and recommendations to contribute to solving common difficulties in the whole country, including Nghe An province.

Concluding the meeting, Comrade Nguyen Duc Hien - Deputy Head of the Central Economic Commission acknowledged and highly appreciated the positive results of Nghe An in implementing Resolutions 10, 11, 12-NQ/TW as well as the results achieved in the province's socio-economic development; at the same time, acknowledged and wished to continue receiving the province's proposals and recommendations in the process of implementing the resolutions.

Based on the opinions and recommendations of Nghe An province, the Working Group fully absorbed, synthesized and refined them to serve the construction of the Project to summarize the implementation of Resolutions 10, 11, 12-NQ/TW and to advise and propose to the Party and State the policies, mechanisms and strategies for the country's socio-economic development in the coming time.
