The Provincial Party Standing Committee approved the Congress of Tan Ky District Party Committee for the 2020 - 2025 term.

UNITY, HIGH UNITY

At the meeting, many opinions agreed that the highlight of the 2015 - 2020 term of Tan Ky district was the spirit of solidarity and high unity. From there, the leadership and direction of implementing goals and targets were more effective. It is expected that by the end of 2020, 21/23 targets will be achieved and exceeded, of which 10 targets will be exceeded.

The average growth rate of production value in Tan Ky district over the past 5 years is estimated at 11.5%. In 2020, the average added value per capita is estimated at 42 million VND, an increase of 22.9 million VND compared to 2015. By the end of 2019, the poverty rate was 3.47%; the whole district has 12 communes and 21 hamlets recognized as new rural areas.

Commenting on the Political Report of the Tan Ky District Party Committee, comrade Ngoc Kim Nam - Member of the Standing Committee, Head of the Provincial Party Committee's Mass Mobilization Commission, suggested that the district continue to pay attention to reviewing the backlog of land issues; removing difficulties and obstacles for investors.

Deputy Secretary of the Provincial Party Committee Nguyen Van Thong asked the district leaders to clarify the reasons for the decrease in forest cover in the new term; the issue of prioritizing the development of the garment industry needs to be considered in the long term; and to determine more clearly the current land potential of Tan Ky.

One of the general goals that the Tan Ky District Party Committee has set for the new term is: “By 2025, Tan Ky will strive to become a comprehensively developed district in the Western Nghe An region”. This is the content that some opinions believe clarifies the connotation of “comprehensive development” to better position the district in the new term.

In addition, there are opinions suggesting that the development direction needs to be more general and defined in the long term; breakthroughs must be carefully selected to have more solid steps; attention should be paid to the work of fostering and training in theory, professional expertise, and ideology for the team of cadres and party members.

THREE KEY TASKS

Concluding the meeting, Comrade Thai Thanh Quy - Alternate member of the Party Central Committee, Secretary of the Provincial Party Committee assessed that Tan Ky District Party Committee had done a good job in directing the grassroots Party congress.

Regarding the 2015 - 2020 term, the Provincial Party Secretary highly appreciated the spirit of solidarity and unity of the district. This became a very important driving force, foundation, and premise for the leadership to carry out political tasks in the area, such as achieving high double-digit growth rates.

This spirit of solidarity and unity must continue to be maintained and promoted in the new term, especially the leaders of Party committees, authorities, and sectors at all levels need to continue to demonstrate their central role in connection and solidarity.

Regarding the general goal, the head of the Provincial Party Committee discussed and suggested that the district consider adding the goal of "comprehensive development" of the Western Nghe An region.

For the system of indicators, it is necessary to add more indicators for staff training; develop growth rate indicators associated with appropriate average added value per capita. As for the indicator on forest cover, it is lower than the 2015-2020 term, the district needs to agree with the Department of Agriculture and Rural Development to have appropriate forest cover indicators.

Regarding the tasks and solutions in the new term, Tan Ky needs to strengthen its grasp of the ideological situation of cadres, party members, and people to solve problems raised by the grassroots, press, and public opinion...

The district also needs to strengthen the work of evaluating, summarizing and concluding directives and resolutions; supplement internal affairs and anti-corruption work; and consider priority orientations in agricultural and industrial development.

In particular, the head of the Provincial Party Committee emphasized 3 more contents that Tan Ky needs to focus on implementing. First of all, it is necessary to develop a spatial plan for Tan Ky district in the 2020 - 2025 term, preferably implemented right from the beginning of the term, thereby creating a premise for appropriate and effective land use, and calling for investment attraction is also more favorable.

Along with that, the district focuses on developing high-tech agriculture, biotechnology, and clean agriculture; at the same time, using and exploiting resources scientifically, reasonably, sustainably, and closely linked to environmental protection. Regarding breakthroughs for development in the new term, Tan Ky is considering further to have appropriate arrangements.

The Provincial Party Standing Committee agreed that the 21st Tan Ky District Party Congress, term 2020 - 2025, will take place on August 5 and 6, 2020.
