3 BREAKTHROUGH TASKS IN THE 2022-2023 SCHOOL YEAR

At the meeting, the opinions of the comrades in the Provincial Party Standing Committee acknowledged and evaluated the results of the past school year. Accordingly, Nghe An Education sector has achieved 10 outstanding results in preschool and general education; 5 results in vocational education and 5 results in higher education in the 2021-2022 school year; in particular, some results are outstanding compared to the North Central provinces and the whole country.

In particular, Nghe An continues to maintain its position in the top 5 provinces nationwide in terms of excellent students. The quality of comprehensive education has been gradually improved, with the results of the 2022 high school graduation exam ranking 20th nationwide, up 14 places compared to 2021. The province has also prepared the best conditions to ensure the effective implementation of the 2018 General Education Program.

Regarding the tasks for the 2022-2023 school year, the Education - Training and Vocational Education sectors focus on synchronously and uniformly implementing 3 breakthrough development tasks, 6 main tasks on preschool, general and continuing education; 6 tasks on vocational education and 6 tasks on higher education.

The Provincial Party Standing Committee also discussed enthusiastically and deeply a number of issues in the fields of education, training and vocational education.

Comrade Bui Thanh An - Member of the Provincial Party Standing Committee, Chairman of the Provincial Party Committee's Inspection Commission, proposed that the Department of Home Affairs consider strengthening the decentralization of teacher payroll management to district-level units, associated with a strict post-inspection mechanism to ensure that the province can manage it, but at the same time assign the district level and take responsibility for this.

The Chairman of the Provincial Party Committee's Inspection Commission suggested that it is necessary to properly implement the procurement and bidding of teaching and learning equipment, especially clarifying which items are covered by the State budget and which items are not covered by the State budget.

Speaking on this issue, Chairman of Nghe An Provincial People's Committee Nguyen Duc Trung requested the Provincial Party Committee's Standing Committee to direct localities to pay closer attention, especially to the methods and implementation stages when merging schools, in order to gain consensus from parents.

The Chairman of Nghe An Provincial People's Committee also raised concerns in vocational education to ensure that human resources can meet the requirements of businesses investing in the area in both quantity and quality. Thereby, he raised the need to focus strongly and have more effective solutions in vocational training.

Standing Deputy Secretary of the Provincial Party Committee Nguyen Van Thong comprehensively analyzed the aspects and issues arising in the implementation of socialized revenues in schools today.

On that basis, he suggested that the Department of Education and Training should have an absolutely unified mechanism for socialized revenues through parents of students in the spirit that this is a voluntary contribution.

In particular, it is necessary to "remove" the responsibility of homeroom teachers for the implementation of tuition fees, official contributions, and socialized payments through the Parents' Association. School boards are also not allowed to use the results of collection as one of the criteria for evaluating teachers' performance, so that teachers can feel secure in their teaching work.

CONTINUE TO BE PROACTIVE AND FLEXIBLE IN PERFORMING TASKS

Concluding this content, Nghe An Provincial Party Secretary Thai Thanh Quy highly appreciated the proactiveness and flexibility of the Education and Training sector, Party committees and authorities at all levels in the difficult context caused by the Covid-19 pandemic, thereby successfully completing the tasks of the 2021-2022 school year.

In the 2022-2023 school year, the Provincial Party Secretary requested the Education and Training sector, as well as local Party committees and authorities at all levels, to continue to proactively and flexibly carry out tasks to achieve the best results.

In particular, regarding the implementation of the 2018 General Education Program with the requirement that in addition to teaching knowledge, students must also be taught life skills, information technology, foreign languages, and integration, while many localities in the province are still facing difficulties, the head of the Provincial Party Committee requested the sector to proactively advise the Party Committee and authorities to direct good implementation, suitable to the conditions and circumstances of each region and locality.

Agreeing with the discussion opinions, the Provincial Party Secretary requested the Department of Education and Training to advise the Provincial People's Committee to have unified direction in the socialization of education, in order to overcome the shortcomings and limitations in this work.

On the other hand, every year, the Education and Training sector needs to specifically and systematically evaluate the pilot of high-quality key schools to promptly draw lessons, thereby promoting progress and overcoming limitations and shortcomings.

The Provincial Party Secretary also requested to continue implementing the coordination mechanism with enterprises in vocational training, accordingly, in addition to existing training programs, the province's colleges and vocational secondary schools need to expand short-term vocational training according to the requirements of enterprises.

The Provincial Party Secretary suggested reviewing the education network, because the planning has been in place for a long time while the development process has seen changes in students, teaching staff, and local socio-economic infrastructure. On that basis, research should be done to see if the arrangement options are still suitable in order to calculate and implement them specifically and systematically, avoiding bureaucracy.

At the meeting, the Standing Committee of the Provincial Party Committee also agreed to build a model for 6 mountainous districts in Nghe An with 18 schools to pilot the new model of primary and secondary boarding schools for ethnic minorities; pilot boarding schools for ethnic minorities at Ky Son and Que Phong High Schools; discuss solutions to mobilize resources to build a new facility for Phan Boi Chau Specialized High School to ensure the creation of high-quality human resources for the North Central region and international integration.
