On the morning of February 8, the Standing Committee of Nghe An Provincial Party Committee held a regular meeting for January. Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Chairman of the Provincial People's Council chaired the meeting.

Attending the meeting were comrades: Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee; Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee; representatives of leaders of Central Party Committees, comrades in the Standing Committee of the Provincial Party Committee and leaders of a number of departments, branches and sectors.

BUILDING NGHE AN TO BECOME A STRONG PROVINCE IN THE SEA

The conference discussed the draft Resolution of the Provincial Party Standing Committee on strengthening the Party's leadership to improve the effectiveness of implementing the Strategy for sustainable development of the marine economy to 2030, with a vision to 2045.

The issuance of this Resolution is very necessary to promote the potential of Nghe An with 82 km of coastline and 4,230 square nautical miles of sea surface. This is also a step to concretize Resolution No. 36-NQ/TW on the Strategy for sustainable development of Vietnam's marine economy to 2030, with a vision to 2045; as well as the viewpoint on accelerating the growth rate of the marine and coastal economy that the 19th Provincial Party Congress, term 2020 - 2025, has identified.

Accordingly, the draft Resolution submitted by the Party Committee of the Provincial People's Committee sets out the general goal of bringing Nghe An's marine economy to meet the criteria for sustainable development of the marine economy, contributing a large budget source to the province; focusing resources to accelerate the construction of Nghe An to become a strong marine province in the North Central region; forming a marine ecological culture; proactively adapting to climate change and rising sea levels; gradually preventing and repelling the increasing trend of pollution, degradation of the marine environment, coastal erosion and saltwater intrusion; restoring and conserving marine ecosystems.

The draft Resolution also sets out the goal of closely combining marine economic development with ensuring national defense and security, protecting territorial sovereignty; accelerating the construction and development of economic zones, industrial parks, logistics services, urban areas, and coastal tourist areas in the direction of approaching ecological models, attracting investors, contributing to making Nghe An a locality with fast and sustainable socio-economic development.

The draft Resolution has developed a system of specific economic, social and environmental indicators for coastal areas by 2025, 2030, as well as a vision to 2045; at the same time, it has developed 4 key tasks, 3 strategic breakthroughs and 5 main solutions.

The spatial scope of the Resolution is defined as the coastal area of ​​the province (including coastal areas of districts, cities, towns: Cua Lo, Hoang Mai, Nghi Loc, Dien Chau, Quynh Luu and Vinh City expanded); and the coastal sea area is the sea area 6 nautical miles from the shore inland, extending to Mat Island for defense and security purposes.

At the meeting, the opinions of the comrades in the Provincial Party Standing Committee were highly unanimous in the issuance of the Resolution; at the same time, they contributed opinions on many contents related to the basis, layout, some specific indicators, and order of priority for marine economic development.

Comrade Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee proposed to review and recalculate the contribution ratio of coastal areas to the province's GRDP. The target of accounting for 57 - 60% by 2030 is still a bit modest, while coastal areas are basically the most important localities of the province in terms of economic development.

In addition, the Standing Deputy Secretary of the Provincial Party Committee also raised some opinions related to the structure of the draft Resolution such as: It is not necessary to include the content of 3 strategic breakthroughs; or the tasks and solutions can be merged... thereby ensuring the content is concise, clear, and reflects the spirit of the Party's Resolution.

Many opinions also expressed concerns about the growth rate targets for coastal areas by 2025 and 2030, which are 10.5 - 11.5% and 12.5 - 13.5%, respectively; as well as the target of added value per capita of this area reaching 106 million VND in 2025 and 248 million VND in 2030.

Regarding this content, based on analysis, Deputy Secretary of the Provincial Party Committee Hoang Nghia Hieu said that the indicators on growth and added value per capita are completely feasible.

Leaders of the Departments of Planning and Investment and Natural Resources and Environment also responded and clarified a number of related issues raised by the Provincial Party Standing Committee, affirming that the figures and targets have been carefully calculated based on specific grounds, ensuring that they are aspirational, especially higher than the targets set by the Resolution of the 19th Provincial Party Congress as well as the targets in the Provincial Planning for the period 2021-2030, with a vision to 2050.

FOUR PRIORITIES FOR MARINE ECONOMIC DEVELOPMENT

Concluding this content, Nghe An Provincial Party Secretary Thai Thanh Quy highly appreciated the preparation of the Provincial People's Committee Party Committee, ensuring compliance with the procedures and instructions of the Central Party Office.

Regarding specific tasks, Provincial Party Secretary Thai Thanh Quy requested that the basis for issuing the Resolution should be supplemented with Resolution No. 26-NQ/TW dated November 3, 2022 of the Politburo on the direction of socio-economic development and ensuring national defense and security in the North Central and Central Coast regions to 2030, with a vision to 2045 and Resolution No. 168/NQ-CP dated December 29, 2022 on the Government's Action Program to implement Resolution No. 26-NQ/TW; at the same time, it is necessary to study and update the content of the above two important documents into the draft Resolution.

The drafting agency needs to update the viewpoints and contents of the Provincial Planning for the period 2021-2030, with a vision to 2050, as well as the contents summarizing 10 years of implementing Resolution No. 26 of the Politburo on the direction and tasks of developing Nghe An province to 2020, especially the draft of a new Resolution on Nghe An to be submitted to the Politburo in the coming time, into the content of this Resolution.

The head of the Provincial Party Committee also requested that, based on Resolution No. 36-NQ/TW on the Strategy for Sustainable Development of Vietnam's Marine Economy to 2030, with a vision to 2045, the content of the Resolution of the Provincial Party Committee Standing Committee needs to be quantified, ensuring that it is consistent with the province's reality, demonstrating dynamism and creativity. Therefore, in terms of structure, it is necessary to consider integrating 3 strategic breakthroughs into the group of tasks and solutions; at the same time, combine key tasks and main solutions into one section. Thereby, ensuring that the Resolution is concise, the content avoids duplication, and is consistent with the characteristics and situation of the province.

Based on the explanation of the drafting agency, Provincial Party Secretary Thai Thanh Quy agreed with the system of indicators proposed in the draft Resolution, especially on growth rate, average income per capita, and the contribution ratio of this area to the province's GRDP scale.

In particular, the order of priorities for marine economic development, based on the analysis of the current situation and practical requirements, the head of Nghe An Provincial Party Committee pointed out: The number one priority is still developing synchronous infrastructure such as: Deep-water seaport, Vinh International Airport, coastal roads, Vinh - Cua Lo connecting roads, and horizontal axes.

At the same time, the province needs to continue developing the VSIP Nghe An II coastal industrial parks in Dien Chau, expanding the WHA industrial park in Nghi Loc and developing the Hoang Thinh Dat I, II industrial parks in Hoang Mai town; attracting investors in modern industrial park infrastructure, ensuring good infrastructure and environmental treatment, with reasonable rental prices to attract secondary investors; associated with expanding and developing the Southeast Economic Zone into a dynamic economic zone.

Second, the province needs to focus on attracting investment in this area, along with issuing open policies and incentives on taxes and land prices to attract investment; paying attention to logistics and maritime transport to increase competitiveness and create favorable conditions for investors.

Third, focus on developing coastal tourism and coastal urban areas on the basis of protecting, implementing good planning, and ensuring land funds for harmonious development of industry, urban areas, and tourism.

Fourth, is to develop fishing, aquaculture and exploitation of aquatic and seafood products.

Based on the opinions and conclusions at the meeting, the Provincial Party Secretary assigned the Party Committee of the Provincial People's Committee to absorb, update, supplement and coordinate with the Provincial Party Committee Office to complete the draft Resolution of the Provincial Party Committee Standing Committee on strengthening the Party's leadership to improve the effectiveness of implementing the Strategy for sustainable development of the marine economy to 2030, with a vision to 2045, to submit to the Provincial Party Committee Standing Committee for consideration and promulgation./.
