COMPREHENSIVE DEVELOPMENT OF NGHE AN NEWSPAPER ASSOCIATED WITH DIGITAL TRANSFORMATION

Implementing Project No. 01 approved by the Provincial Party Committee on October 17, 2011 on "Improving the quality of Nghe An Newspaper in the period of 2011 - 2015, with a view to 2020", Nghe An Newspaper has always strived to complete and successfully complete the planning targets approved by the Provincial Party Committee Standing Committee.

Of these, 6 items are ahead of schedule; 17 items are on schedule; 2 items are not being implemented on schedule; 4 items are proposed not to be implemented and 5 items that have not been implemented are proposed to be continued in the coming time...

Nghe An Newspaper has undergone comprehensive changes in both the content and form of its publications; gradually becoming a multimedia press agency, ensuring its role in leading and orienting public opinion. In 2015, Nghe An Newspaper was awarded the title of Labor Hero in the Renovation Period...

Although Nghe An Newspaper has made remarkable innovations, there are still some shortcomings and limitations. On that basis, Nghe An Newspaper submitted to the Standing Committee of the Provincial Party Committee a Project to improve the overall quality associated with digital transformation of Nghe An Newspaper in the period of 2022 - 2027, with a view to 2030.

The specific goal is to comprehensively develop Nghe An Newspaper publications including: Nghe An Daily Newspaper; Nghe An Weekend; Ethnic - Mountainous Areas Special Page and Nghe An Electronic Newspaper; professionalize publishing, advertising - propaganda; modernize facilities and newspaper technology.

To achieve the above goal, Nghe An Newspaper presents 5 groups of key tasks and solutions related to innovation in leadership and management thinking towards digital transformation; comprehensive innovation, improving the quality of publications with the motto of taking content as the core, technology as the center, performing political tasks, serving the people as a prerequisite for comprehensive development of Nghe An Newspaper.

Nghe An Newspaper also focuses on promoting digital transformation of journalism; developing human resources to meet requirements and tasks; professionalizing publishing, advertising and propaganda work.

At the working session, the opinions of the comrades in the Provincial Party Standing Committee highly appreciated the achievements of Nghe An Newspaper in 10 years of implementing Project No. 01; at the same time, they also highly agreed with the issuance of the project to develop Nghe An Newspaper in the new period.

Comrade Bui Thanh An - Member of the Provincial Party Standing Committee, Chairman of the Provincial Party Inspection Committee emphasized 3 bases for issuing the project. Accordingly, Nghe An Newspaper has made many great strides in terms of the number of issues, publications, editorial office operations and human resources; the State financial mechanism has also changed. Through the meetings, the authorities raised the issue of the need to change the financial mechanism for Nghe An Newspaper.

Along with that, according to the Chairman of the Provincial Party Committee's Inspection Committee, the issuance of the project to develop Nghe An Newspaper in the new period is also based on the biggest principle of allowing the unit to perform well its role and function as the voice of the Party, Government and People of Nghe An in the new context.

Agreeing with the above viewpoint, Comrade Nguyen Thi Thu Huong - Member of the Provincial Party Standing Committee, Head of the Provincial Party Committee's Propaganda Department, after analyzing the advantages and difficulties facing Nghe An Newspaper in the current period, said that the Newspaper needs to develop a strategy and plan to implement digital transformation; at the same time, continue to pay attention to improving the experience and attracting more online readers. Along with that, Nghe An Newspaper needs to have a strategy for training human resources in the context of digital transformation. Based on the above analysis, the Head of the Provincial Party Committee's Propaganda Department agreed that there should be a mechanism and method to invest in infrastructure, facilities and training of human resources for Nghe An Newspaper.

FOCUS ON DEVELOPING HUMAN RESOURCES AND EQUIPMENT

At the meeting, Comrade Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee acknowledged the development steps of Nghe An Newspaper through the content of publications, the quality of human resources, especially the political mettle of the staff, reporters and editors of Nghe An Newspaper.

Based on the analysis of the results achieved and the current challenges facing Nghe An Newspaper, the Standing Deputy Secretary of the Provincial Party Committee assessed that the content of the project is basically appropriate, which is to improve the overall quality associated with digital transformation. In which, the issue of improving the overall quality includes: professional goals; building human resources and staff to meet professional requirements; facilities and technical equipment. These are issues that have an organic relationship with each other. Thereby, comrade Nguyen Van Thong proposed a number of solutions and implementation methods to improve the overall quality of the Newspaper associated with digital transformation.

Concluding this content, Nghe An Provincial Party Secretary Thai Thanh Quy acknowledged the comprehensive innovations in both form and content of Nghe An Newspaper and that it is gradually becoming a multimedia newspaper.

Going into specifics, regarding the implementation of tasks and solutions for human resource development to meet requirements and tasks, the Provincial Party Secretary emphasized: Nghe An Newspaper needs to implement autonomy according to Decree No. 60/2021/ND-CP, dated June 21, 2021 of the Government stipulating the financial autonomy mechanism of public service units; at the same time, streamlining the payroll must comply with the spirit of the resolutions and regulations of the Central Government, documents and regulations of the province and the Job Position Project.

Regarding the budget for implementing the Project, the head of the Provincial Party Committee requested appropriate calculations and that every year the Department of Planning and Investment, the Department of Finance, and Nghe An Newspaper coordinate to calculate the necessary contents, close to the practical implementation of the Newspaper's tasks, to propose sufficient investment funds for facilities and equipment for Nghe An Newspaper to properly perform its assigned functions and tasks.
