Arrested Director, Deputy Director and some officials of Nghe An Province Motor Vehicle Inspection Center for accepting bribes

Pursuant to the Order of the Minister of Public Securitysecurity on launching a peak campaign to attack and suppress crimes, ensuring security and order before, during and after the Lunar New Year 2023, especially fiercely fighting against corruption crimes - the position and direction of the Ministry of Public Security on grasping the situation and fighting; Comrade Director of the Provincial Police Department directly directs the grasp of the situation, prevention, and fighting against crimes and violations of the law on economic corruption and negativity at the Motor Vehicle Inspection Centers.

The Director of Nghe An Provincial Police has resolutely directed the police of units and localities to actively deploy professional measures, thereby, grasping information about signs of criminal behavior.“Giving, brokering, receiving bribes”occurred at the Nghe An Province Motor Vehicle Inspection Center (facility 37-01S located in Vinh city and 37-02S in Thai Hoa town).

Police seized documents related to bribery.

After a period of establishing the Special Project, on February 5, 2023, under the direct direction of the Director of the Provincial Police and the Deputy Director - Head of the Investigation Police Agency, the Criminal Police Department of Nghe An Provincial Police coordinated with relevant professional units to temporarily detain 13 subjects, including 01 Director, 02 Deputy Directors, 04 heads of inspection and professional departments; 03 inspection staff of the Nghe An Provincial Motor Vehicle Inspection Center and 03 brokers to investigate and clarify the act of "Bribery and Bribery Brokerage”.

The initial investigation determined that: The inspection line leaders are senior inspectors and the initial file inspection department, collecting vehicle inspection fees, colluding with a number of outside "brokers" to receive road motor vehicles for inspection. Then, the "brokers" agreed with the line leaders, who are people with positions and authority in inspection activities, to ignore errors such as: Not meeting emission standards, expanding the vehicle's walls and trunk, worn tires, unsafe brakes, improper vehicle lights, etc.

Depending on the violation, in addition to the money collected according to state regulations, the Line Leader agrees with the "broker" to receive bribes and ignore the above violations to issue a vehicle inspection certificate for road motor vehicles, the amount is from 200,000 VND to 1,000,000 VND/vehicle.

For vehicles that want to have their registration procedures expedited or have simple errors, they must pay at least 200,000 VND/vehicle. The bribe money is clipped by the brokers to the relevant documents and given to the inspectors. In addition, the initial file inspection department also colludes with the brokers to receive bribes from the vehicle owners in the amount of 100,000 VND to 300,000 VND so that the file department ignores errors such as: lack of original registration, lack of appointment letter from the Traffic Police, lack of bank mortgage papers, etc.

Based on the results of the investigation and verification, from February 4 to February 6, 2023, the Investigation Police Agency of Nghe An Provincial Police conducted searches of 02 facilities (37-01S and 37-02S) of the Nghe An Provincial Motor Vehicle Inspection Center, searched the private residence of Mr. Nguyen Quy Khanh (born in 1967), residing in Ha Huy Tap Ward, Vinh City, Nghe An Province - Director of the Center; Mr. Nguyen Trinh Tai (born in 1969), residing in Nghi An Commune, Vinh City, Nghe An Province - Deputy Director; Mr. Nguyen Viet Duc (born in 1968), residing in Le Mao Ward, Vinh City, Nghe An Province - Deputy Director, and seized many related documents and evidence.

Nghe An Provincial Police Investigation Agency executed a search warrant at the Nghe An Provincial Motor Vehicle Inspection Center.

With the collected documents, the Investigation Agency determined that the entire amount of bribes received would be discussed and agreed upon by Khanh, Duc and Tai to be shared at a certain rate depending on the function and job position for the staff of the Inspection Center every 2 weeks.

Currently, the Investigation Police Agency of Nghe An Province Police has temporarily detained the 13 above-mentioned subjects to further investigate the case and handle related subjects according to the provisions of law./.
